(KGTV) - The family of the man found in a barrel in San Diego Bay, near Chula Vista, is working toward closure two years after he disappeared.Omar Medina’s body was found Oct. 12, 2017, after a diver found a white, 55-gallon drum floating in the bay. She's the oldest of three and stepped in as an extra parent growing up, as they didn't have a father."This is the thing I cared about most growing up, he [Omar] was like a child to me," Villegas said.Thinking about her 28-year-old brother, she dreams of what could have been, "going to his wedding. I miss not meeting my nieces and nephews, I miss not having cousins for my kids." She spoke publicly for the first time this year at Chula Vista Police's Evening with Heroes fundraiser."Once they came in I felt a weight lifted off my shoulder[s] and that's what they've meant to me, they have definitely been that strength I'm not," she said police showed her family kindness and empathy."[Detectives] who put their photo on their desk and said they're out there. They're going to find who's responsible for killing Omar," Chula Vista Police Chief Roxana Kennedy said."I slept under this very table here in the office because that's how important it is and how much dedication we need to put in these cases," Sergeant Lavar Brown said in a video played during the fundraiser.Chief Kennedy explained the annual event funds programs the department would otherwise have to do without, "for instance our Canine program, our Senior Volunteer program, our Explorer program," she said their innovative Drone program is also funded through donation dollars.The work they did on Medina's case, will felt by the family long after it's closed."I know I'm just a kid," Omar's nephew Arturo Jr. said at the podium, "but what happened to my uncle hurts me just as much as it did the rest of my family and I'm glad I got to share it with you." "Old Town looks normal on weekends believe it or not. Parking is hard to find, it's encouraging for us," said Tafoya.His tiny shop, The American House, nestled in the historic district has been closed for nearly half a year and survived thanks to online sales. "We tried to do curbside for bulk items, and online helped us out."He's now ready to pivot from virtual communication, back to in-person. "We're doing kind of a like a walk-by. They walk through the front, order through an old fashioned window, and grab their drink. If they want to buy bulk, they just walk in," Tofoya described.They'll start slow and open on weekends but will extend hours if needed, "If business picks up, we're ready to go."While online sales helped during their store closure, they also had to file unemployment. CHULA VISTA (CNS) - UTC Aerospace Systems plans to wind down manufacturing at its Chula Vista aircraft plant beginning early next year, eliminating around 300 jobs, it was reported Friday.The company -- a division of Farmington, Connecticut-based conglomerate United Technologies -- said the decision stems from ending production of certain commercial aircraft models, the San Diego Union-Tribune reported.The Chula Vista plant builds aerodynamic engine pods and mounts for customers such as Boeing and Airbus.UTC Aerospace plans to keep an after-market spare parts distribution, engineering test labs and administrative jobs in Chula Vista, according to the Union-Tribune."We remain committed to being in Chula Vista," Stacey MacNeil, vice president of communications for UTC Aerospace told the newspaper. "There will still be 1,500 jobs there. We are not shutting down the entire location."The closure of manufacturing, however, will end production of aircraft components at the plant, which has been building planes and supplying aircraft sub-systems since Fred Rohr founded Rohr Aircraft Co. in 1940, according to the Union-Tribune."We recognize the impact this decision will have on our employees and their families, and will not begin the wind-down until 2019," the company said in a statement. "We expect the entire process to take place over a two-year period."The layoffs include about 265 sheet metal workers who are members of the International Association of Machinist and Aerospace Workers, according to the Union-Tribune. Non-union supervisors, purchasers and other salaried workers involved in manufacturing also will lose their jobs.In July, UTC Aerospace Systems notified the union of the planned shutdown, according to the Union-Tribune.The first round of layoffs is expected in the first quarter of next year, with a second round slated late in the year. The final round of layoffs would occur in the fall of 2020.The company is looking to vacate 725,000 square feet of manufacturing space -- leaving buildings on nearly 60 percent of its 86-acre campus vacant, the Union-Tribune reported.Initial negotiations have begun between the company and the union over severance, benefits and training, J.P. Fletcher, area director for District 725 of the International Association of Machinist and Aerospace workers, told the newspaper."In this case there is a sister facility in Riverside that we are looking to see if there are any openings where we can get our people transferred up there," Fletcher told the newspaper.
