LOS ANGELES, March 5 (Xinhua) -- Law enforcement agencies are now using smart phones to track and arrest graffiti vandals in Los Angeles, a newspaper report said on Saturday.The graffiti-tracking program, spearheaded by the Tracking and Automated Graffiti Removal System, or TAGRS, allows graffiti- cleaning crews equipped with smart phones to photograph the markings and upload them to a Los Angeles Police Department (LAPD) database, the Los Angeles Times said.The photos are used to gather evidence for prosecution and restitution, the paper quoted city officials as saying.Once the graffiti suspects' identities are discovered, the information is added to the TAGRS database and may eventually uncover incidents involving the same suspects, the paper said.The LAPD launched a pilot project in 2009 in Van Nuys near Los Angeles, modeling its version on one run by the Orange County Sheriff's Department, according to the report.The program is now anchored at four LAPD stations, Van Nuys, Hollenbeck, Central and Harbor, said Mayor Antonio Villaraigosa's spokeswoman Casey Hernandez.Los Angeles spends about 10 million dollars a year cleaning up graffiti, Hernandez said.

SYDNEY, Jan. 25 (Xinhua) -- Huawei Technologies, on Monday asked a U.S. District Court to prevent Motorola from illegally transferring Huawei's intellectual property (IP) to Nokia Siemens Networks ("NSN"), officials of Huawei told Xinhua in Sydney, Australia on Tuesday.As a leading player in providing next generation telecommunications network solutions, Huawei took this action as NSN seeks to complete its 1.2 billion U.S. dollars acquisition of Motorola's wireless network business.Since 2000, Huawei and Motorola have had a cooperative relationship in the radio access network and core network businesses, where Motorola has resold Huawei wireless network products to customers under the Motorola name. During this period, Motorola was provided with products and confidential Huawei IP developed by Huawei's team of more than 10,000 engineers.Since the July 2010 announcement by NSN of its purchase of Motorola's wireless network business, Huawei has tried to ensure that Motorola does not transfer this confidential information to NSN.According to officials of Huawei, Motorola's failure to adopt measures sufficient to ensure that Huawei's proprietary information remains confidential has compelled the company to file for the appropriate legal protection of its rights.The officials said Huawei respects the rights of intellectual property holders and is equally committed to the protection of its own innovations and intellectual property.Nearly half of Huawei's 100,000 plus employees are engaged in research and development and Huawei allocates an average of 10 percent of all revenues to R&D annually. WASHINGTON, April 4 (Xinhua) -- Scientists have identified a gene that appears to play a role in regulating how much alcohol people drink, in a study of over 47,000 people published Monday in the Proceedings of the National Academy of Sciences.The researchers say that finding a common genetic variation influencing levels of alcohol consumption may lead to a better understanding of mechanisms underlying alcohol drinking behavior in the general population.The gene, called "autism susceptibility candidate 2", or AUTS2, has previously been linked to autism and attention deficit hyperactivity disorder, but its function is not known.The new study, by an international consortium led by scientists at Imperial College London and King's College London, found that there are two versions of the AUTS2 gene, one three times more common than the other. People with the less common version drink on average five percent less alcohol than people with the more common version.The gene is most active in parts of the brain associated with neuropsychological reward mechanisms, suggesting that it might play a part in regulating the positive reinforcement that people feel when they drink alcohol.Alcohol consumption is known to be partly determined by genes but until now the only gene known to make a notable contribution was the gene encoding alcohol dehydrogenase, an enzyme that breaks down alcohol in the liver.Professor Paul Elliott, from the School of Public Health at Imperial College London, said: "Of course there are a lot of factors that affect how much alcohol a person drinks, but we know from twin studies that genes play an important role. The difference that this particular gene makes is only small, but by finding it we've opened up a new area of research into the biological mechanisms that control drinking."
