SAN DIEGO (KGTV) — Authorities are looking for an inmate who walked away from a San Diego rehabilitation facility.Steven Vargas, 53, was last seen at 10 a.m. Tuesday after leaving the San Diego's Male Community Reentry Program, according to the California Department of Corrections and Rehabilitation. Vargas had been given permission to leave the facility but didn't return when required.The facility allows eligible offenders with one year left to serve to do so in re-entry centers, providing them with rehabilitation services that assist them with substance use disorders, mental health care, employment, education, housing, and more. Officials said they were alerted that Vargas' electronic monitoring device had been tampered with just before noon Tuesday.Vargas was sentenced to four years in prison on May 6, 2019 for vehicle theft with prior vehicle related theft convictions and grand theft of a firearm. He was scheduled to be released on parole in June.Vargas is described as a Hispanic male, 6-feet tall, and weighs about 192 pounds. He was last seen wearing faded black jeans, black shoes, a blue shirt, and a charcoal grey sweater. SAN DIEGO (KGTV) — At KAABOO Del Mar, the festival's lineup of chefs and artists are just as big as the acts set to the the stages around the fairgrounds.Thursday, organizers announced KAABOO's culinary and artistic lineups coming to Del Mar from Sept. 13 - 15.Celebrity chefs Michael Mina, Antonia Lofaso, and Richard Blais will be joined by award-winning chefs Nyesha J. SAN DIEGO (KGTV) – Californians voted to pass Proposition 22 – reclassifying rideshare drivers as independent contractors. But, companies like Uber and Lyft are still battling lawsuits from the state claiming billions in wage theft.The legal battle over rideshare drivers did not end with the passing of Prop 22. The California Labor Commissioner is still suing gig companies for not following current law which classifies drivers as employees instead of independent contractors.The Labor Commissioner’s Office is seeking billions for unpaid minimum wage, overtime, sick leave, and business expenses.Nicole Moore with Rideshare Drivers United led the fight against Prop 22. She says since the new law is not retroactive those lawsuits still stand.“This is about back pay that under the law as it was over the last three years, those drivers are still owed that money,” said Moore. “It was .3 billion that were owed to those drivers. Half of that is damages but the other half is just straight pay that under labor law.”Some drivers had to file for unemployment when the pandemic hit, including those with pre-existing conditions hoping to limit exposure to the virus. Others are unable to drive since they have to stay home with kids now out of school for distance learning.Moore says those unemployment protections won’t last once the new law takes over.“If you don’t have unemployment that’s when people become homeless, that’s when kids go hungry. We need that safety net as workers,” said Moore.As San Diego moves into the state’s purple tier, Tonje Ettesvoll says she’ll have to limit hours to reduce her risk of exposure. She says the move for her own safety may prevent her from qualifying for benefits under Prop 22.“I will not be doing my 60 hours a week. I’ll be doing maybe 30 so I may be one of those people who don’t qualify and will have to be on Medi-Cal,” said Ettesvoll. “And that is an expense that’s not Uber’s and Lyft’s. SAN DIEGO (KGTV) — County public health officials have released guidance for celebrating Halloween this month, including recommendations for trick-or-treating and parties.The county is recommending that residents avoid traditional door-to-door trick-or-treating, "trunk-or-treating" where candy is offered from cars, or leaving bowls of candy for others at their door this Halloween due to the pandemic.For those who want to find a safe alternative to traditional trick-or-treating, the county recommends "one-way" trick-or-treating where residents leave individually wrapped goodies bags outside for families to grab while maintaining physical distance, such as at the end of the driveway or yard.Parents are also asked to consider giving away treats other than candy, such as stickers, pencils, or mini pumpkins that can be sanitized by parents before given to kids.There are several activities that are not allowed, according to the county, including:In-person gatherings, parties, and events with non-household members even if gatherings are outdoors because physical distancing will not be easy to maintain,Carnivals, petting zoos, festivals, and live entertainment are not allowed because of frequent interaction with high touch surfaces by children and participants, andAny gatherings already not allowed under current public health ordersHaunted houses are not recommended because of the potential for crowds in tight spaces and poor ventilation, making safety and social distancing a challenge.County officials recommend that San Diegans celebrate through:Online parties or costume contestsDrive-thru events and car paradesDecorating homes and yardsMovie nights within households or at drive-in theaters, andPumpkin patches where social distancing and increased hand hygiene is possibleThe county says that whichever way residents end up celebrating Halloween, it's important that they continue to wash and sanitize their hands often and thoroughly, avoid close contact with individuals that are not in the same household, wear a face covering, and stay home and away from others if sick.More Halloween safety resources are available on the county's website. 2175
