SAN DIEGO (CNS) - Attempted murder, kidnapping, child abuse, child abduction, criminal threats and burglary charges have been filed against a man accused of intentionally driving a pickup truck off Sunset Cliffs and into the ocean with his twin toddler daughters inside, the San Diego County District Attorney's Office announced Friday.Robert Brians is being held without bail on suspicion of driving into the water last Saturday morning with his 2-year-old daughters inside the truck. SAN DIEGO (CNS) - A pedestrian was fatally struck by a vehicle this morning on state Route 163 in the Kearny Mesa area.The crash was reported around 3 a.m. near the Balboa Avenue off-ramp from northbound SR-163, according to a California Highway Patrol incident log.The pedestrian was pronounced dead at the scene, the CHP reported.No details about the victim, the vehicle or its driver were immediately available.CHP officers were investigating the circumstances leading up to the crash. 496

SAN DIEGO (CNS) - City officials and homeless advocates announced an expansion Tuesday of the city's program to establish safe parking lots for residents who live out of their cars or recreational vehicles.Mayor Kevin Faulconer, Councilman Scott Sherman and representatives of Jewish Family Service of San Diego jointly announced that the city will make a parking lot in Mission Valley near SDCCU Stadium available to vehicles in the next 45 days.The lot, which will also have supportive services for homeless residents, like job training, financial education and housing assistance, has space for up to 80 RVs or 200 regular cars and trucks.Jewish Family Service oversees the two existing parking lots and will do the same at the third, which is located near the intersection of Friars Road and Mission Village Drive.RELATED: San Diego program to provide safe parking for homeless living in vehicles"Often when someone becomes homeless for the first time, they end up living in their car and don't know where else to turn," Faulconer said. SAN DIEGO (CNS) - A wrongful death lawsuit was filed Monday on behalf of the family of a 24-year-old woman who died last fall at the Las Colinas Detention Facility in Santee.Elisa Serna died Nov. 11, 2019, a few days after she was booked into the county jail.Earlier this year, the sheriff's department said Serna died from complications of drug abuse, with a contributing factor of early intrauterine pregnancy.The lawsuit filed in San Diego federal court alleges jail staff were aware of Serna's substance abuse and subsequent withdrawal symptoms, but did not provide her with treatment. Though Serna was fainting, had low blood pressure, was vomiting regularly and displaying odd and incoherent behavior, jail staff "ignored the obvious signs of medical distress" and "failed to provide proper medication as Elisa's condition was worsening," the complaint alleges.Sheriff's officials could not immediately be reached for comment on the suit, which names San Diego County and Sheriff Bill Gore as defendants.Plaintiffs in the suit include Serna's parents, Michael and Paloma Serna; her husband, Brandon Honeycutt, and a minor child referred to as S.H.The sheriff's department has come under fire recently over a spate of deaths among county jail inmates, which were referenced within the complaint.The lawsuit cited news reports indicating the county had the highest jail mortality rate among the state's largest counties, and said prior deaths from inmates suffering from withdrawal symptoms should have made jail staff aware of the potentially fatal consequences of those symptoms.The suit also alleges staff are inadequately trained and in-custody deaths at county jails are not being properly investigated."Even though inmates are dying or suffering catastrophic injuries at an alarming rate at San Diego County jails, the medical and correctional staff whose actions or inactions cause the deaths are not investigated; not informed of their failures; not given further training or remedial instruction; and are not monitored or closely supervised after these adverse events," the lawsuit alleges. 2111

SAN DIEGO (CNS) - An outbreak of leptospirosis, a contagious bacterial disease, has been reported in dogs in the region, the San Diego County Health and Human Services Agency announced Thursday.Since October, 34 confirmed and probable cases of leptospirosis have been documented among local dogs, primarily in the Hillcrest and Mission Hills areas. Several dogs required hospitalization and at least one was euthanized.Boarding at kennels that allow dog-to-dog interaction is a major risk factor, though some ill dogs only had contact with other dogs at dog parks. The kennels that were linked to cases notified the owners of all potential contacts of diagnosed cases and closed for at least two weeks for cleaning and disinfection.Signs of leptospirosis in dogs are varied and can include fever, muscle weakness, vomiting, diarrhea, loss of appetite, low energy and frequent urination, which may be bloody.No human cases have been linked to this outbreak in dogs, but anyone who develops fever, headache, muscle aches -- especially in the back and calves -- or other illness after contact with a sick dog should see their health care provider.This week, the county sent a health advisory to local physicians and veterinarians about the outbreak.Leptospirosis is a disease caused by various species of spirochete bacteria called leptospira. These bacteria can infect multiple species of mammals, including humans, dogs, rats, mice, raccoons, skunks and opossums. The bacteria are shed in the urine of infected animals and may contaminate food, water, soil or bedding. Dogs and people can get infected through direct contact with skin abrasions, mucous membranes or by drinking contaminated water."When dogs visit kennels and parks and play, lick and sniff each other, they are at risk of getting these bacteria," said Dr. Wilma Wooten, the county public health officer. "If your dog shows any signs, you should take it to your vet immediately."A vaccine is available to prevent leptospirosis in dogs, especially for those boarding in kennels and frequenting dog parks. 2076
