SAN DIEGO (KGTV) - San Diego Police arrested a man on suspicion of killing the owner of an East Village flooring business, but a female suspect remains at large, detectives said Thursday.Kevin Eugene Cartwright, 51, was arrested in El Cajon Tuesday. No motive was released.??????10News spoke to Venus, who told us she was Ghedeer "Tony" Radda's cousin. Ten years his junior, she said she always looked up to Radda as a "cool older brother," who taught her everything from pop culture to how to grow up. She said the tragedy was so numbing, she still cannot accept it as reality. "I wake up everyone morning thinking, is this still a dream? Am I ever going to wake up from this nightmare?" Venus asked.Officers believe Kevin Cartwright and an unidentified woman killed Radda at Bottom Price Flooring on G Steet, October 10. Radda suffered trauma to his upper body and died at the scene."I can't imagine him thinking, am I going to go now? Do I call my kids? Do I call my wife? At the end of the day, I just want him to tell us, why?" Venus said.For more than a week, investigators looked for two disguised suspects caught on Radda's newly-installed surveillance cameras. They captured a person in a Granny Mask and a woman with a purple wig.San Diego Police said Wednesday evening they arrested the man they believed was behind the Granny Mask-- Kevin Eugene Cartwright."Today did give us a little bit of peace, not that it will bring him back, but just to know that there is a little bit of closure, that one person has been caught," Venus said. 10News went to Cartwright's last known address in El Cajon. A man answered the door but provided no comment. SAN DIEGO (KGTV) -- Resources are available throughout San Diego County for victims of domestic violence who believe their situation may turn life threatening.“There’s nothing more tragic than this happening. This is exactly what we never want to see happen again,” said Heather Finlay with the YWCA. Finlay says she was devastated after learning of the mother and her children killed over the weekend. YWCA offers an emergency shelter and transitional housing for parents and families dealing with domestic violence. According to SANDAG, in 2018, more than 17,000 domestic violence incidents were reported in San Diego County. “Leaving an intimate partnership is never easy especially if there are children involved,” said Yvette Lopez-Cooper with the San Diego Family Justice Center. SAN DIEGO (KGTV) -- San Diego Gas and Electric and the city of San Diego are in a disagreement that could be worth up to 0 million.The controversy is over San Diego's Pure Water project, which would turn sewage into high treated drinking water. The city's goal is to have a third of its water supply be reclaimed water by 2035. To accomplish that, the city plans to build a billion pipeline to pump sewage from the Morena area to the North City Water Reclamation Plant on the edge of Miramar.On Thursday, the City Council voted 5-4 to approve about .1 billion for the project. But completing the pipeline would require SDG&E to remove its gas and electric lines. The city says SDG&E usually does that on its own dime, but this time - the utility says it will not spend the money. The City Attorney's office is now involved.The council voted 8-1 to authorize million this fiscal year, but is retaining its legal rights to recover the money. The city may have to spend another million next fiscal year to complete the project.In a statement, SDG&E says it supports the project but is working to protect its ratepayers."Our goals are to assist the City with their plans and ensure our customers, especially those outside City limits who will not benefit from the project, are not unfairly burdened with utility relocation costs," the statement said. The city hopes to begin advertising for construction for the pipeline next month.   1491

The metrics were then organized under either "budget and participation" and "sports and outdoors."San Diego ranked first in fitness centers and sports centers per capita, seventh in baseball and softball diamonds per capita, 22nd in basketball hoops per capita, 16th in parkland acres per capita, and 30th in walking. SAN DIEGO (KGTV) — San Diego County avoided being on the state's monitoring list for the third consecutive day on Friday, which should allow the county to be removed from the list.Friday, the county reported a calculated case rate of 96.3, below the state's threshold of 100 coronavirus cases per 100,000 people over 14 days. Despite this, the county said Friday, "the state said today that it will review its data before removing San Diego County from the list."San Diego County has remained within the necessary thresholds of California's other five monitoring metrics:The county could be placed back on the list if it posts three straight days over the state thresholds once again.If or when the county is removed from the list, officials say the region shouldn't expect an immediate return to normal. California is not planning on issuing any further business reopening guidance and county officials have said that no new business sectors are scheduled to reopen if the county gets off the list."The goal of our exercise is not to get off the state's monitoring list and get our case count below that, the goal is to have it remain below that," Supervisor Nathan Fletcher said Thursday. "And we have to avoid the temptation or mindset that if tomorrow's numbers are under 100 that somehow we feel like we've made it, that we're done, we can go back to normal ... we want to avoid the seesaw of up and down, opened or closed."But part of the uncertainty is the state hasn't clearly outlined what happens after a county falls off the watch list. Mayor Kevin Faulconer sent a letter to Gov. Gavin Newsom requesting guidance on how counties proceed after they fulfill the requirements to get off the list."No process currently exists for restarting other activities, such as gyms and fitness centers, places of worship, non-essential office workplaces, personal care services, barber shops and salons, shopping malls, and higher education, all of which have been restricted to outdoor operations," Faulconer's letter read. "The lack of a consistent process for these businesses, with logical, data-driven triggers, exacerbates an increasingly difficult economic situation, and undermines the credibility of and compliance with the State's public health order."Schools, however, would be the next sector to see some sort of reopening. In-person classes at schools 7th- through 12th-grade can resume after San Diego County stays off the state watch list for another 14 consecutive days — depending on school district plans.
