SAN DIEGO (KGTV) -- There are increasing calls for more police oversight. In San Diego, a proposed measure would create a new independent body to investigate alleged misconduct. Both San Diego Mayor Kevin Faulconer and District Attorney Summer Stephan have pledged support for a new body to hold police accountable.Maresa Talbert with San Diegans for Justice said they welcome the support, but there is still some skepticism.“It seems very reactionary after all of this pressure that now they come out and support. This ballot measure is not a new thing. This has been proposed since 2012,” Talbert said.There is currently a Citizens Review Board on Police Practices, but Talbert said it is far from independent. “Their legal council is the city attorney, who represents both the Police Officers Association and the CRB so it represents a true conflict of interest,” Talbert said. The new proposed commission would have the ability to investigate cases. It would also have independent lawyers and subpoena power. The head of the San Diego POA said the support a measure on the ballot to let the people decide what is best for police oversight. “I think if people go into things with an investigative mind trying to find the truth, I think that any of these things can be very effective,” said POA President Jack Schaeffer. Talbert said even if passed, the city council still has to write an ordinance and some of the language could change. That is something she would not agree with.“We know that this is a true well-rounded, a true balance, and a truly comprehensive model,” Talbert said. 1598

SAN DIEGO (KGTV) — The San Diego Padres infielder Ian Kinsler has announced his retirement from baseball.The Padres' second baseman announced his retirement after 14 seasons in the major league, team announced Friday. Kinsler, 37, will remain with the Padres as an advisor to baseball operations. According to The Athletic's Ken Rosenthal, Kinsler is still owed .25 million on his contract, which he will reportedly work out with the team.Kinsler was placed on the disabled list last August over a herniated cervical disk, which prevented him from finishing out the season. The injury played a role in his decision to leave the game.“To be honest, it was a factor in my decision,” Kinsler told The Athletic. "It just felt like this is the end, time to move on. SAN DIEGO (KGTV) — The suspect of a Spring Valley murder nearly seven years has been arrested in New York.Waverly James, 49, was arrested in New York for the Dec. 6, 2012, murder of 52-year-old Stanford Roy Johnson, according to the San Diego Sheriff's Department.Deputies say they were called to a home in the 9000 block of Lemon St. on Dec. 6, 2012, for a welfare check. Deputies found the rear door open and discovered Johnson dead from multiple stab wounds.James was identified as a suspect and arrested on a warrant in New York. He will be extradited to San Diego and booked for murder. 599

  

SAN DIEGO (KGTV) - The pool for inmate fire crews is shrinking after a bill lessening crimes went into effect in California, according to Cal Fire Public Information Officer Issac Sanchez.A record breaking wet winter led to a superbloom of epic proportions across San Diego County. New growth that will dry out and turn to tinder this summer, according to fire officials."We are poised daily, year round now to fight wildfire," Cal Fire Director Thom Porter said.Cal Fire relying on every resource to lend a hand if necessary.Our sister station in Redding reported last year one particular kind of crew is running low. Easy to see in their orange fire gear, volunteer inmate crews help firefigthers by completing tasks like digging fire breaks.Last year they had a "brown out" where they had to deactivate a crew to keep the others adequately staffed. "From what I understand it is absolutely an impact," Sanchez said referring to AB 109. The law, passed in 2011 lessened crimes for convicts ultimately letting out hundreds.According to our sister station, the humber of inmates at fire camps dropped from 2013 by 11%. That's 451 inmates.Leaving the CDCR with more work, "to identify and kinda steer eligible candidates into the program," Sanchez said.He said inmates must meet certain criteria like working well with others, being non-violent offenders, and meeting physical requirements."We still have enough folks to staff the crews, it's just a matter of identifying them at this point," Sanchez said.In San Diego County we have four inmate fire camps, in Fallbrook, Warner Springs, Julian and Boulevard. 1616

  

SAN DIEGO (KGTV) -- The San Diego Police Department is investigating a stabbing in Encanto after a victim was found with stab wounds.Witnesses tell 10News a fight broke out between two males near the intersection of 65th Street and Wunderlin Avenue, across the street from Encanto Elementary School. Their ages are unknown. One male was stabbed at the scene, he was found near the park and recreation center where children were playing, according to witnesses. The second male fled before police arrived, police caught up to him and arrested him on Massachusetts Avenue.   615
