NEW YORK CITY — Despite initially saying work would begin Thursday on a large "Black Lives Matter" mural on New York's Fifth Avenue, New York Mayor Bill de Blasio's office has now said the painting of the mural will be postponed until next week.The mayor said at his daily briefing Thursday that the delay was due to "logistics" and that his office will have more announcements about the project at a later date.De Blasio first announced the mural in late June, saying it would be painted on the famed avenue, right in front of Trump Tower. NEW YORK (AP) — Jeffrey Epstein’s longtime confidante Ghislaine Maxwell has been transferred to New York to face charges she recruited women and girls for him to sexually abuse.The Bureau of Prisons confirmed that Maxwell was transferred Monday and is currently being held at the Metropolitan Detention Center in Brooklyn.Prosecutors have asked a judge to schedule a Friday court appearance in Manhattan federal court for Maxwell.The 58-year-old was arrested last week at a million estate she had purchased in New Hampshire.Maxwell was the former girlfriend and longtime close associate of Epstein, who killed himself in a Manhattan jail last August while he awaited trial on federal sex trafficking charges.She has denied wrongdoing and called claims against her “absolute rubbish.” 794

NEW ORLEANS — A fast-moving Zeta has weakened to a tropical storm as it barrels northeast after causing havoc along the Gulf Coast.The storm raged onshore Wednesday afternoon in the small village of Cocodrie in Louisiana as a strong Category 2 and then moved swiftly across the New Orleans area and into neighboring Mississippi.The National Hurricane Center says strong and damaging wind gusts will continue to spread well inland across portions of Alabama, Georgia, the Carolinas and Virginia on Thursday. This could cause widespread tree damage and power outages.Nearly 2 million homes were already without power across several southern states before dawn Thursday. According to the website PowerOutage.us, about 1.8 million are without power in Louisiana, Mississippi, Alabama and Georgia. Georgia has the most with more than 800,000 in the dark.Officials have made a repeated call for residents to stay inside after the storm passed and not go outside in the dark to assess damage.Throughout Thursday, NHC says heavy rainfall is expected near and in advance of Zeta in portions of the central Appalachians, Mid-Atlantic and lower to middle Ohio Valley. It may lead to flash, urban, small stream and isolated minor river flooding.At least two deaths have been blamed on the storm, one of which died from electrocution in New Orleans.Hundreds of schools canceled classes or planned to open late across from the Gulf Coast to the Carolinas.In the Mississippi city of Waveland, Mayor Mike Smith told WLOX-TV that he was expecting to see a lot of damage in the morning.In Louisiana, Gov. North Korea has agreed to refrain from conducting nuclear and missile tests while engaging in dialogue with South Korea, Seoul's national security chief Chung Eui-yong said Tuesday after returning from a meeting with North Korean leader Kim Jong Un.Chung added that Pyongyang also expressed willingness to talk to the United States "in an open-ended dialogue to discuss the issue of denuclearization and to normalize relations with North Korea."Chung said that as part of the dialogue, the two Koreas would hold a summit next month, the first of its kind in more than a decade.The last inter-Korean summit was in 2007, when South Korean President Roh Moo-hyun met Kim's father, late North Korean leader Kim Jong Il.The meeting will be held at the Panmunjom Peace House on the South Korean side of the demilitarized zone that divides the two countries, Chung said.Pyongyang and Seoul will also open a communication hotline that will enable Kim and South Korean President Moon Jae-in to speak directly.Moon sent Chung and four other top government officials to Pyongyang Monday, when they met with Kim and some of his top aides.It's believed to be the first time the young North Korean leader has ever met with any officials from South Korea since taking power in 2011.Developing story - more to come  1312

Negotiations have slowly progressed in recent days as members of Congress and the White House try to iron out details in the next round of economic stimulus amid the coronavirus.One of the key issues where the sides have not found much agreement is on expanding food stamp benefits, which is a priority for Democrats. When the Senate GOP released their latest stimulus proposal last week, it did not include expanded food assistance.While generally Republicans have not been in favor of expanding food stamp benefits, one prominent Republican said on Tuesday he is supportive of increasing food assistance.Pat Roberts, R-Kan., told the Associated Press that he has raised the issue with Senate Majority Leader Mitch McConnell. The Kansas Republican is the chair of the Senate Agriculture Committee.“They are taking a look at it and I think we can get a positive result,” Roberts told The Associated Press. “If we can get a breakthrough on that, it could lead to some other stuff.”In May, Democrats approved a .5 billion stimulus plan of their own, which both the White House and Senate Republicans said they would not consider for a myriad of reasons.The House Democrats’ bill would have increased SNAP benefits by 15% through September 30, 2021, and would have provided an extra billion in food assistance through the pandemic.Feeding America, which is a consortium of the nation’s food banks, criticized the Senate Republicans’ proposal that was released last week, which did not include increased funding for food assistance.
