ENCINITAS, Calif. (KGTV) - The City of Encinitas announced a timeline Monday for its leaf blower ordinance restrictions. The rule, which bans all gas-powered leaf blowers and restricts hours of use, was adopted by the Encinitas City Council on Aug. 21. The ordinance took effect for city operations on Sept. 20. By Dec. 20, all commercial operators will be required to comply with the rules. All others have until Jan. 20, 2020 to adhere to the restrictions. The new ordinance includes the following restrictions: Prohibits the use of all gas-powered leaf blowers citywide by January 20, 2020; Allows for the use of electric or battery-powered leaf blowers; Requires responsible use of blower equipment to control dust and noise; Leaf blowers of all types may only be used between 8 a.m. and 6 p.m. Monday through Saturday, and between 12 noon and 5 p.m. on Sundays.Anyone who must purchase a new electric or battery-powered leaf blower can take part in a rebate program to partially subsidize the purchase. FALLBROOK (KGTV) - Fallbrook neighbors upset Saturday night after they were without power for 24-hours, caused by the storm.UPDATE: The power was restored around 7 a.m. Sunday morning."It was like a combination of a whip cracking and it just kept going and growling," Will Anderson said.Just next door you can see his neighbor has their lights on, but Anderson is one of the seven homes down his street without power. 430

ESTERO, Fla. — A Florida man saved his dog from certain death after he wrestled an alligator that snatched the puppy and dragged the pooch into a pond."He just came out like a missile," 74-year-old Richard Wilbanks of Estero said of the gator that attacked Gunner, his cavalier King Charles spaniel.Wilbanks jumped into the water, pried open the gator's mouth and freed Gunner from the gator's jaws.The rescue was caught on camera by the Florida Wildlife Federation.Wilbanks told CNN that his hands were "just chewed up," but Gunner is doing OK."We live on a shared landscape," Florida Wildlife Federation spokeswoman Meredith Budd told WINK-TV in Fort Myers. FALLBROOK, Calif. (KGTV) - A grateful family is speaking out after a Camp Pendleton Marine helped save their trapped baby as flames engulfed their car.Two Mondays ago, Tony Hurley, his wife and 1-year-old daughter were in their car on East Mission Road, on their way to a relative's home, around 5 p.m. Hurley says a gas can fell off a truck in front of him. Fire officials say it became wedged under the engine, leading to sparks as it dragged on the road."Almost like a firework going off ... As we pulled over, the car is already on fire. Flames were surrounding the perimeter of car," said Hurley.A frantic Hurley, along with his wife, got out and went to the back seat to get their daughter, but he says the latching mechanism for the car seat base was stuck."That's when I look up, and I'm face to face with a Marine on the other side of the car," said Hurley.That Marine was Gunnery Sergeant Kyle Wetter, who just happened to be driving by."At that point is when I used my pocketknife to cut the car seat belt that was holding the baby's seat int the car, so the dad could get the car seat out," said Wetter in a video interview released by the Marine Corps.As the family scrambled to safety, Wetter grabbed their belongings out of the car before also getting to safety. About a minute later, three different explosions rocked the car. After a few more minutes, flames had consumed the car."I don’t even want to imagine what could have happened if he hadn’t been on scene," said Hurley.Hurley says the Marine's efforts ended with the best Christmas gift ever: his family was alive and well."He's definitely a hero in my book, and I'm more than grateful," said Hurley."It's what I expect any person to do in that moment, is to help someone in need. I don't think I'm special by no means. I was just the person behind them that decided to help," said Wetter.Wetter credits his Marine Corps training, which has taught him how to react to fast-developing situations.A Gofundme campaign has been set up to help the Hurley family with the purchase of a new car. 2070

Eleven people fell ill after a suspicious letter was opened in an administrative building at Joint Base Fort Myer-Henderson Hall in Arlington, Virginia, on Tuesday, according to the Arlington County Fire Department.Of the 11 individuals who felt ill, three were transported to a local hospital and are in a stable condition, a spokesperson for the department said."An envelope containing an unknown substance was received, today, aboard Joint Base Ft.Myer-Henderson Hall. Personnel in the affected building took immediate preventative measures by evacuating the building," according to Maj. Brian Block, a US Marine Corps spokesperson."Base officials and are coordinating with local HAZMAT teams and FBI. Several Marines are receiving medical care as a result of this incident. No additional details are available at this time as the investigation is ongoing," Block said.The spokeperson for the Arlington Country Fire Department said that the incident response is being scaled back, however, the investigation remains ongoing.A corporal, gunnery sergeant and a colonel all exhibited symptoms of a burning sensation on their hands and face, according to Specialist Nicholas Hodges who spoke to CNN from the base.  1226
