SAN DIEGO (KGTV) -- The man accused of killing his stepmother and burying her body in the backyard of a Tijuana home pleaded guilty to unrelated drug charges Tuesday. Aaron Seth Juarez, 20, pleaded guilty to possession of heroin for sale and agreed to a two-year state prison sentence. Juarez was taken into custody in San Diego earlier this month for probation violations. SAN DIEGO (KGTV) -- The convention center expansion initiative will not make the November ballot even though San Diego Mayor Kevin Faulconer gave it his best shot.Faulconer's ballot measure proposal to fund the convention center expansion, get homeless people off the streets and fix roads needed five votes to pass.  It only got 4.The vote came after Faulconer asked council to convene a special meeting with just 24 hours' notice.  The mayor requested it after learning there weren't enough valid signatures collected to place the measure on the November ballot. 602

"Pretty sure the rent's pretty up there," said Arthur Reynoso, walking by the building on Thursday. What most people don't know, however, is that 45 of the 224 condos in the building are affordable - to own. It's rare for one to come on the market, but a handful do each year. In fact, one is about to sell for 5,341, which is about 40 percent off the median condo price of 6,000 in North Park. The commission oversees about 250 for-sale affordable homes in San Diego - located in Carmel Valley, Black Mountain Ranch and North Park. Only four are for sale now, and Raman said all have been matched with buyers. However, they can list anytime. A homeowner can sell the property to anyone he or she wishes - so long as they are qualified - but the commission still maintains an interest list and is accepting applicants. Currently, there are about 275 households qualified for that list. The homes are not listed on the MLS. Still, there are restrictions when owning one of these units. Owners must live in them, and cannot rent out any part to supplement income. The commission checks that annually. Qualified buyers usually have 60 to 110 percent of area median income. The homes are deed-restricted for generally 45-50 years, meaning they have to be sold at an affordable price for that time span. SAN DIEGO (KGTV) - The Imperial Beach Charter School PTA president was arrested on suspicion of embezzling funds from the group, the San Diego County Sheriff’s Financial Crimes Unit said Wednesday. A warrant was issued in November for 30-year-old Kaitlyn Birchman, a mother of two. Riverside County deputies arrested Birchman late Tuesday night at her home in Temecula.Birchman was the head of the Imperial Beach Charter School's parent-teacher association until March, when she was voted off the board. Other members said her departure followed months of missing funds. RELATED: South Bay mom accused of stealing thousands of dollars from her children’s school“There were thousands of dollars that hadn’t been paid,” current PTA treasurer and former Coronado Police sergeant Elizabeth McKay said. According to McKay, vendors from previous years sent the PTA bills for unpaid services. McKay contacted the bank and discovered the PTA’s account no longer existed. “The checks...she had written to herself and signed herself. ATM withdrawals that weren't anywhere near Imperial Beach or had anything to do with a PTA event." The PTA confronted Birchman in March with the help of a Sheriff’s deputy, who spoke about embezzlement. "She [Birchman] said that it was just a misunderstanding,” McKay said. “It was a lot of blind faith that they thought if she says everything is okay, then everything must be okay." SAN DIEGO (KGTV) - The California Senate will vote this week on a bill to add a surcharge to utility bills, with the money going to pay for damages caused by wildfires.Governor Gavin Newsom says he wants the bill on his desk to sign by Friday before the legislature takes its summer break.According to the text of Assembly Bill 1054, each utility company would have to "collect a nonbypassable charge from its ratepayers to support the Wildfire Fund." That money would go to pay for damages from wildfires caused by utility companies.But the fund can only be used if the utility companies comply with state safety laws and regulations.The bill also requires each electric company to file a wildfire mitigation plan with the state every three years, and update it yearly.Critics say it's nothing more than a tax, passing the responsibility of wildfire damage away from the utility companies and onto rate-payers."This is going to be a tax that will go on, who knows how long," says Richard Rider from the San Diego Tax Fighters. "Long after the utilities have buried their wires, long after the risk has dropped dramatically, the ratepayers will still be paying it."Rider says this bill would unfairly make people in low-risk areas pay into a fund that would only benefit people in high-risk areas.RELATED: PG&E equipment may have caused Camp FireAn SDG&E spokesperson says the company does not have an official position on AB 1054 but sent a statement to 10News saying:"We believe this bill is a good starting point for legislation to be enacted by July 12 to help address some of the legal, regulatory and policy challenges facing California, as the state grapples with the wide-ranging impact of catastrophic wildfires. We look forward to reaching a final agreement with the Governor and Legislature that meaningfully addresses the crisis posed by wildfires.
