MOSCOW — The Kremlin says Russian President Vladimir Putin won’t congratulate President-elect Joe Biden until legal challenges to the U.S. election are resolved and the result is official.Putin is one of a handful of world leaders who have not commented on Biden’s victory, which was called by major news organizations on Saturday.However, President Donald Trump’s team has promised legal action in the coming days and refused to concede his loss. More than three weeks after the Parkland, Florida, school shooting, the White House is expected to unveil some proposals on guns and school safety."The President and White House are going to be laying out more specifics -- it's going to be a series of proposals," White House principal deputy press secretary Raj Shah said on ABC's "This Week."Shah said the proposals will be legislative and administrative and also will include recommendations for states. The White House will also be forming a task force to study the issue, Shah said.Shah avoided answering whether the White House will call for universal background checks, which President Donald Trump has said he would support, and instead spoke about improving the current background check system. The White House backs the "Fix NICS" bill introduced by Sen. John Cornyn, a Texas Republican, and Sen. Chris Murphy, a Connecticut Democrat, which intends to improve the information?going into the National Instant Criminal Background Check System.The White House will also support raising the age for buying some firearms."The President has been clear that he does support raising the age to 21 for purchasing certain firearms," Shah said.The White House is expected to ask states to consider raising the age to buy certain firearms and to recommend that states allow school staff to carry concealed weapons, The Wall Street Journal reported Saturday, citing White House officials who have been briefed on the proposal.The White House also is expected to voice support for legislation that would authorize million a year on school safety provisions, including training for teachers and students on ways to prevent violence.Shah, who would not confirm the Journal's reporting ahead of Sunday night's announcement, did tell ABC that there will be a proposal to harden schools.The administration is already moving ahead with a proposal to ban bump fire stocks, devices that allow semiautomatic weapons to fire at a more rapid rate, as Attorney General Jeff Sessions has vowed to do. Most new moms can relate; after being stuck inside with a newborn for several weeks, getting outside for fresh air and a different view is important.Mei Xiang at the Smithsonian National Zoo in Washington, D.C. took her newborn panda cub outside the den recently and into the main enclosure.It was a short field trip for the pandas, with Mei Xiang gently nudging her cub along the floor and keeping them out of the smaller den space.These field trips will get longer and more frequent as the cub gains more strength.At eight-weeks-old, the cub is practicing crawling and is not expected to take steps until closer to three-months-old.Zookeepers say the cub is packing on the pounds and has grown a coat of thick, wooly fur, able to help it regulate its body temperature. Miss USA has apologized after comments she made about two fellow Miss Universe contestants' English-language abilities sparked backlash online.In a live Instagram video posted on Wednesday, 24-year-old contestant Sarah Rose Summers said that Miss Vietnam H'Hen Nie is "so cute and she pretends to know so much English and then you ask her a question after having a whole conversation with her and she (nods and smiles)."Summers, who was joined in the video by Miss Colombia, Valeria Morales and Miss Australia, Francesca Hung, was attending the Miss Universe pageant in Thailand, which is scheduled to begin on Sunday in Bangkok.Later on in the video Summers appeared to express sympathy for Miss Cambodia, Rern Sinat, who she said, "doesn't speak any English and not a single other person speaks her language.""Can you imagine? Francesca (Miss Australia) said that would be so isolating and I said yes and just confusing all the time," Summers said. "Poor Cambodia."The comments have sparked criticism online, with some calling Summers' words "xenophobic" and "condescending."Responding to the backlash in an Instagram post on Friday, Summers said that Miss Universe was "an opportunity for women from around the world to learn about each other's cultures, life experiences, and views.""In a moment where I intended to admire the courage of a few of my sisters, I said something that I now realize can be perceived as not respectful, and I apologize," Summers said, alongside a photo of her embracing her fellow contestants."My life, friendships, and career revolve around me being a compassionate and empathetic woman. I would never intend to hurt another," she added. "I am grateful for opportunities to speak with Nat, Miss Cambodia, and H'Hen, Miss Vietnam, directly about this experience. These are the moments that matter most to me."Speaking to CNN on Friday, Miss Vietnam H'Hen Nie said Summers "didn't mean anything" by it."Everyone in this competition, myself included, loves and respects one another," she said, adding that Summers had been particularly supportive and helpful to her."When she knew about my difficulties with (the English) language, she took an interest and showed me love. That's why she knows about that.
