LOS ANGELES (CNS) - Dodger World Series celebrations devolved into looting and vandalism, leading to 18 arrests and left three Los Angeles police officers with minor injuries, authorities said Wednesday.The Los Angeles County Sheriff's Department arrested 10 suspects, including eight in the East Los Angeles area for failing to obey a dispersal order. No major property damage occurred in its patrol areas.Meanwhile, the LAPD arrested eight people, and three officers suffered minor injuries in doing so.Around 1 a.m., the department declared an unlawful assembly in an area roughly bounded by Eighth Street and Pico Boulevard from Broadway to Figueroa Street.Celebrations of the Dodgers' first championship since 1988 erupted across the city Tuesday night, but things got unruly in downtown Los Angeles, where crowds looted a tractor-trailer and some retail outlets, while throwing objects at officers and vandalizing a police vehicle."We are still dealing with a large, and at times unruly, crowd in the Downtown L.A. area," the LAPD tweeted just after midnight. "There are several street closures and areas of heavy traffic congestion."Please stay clear of the (downtown Los Angeles) area and expect a large police presence."Officers, some on horseback, made their way through downtown streets, occasionally firing non-lethal rounds to disperse a crowd in the area of Eighth and Flower streets, video posted online showed.Fireworks were being set off in the area of Eighth Street and Grand Avenue and a bonfire was ignited near Flower and Ninth streets, where glass bottles were thrown at officers, police said.Video posted on social media showed a Los Angeles police cruiser covered in graffiti and the back window shattered, while an officer wearing riot gear sat inside.A big rig passing through a large crowd of fans celebrating near Grand Avenue and Olympic Boulevard around 11 p.m. Tuesday was looted.Video from the scene showed fans inside the trailer of the big rig, grabbing boxes, while others ran along the top of the trailer. Some in the crowd tried to get inside the cab, ABC7 reported.KNX Newsradio reported that a downtown Footlocker location had been looted. And video from NBC4 showed multiple young people exiting a Jersey Mike's USA location after presumably entering unlawfully.A stretch of Whittier Boulevard in East Los Angeles was completely blocked by celebrations until about 11:10 p.m., when Los Angeles County sheriff's deputies moved in and issued an order to disperse. Fans in vehicles in downtown Los Angeles and Pacoima did doughnuts in some intersections, causing smoke from the tires to fill the streets.Video from CBS2 showed a driver doing doughnuts as fans tossed fireworks into the intersection. The vehicle ran over the fireworks, at least one of which ignited the rear passenger side tire, lighting up the vehicle's undercarriage as fans yelled to alert the driver of the flames shooting from the rear of the vehicle.There was also a celebration outside Dodger Stadium while fireworks erupted in Echo Park near the stadium.Streets in the area were closed to traffic, with police helping drivers get out of the area after the game.Crowds could be heard screaming and cheering as motorists honked their horns. Dozens of people were on sidewalks celebrating at the intersection of Sunset Boulevard and Logan Street.Just to the west, just past a police blockade at Alvarado Street just before 11 p.m., one young male on the sidewalk was overheard saying to his friends, "Let's go (expletive) loot!" as a driver lobbed small fireworks into the path of pedestrians and drivers.A few minutes later, police left the area and motorists began drifting maneuvers. Smoke from burnt rubber at times made the competing cars circling the Sunset and Alvarado intersection nearly disappear. This carried on -- with powerful fireworks creating a gunfire-like backdrop -- until just after 11:30 p.m. when police re-responded.The Los Angeles Police Department was placed under a citywide tactical alert as a precaution during celebrations of the Dodgers' championship, according to Officer Luis Garcia.A tactical alert is a "an announcement of the anticipated redistribution of on-duty officers to achieve personnel levels necessary for controlling an emergency," according to the LAPD. Officers are kept on the job beyond the end of their shifts.Metro bus service was delayed or detoured in several areas due to fan celebrations, according to Metro's Rick Jager.Los Angeles Mayor Eric Garcetti, retired Dodger broadcaster Vin Scully and LAPD Chief Michel Moore were among those who had urged fans to celebrate at home."As we celebrate this incredible @Dodgers victory tonight, we need to remember that COVID-19 is still here and still dangerous," Garcetti tweeted. "Please don't host or attend victory parties, or gather in large groups to celebrate. Let's keep L.A. safe."In a video played on the LAPD's Twitter account, Scully said, "I know you want to celebrate like everybody else, but let's do it properly, let's do it the way the Dodgers did, with pride in themselves and pride in our great city. LOS ANGELES (CNS) - The captain of the Conception, a Santa Barbara- based dive boat that caught fire last year near Santa Cruz Island, resulting in the deaths of 33 passengers and one crew member, was indicted today by a federal grand jury in Los Angeles on 34 counts of seaman's manslaughter.Jerry Nehl Boylan, 67, of Santa Barbara, was named in the indictment that alleges Boylan, as the captain and master of the vessel, ``was responsible for the safety and security of the vessel, its crew, and its passengers.''Each of the 34 little-used seaman's manslaughter counts carries a penalty of up to 10 years in federal prison, according to the U.S. Attorney's Office.Federal prosecutors informed Boylan's attorneys of the indictment after it was filed, and the defendant is expected to self-surrender to federal authorities in the coming weeks.The indictment alleges that Boylan caused the deaths of 33 passengers and one crew member -- including two Santa Monica residents -- ``by his misconduct, negligence, and inattention to his duties.''Marybeth Guiney and Charles McIlvain, diving enthusiasts who lived in the same Santa Monica condominium complex, were among the nearly three dozen people trapped aboard the Conception when it sank amid a three-day Labor Day weekend diving trip to the Channel Islands.The indictment cites three specific safety violations: failing to have a night watch or roving patrol, which was required by the Code of FederalRegulations and for over 20 years was a requirement in the Conception's Certificate of Inspection issued by the U.S. Coast Guard; failing to conduct sufficient fire drills, which are mandated in the CFR; and failing to conduct sufficient crew training, which was also required by the CFR.The 75-foot, wood-and-fiberglass passenger vessel docked in Santa Barbara Harbor. On what would be its final voyage, the boat carried 33 passengers and six crew members.During the predawn hours of Sept. 2, 2019, a fire broke out while the boat was anchored in Platt's Harbor near Santa Cruz Island. The fire, which engulfed the boat and led to its sinking, resulted in the deaths of 34 people who had been sleeping below deck. Boylan was among five crew members who were able to escape.``As a result of the alleged failures of Captain Boylan to follow well- established safety rules, a pleasant holiday dive trip turned into a hellish nightmare as passengers and one crew member found themselves trapped in a fiery bunk room with no means of escape,'' said U.S. Attorney Nick Hanna.``The loss of life that day will forever impact the families of the 34 victims. With this indictment and our commitment to vigorously prosecute the case, we seek a small measure of justice for the victims and their loved ones.''The fire aboard the Conception is one of California's deadliest maritime disasters, prompting criminal and safety investigations. The families of victims have filed claims against the boat owners, Glen and Dana Fritzler and Truth Aquatics, and the Fritzlers and the company, in turn, filed a legal claim to shield them from damages under a maritime law that limits liability for vessel owners.The families' suits allege that the 41-year-old Conception was in blatant violation of numerous Coast Guard regulations, including failing to maintain an overnight ``roving'' safety watch and failure to provide a safemeans for storing and charging lithium-ion batteries, and that the below-decks passenger accommodations lacked emergency exits.``Nothing will ever replace the 34 lives that were lost in the Conception tragedy,'' said Special Agent in Charge Kelly S. Hoyle of the Coast Guard Investigative Service-Pacific Region. ``Our hearts remain with the families as the Coast Guard continues to work with our partners in the Department of Justice on this investigation.'' 3828

  

LORAIN, Ohio - A family has filed a lawsuit against the Lorain County School District in Lorain, Ohio after their daughter was wrongly accused of bringing drug-laced candy to lunch in September and suspended.Shannon Ciotti and her daughter have filed a suit naming the district, the Lorain City Board of Education, every board member, the district CEO and the Lorain Police Department.Ciotti said her daughter was suspended immediately from Southview Middle School after being accused of bringing tainted candy, before any test was ever conducted on the candy. The director of out of school suspension cited Ciotti’s daughter with a level three violation – possession of marijuana edibles.The lawsuit states a 10-day suspension turned into 21 because the police department took so long to test the candy. The box of Milk Duds was not properly tagged as evidence and sat on a shelf in the police department, “untested and abandoned,” the court filing states. It was only after the crime lab found out from Ciotti that the evidence was improperly tagged that they tested the candy.The family also contacted the Hershey Company, who tested the batch of Milk Duds for illegal substances, the suit states.Hershey came to the same conclusion that Lorain police eventually did: the candy contained no illegal substances.According to the lawsuit, the teen has been harassed and ridiculed since returning to Southview Middle School. Fellow students have called her names like “pothead,” and a teacher allegedly mocked the girl, saying, “I hope you’re not planning on exchanging candy. We’ve been down that road before.”The lawsuit seeks ,000 in compensatory damages and over ,000,000 in punitive damages for negligence, gross negligence and defamation on behalf of the school and police. 1796
