THATTA, Pakistan, Aug. 29 (Xinhua) -- Pakistani Interior Minister Rehman Malik on Sunday visited a mobile hospital set up by a Chinese search and rescue team in south Pakistan's Thatta, commending China's relief efforts for flood victims.The 55-member Chinese rescue team have set up tents and a mobile hospital at Thatta police headquarters late Saturday to provide medical services to the flood victims after they arrived at the district, about 100 km northeast of Karachi, Sindh Province.Thatta is now the worst flood-hit district where hundreds of thousands of people have been affected. China is the first foreign country to have sent a relief team to this region."They are working for humanity of the people who are suffering water-borne diseases...That is what we require now," Malik told Xinhua with reference to the team members who are mostly experienced doctors and nurses."They have very good medical facilities and good doctors. I think that is the best China could do," Malik said."China is always the truest and good friend (of Pakistan), and I always say 'Long live the Pakistan-China friendship'," he said.China has provided a total of 120 million yuan (17.7 million U.S. dollars) worth of humanitarian supplies to Pakistan in three batches.

BEIJING, Oct. 27 (Xinhua) -- Chinese leaders on Wednesday met with visiting Italian President Giorgio Napolitano and discussed advancing bilateral relations.Wu Bangguo, chairman of China's National People's Congress (NPC) Standing Committee, the country's top legislature, said China and Italy both faced severe challenges and new opportunities as the international situation was undergoing profound changes.As the two countries shared a wide range of common interests, Wu said, it was in the fundamental interests of both peoples to develop China-Italy ties, which also worked for world peace and development.As this year saw the 40th anniversary of bilateral diplomatic relations, the two countries should maintain exchanges and dialogues at all levels, take care of each other's major concerns and deepen political trust, Wu said.Wu proposed all-round trade and economic cooperation, particularly in the fields of environment, science and technology, small and medium-sized businesses.Wu called on the two countries to step up communication and coordination under the China-EU and Asia-Europe frameworks and the international organizations like the United Nations and Group 20 in a bid to build a fair and reasonable international political and economic system.Napolitano, on his first visit to China as Italian head of state, said Italy appreciated China's remarkable economic and social development.The 85-year-old underscored Italy's commitment to developing ties with China, saying Italy and Europe could not develop without building closer links with China.Napolitano said Italy would take care of China's major concerns, enhance trade and economic cooperation and expand exchanges of visits.

XINING, Sept. 29 (Xinhua) -- Northwest China' s Qinghai on Wednesday became the first province to establish a regulation that holds local governments and state-owned enterprises responsible in coping with climate change.Called Qinghai' s Regulations of Coping with Climate Change, issued by the provincial government Wednesday and scheduled to take effect on Oct. 1, the regulations will cover the Qinghai-Tibet Plateau, which has one of the most fragile ecological systems in the world.Energy savings, emissions reductions, water resource conservation and other works related to climate change will be considered when evaluating senior officials of governments and state-owned enterprises administered by Qinghai, the new regulation stipulates."The regulation is a landmark in China' s creation of a legal framework in curbing climate change as it stresses and specifies local government' s responsibility on climate change," said Wang Zhiqiang, head of the policy and law department of the China Meteorological Administration.Governments administrated by Qinghai should build policies in line with the regulation and support green development, said Li Xiaoyu, deputy head of Qinghai' s legislative office."If officials fail to meet their duties in combating climate change, they are subject to punishments stipulated by the regulation," Li added."The regulation, based on China' s laws, regulations and policies, provides a basis for law enforcement and government agencies to implement climate change policies and punish offenders," Wang said."Qinghai' s temperature has been on the rise, reaching record highs this summer, and the trend is still going up," said Wang Shen, deputy head of Qinghai' s Meteorological Bureau.Statistics show Qinghai' s temperature has been rising by 0.35 centigrade every ten years, compared to the world average of 0.13 centigrade.Some mountain ice caps and frozen soil atop the Qinghai-Tibet Plateau are melting, triggering floods, expanding deserts and degrading the ecology.Qinghai is the source of the Yangtze River and the Yellow River, China' s two major rivers. The Mekong, an international river that runs through southern Asia, also begins in the province. Its ecology has attracted extensive concern from home and abroad.China' s state council issued a plan to cope with climate change in 2007.

BEIJING, Sept. 19 (Xinhua) -- Chinese Vice Foreign Minister Wang Guangya made solemn representations to Japanese ambassador to China Uichiro Niwa on Sunday evening to express strong indignation and protest against Japan's prolonged detention of a Chinese skipper."The incident created by the Japanese side has severely damaged China-Japan relations," said Wang, stressing how the situation develops completely depends on what choices the Japanese side will make.The Japanese authorities on Sunday afternoon extended the detention of the captain to Sept. 29.Two Japan Coast Guard patrol ships and the Chinese fishing boat collided in waters off the Diaoyu Islands on Sept. 7. The Japanese side illegally seized the Chinese trawler and fishermen, and continued to illegally hold the Chinese captain despite firm protests by the Chinese side.Wang warned China will take strong counter measures if the Japanese side fails to release the Chinese captain immediately and unconditionally."Japan shall bear all the consequences that arise," he noted.Sources with the Foreign Ministry said earlier Sunday China had already suspended bilateral exchanges at and above the provincial or ministerial levels, halted contact with Japan on the issues of increasing civil flights and expanding aviation rights between the two countries.A bilateral meeting on coal has also been postponed.In the mean time, the number of Chinese citizens traveling to Japan as tourists has already declined.

UNITED NATIONS, Oct. 22 (Xinhua) -- China on Friday voiced its hope that the upcoming summit of the Group of 20 largest economies (G20) will help achieve positive efforts that include the efforts to strengthen the institution building, enhance market confidence around the world and accelerate the recovery of the world economy.The statement came as Li Baodong, the Chinese permanent representative to the United Nations, was speaking at the informal meeting of the UN General Assembly on the upcoming G20 summit in Seoul, the capital of the Republic of Korea (ROK)."China hopes that the Seoul summit will, in the spirit of mutual benefit and win-win outcome on the basis of implementation of the outcomes of previous G20 summit, achieve the following positive results: First, strengthen the institution building of the G20, enhance market confidence around the world, and accelerate the recovery of the world economy," Li said."Second, complete the IMF's share reform before the summit and fulfill the commitments made by the G20 leaders," he said. "Third, address the imbalance in development issues, so as to provide political support to the early realization of the MDGs," the eight anti-poverty targets to be reached by 2015. IMF stands for the International Monetary Fund, a Bretton Woods institute.A one more positive results that China hopes to see at the end of the coming G20 summit is to "facilitate the achievement of a comprehensive and balanced outcome at the Doha Round and the fulfillment of the Development Round objectives," he said."China stands ready to work with all parties concerned to ensure that the G20 summit continue to develop in line with the common interests of the international community," he said.Meanwhile, the senior Chinese diplomat also voiced his support to the UN involvement in the G20 summit."China supports the initiative of the G20 to invite, as it did in the past, representatives of the United Nations to participate in the summit and its preparations," he said."China welcomes the effort of the (UN) secretary-general to gather the views and proposals of the member states and bring these inputs to the summit in Seoul," Li said."The G20 summit has played a significant and positive role in coordinating global response to the international financial crisis and in promoting the recovery of the world economy. The United Nations is the most authoritative and representative multilateral organization," he said. "Enhancing coordination and cooperation between the G20 and the United Nations will help strengthen global economic governance, promote the sustainable and balanced recovery of the world economy, and address the legitimate concerns of small and medium-sized countries."The G20 members account for 90 percent of global output, 80 percent of global trade, and two-thirds of the world's population.
