One person was killed Tuesday and three others injured in an explosion in a medical building in Aliso Viejo, California, authorities said.The explosion blew out walls and windows, heavily damaging the first floor corner of the two-story building and hurling debris outside, said Capt. Tony Bommarito, a spokesman for the Orange County Fire Authority.Authorities have not found any explosive devices in the area, and Bommarito said there didn't appear to be a gas leak.FBI spokesman Mike Gifford said there was no initial indication of terrorism."We do not know at this time whether this was an intentional detonation of a device or whether it was an accident," said Orange County Sheriff's Department Commander Dave Sawyer, who added that officials are not ruling out anything.Sawyer said it appears the blast was concentrated in a suite on the first floor of the office building.The victim, who was killed, and the three survivors were likely close to the explosion, Sawyer said.He said investigators are interviewing the three survivors.Two survivors had critical injuries "that were consistent with an explosion, but not necessarily consistent with a bomb," said Carrie Braun, a spokeswoman for the Orange County Sheriff's Department.The sheriff's department is partnering with the FBI, the Department of Homeland Security, and the Bureau of Alcohol, Tobacco, Firearms and Explosives, who will assist the investigation, Sawyer said.Bommarito said firefighters responded to a call of an explosion shortly after 1 p.m. local time. About 10 engines and 70 firefighters were dispatched.There is a daycare and preschool nearby, but Orange County Fire Authority Chief Brian Fennessy said no children were injured and all are accounted for.Aliso Viejo is about 7 miles northeast of Laguna Beach. 1799

OCEANSIDE, Calif. (KGTV) - The City of Oceanside has unveiled its latest effort to achieve their zero waste goals set back in 2011.Green Oceanside Kitchen is a state-of-the-art food recovery and preservation facility dedicated to eliminating waste and feeding the community."We need to do better, we need to feed our community and educate our community," said Colleen Foster, the City's Environmental Officer. The City teamed up with O'Side Kitchen Collaborative for the new project. They'll collect unwanted food from farmers, backyards, and food businesses, turning the goods into something delicious. "I could've done anything, but for me, making an impact in my community as well as it tasting good is the best!" said Vallie Gilley, Executive Director of O' side Kitchen Collaborative. The facility includes a 1,700 square foot commercial kitchen and a 500 square foot fridge that can hold about a semi-truck load of food. There's also an interactive demonstration kitchen for culinary arts training and education. Foster says more than 40 percent of what is grown and produced in the U.S. is wasted. With the new green facility, planners hope to save 20 percent of what would've gone to waste."That's thousands, if not hundreds of thousands, of pounds of food," said Foster. The facility was designed to maximize food recovery and preservation with specialty equipment installed throughout.Gillie's team will also be catering events to help support the program. 1475

OCEANSIDE, Calif. (KGTV) — Neighbors in North County call this "Taking Back Oceanside.""We need to cite, we need to ticket, arrest when possible," said Andrew Andrioff. It's a response to a growing homeless population that's leaving neighbors frightened and frustrated. The San Luis Rey riverbed is covered with needles, tents, trash and shopping carts. Andrioff is behind the movement to change that. He was among dozens of people who addressed city council Wednesday night. RELATED: Oceanside group aims to clean up trash, violence in San Luis Rey riverbedHe says the social services offered in Oceanside may be making the situation worse. "Our concern is that we’re attracting habitual vagrants to Oceanside through these services," said Andrioff. "we don’t want to enable these people to continue to their criminal and drug-addicted lives."Councilwoman Esther Sanchez says the city has three homeless outreach teams but they need more help. "This really is a regional problem, whatever one city does everyone is going to want to go there so we all have to go at the same time," said Sanchez. The problem has only gotten worse since the city is forced to take in more people than it can handle. "Are we going to really be responsible for Orange County cities that are cleaning out the river and giving them one-way tickets to Oceanside?" said Sanchez. "I really think what we should be pushing is a blue ribbon committee, the county, the 18 cities, as well as the state."Recommendations made to the council tonight included declaring an Emergency Shelter Crisis and increasing police enforcement. The Taking Back Oceanside group is set to meet with the chief of police on October 24.  1750
