SAN DIEGO (KGTV) — With President-elect Joe Biden and Vice President-elect Kamala Harris projected to take the White House, Harris will have to resign her seat in the U.S. Senate.The power to fill that seat would fall to Governor Gavin Newsom, and the political jockeying for his pick is well underway.“This is one of the best jobs in American politics, one of the most prominent jobs in American politics and every California political leader wants it,” said UC San Diego political science chair Thad Kousser.Kousser expects Newsom will want to make history with the diversity of his pick, should he have the opportunity.Others are thinking along the same lines. Groups like Equality California have sent the governor a list of their preferred LGBTQ candidates, which would be a first for California.Assemblywoman Lorena Gonzalez tweeted out her own list Friday of Latino candidates, another potential first for the state.“We are the largest demographic in this state, and growing,” she wrote. “It’s time we have a Latino/a US Senator.”Political analyst Laura Fink says the governor is going to have to balance a lot of competing interests.“First and foremost, what's going to be best for California? And then of course, what's going to be best for Governor Newsom moving forward as he looks toward his political ambitions,” Fink said, referring to the possibility that Newsom could run for president.There have been dozens of names floated as potential picks, including California Secretary of State Alex Padilla and state Attorney General Xavier Becerra.Both are sons of Mexican immigrants who would be the first Latino senators in California history.But don’t pencil either in just yet, according to Fink.“Kamala Harris is leaving one of only 26 women in the Senate. That's one out of four. Last time I checked, [women] are north of 50 percent of the population. So that is something that will need to come into consideration,” she said.Rep. Karen Bass is another top contender. She’s the head of the Congressional Black Caucus.There’s also State Senator Toni Atkins of San Diego, who could also make history as California’s first openly gay senator.“She's been the first a lot of times,” Fink said. “First lesbian Speaker of the State Assembly. First Madam President Pro Tem of the State Senate. This would be another first for her should she ascend to that seat.”Atkins declined to say if she was interested in the job or being vetted.“Right now, my focus is on the work before us, and the path ahead of us," she said in a statement to ABC 10News.Atikins said she was “focused on the outcome of the election and our state Senate races, looking forward to a Biden/Harris administration, and continuing our work here in California.”The power to fill a vacant U.S. Senate seat comes from the 17th Amendment to the U.S. Constitution. States have their own laws that shape the process.Five states require Senate vacancies to be filled by a special election. Nine states allow the governor to appoint a replacement, but require a special election shortly after.The remaining 36 states, including California, allow governors to appoint a replacement to serve out the remainder of the term.Newsom’s pick would serve out the remaining two years on Harris’s term, then go up for reelection in 2022 as an incumbent. Incumbency carries significant advantages in name recognition, fundraising and image, said Kousser.“You are getting that news coverage. The company is thanking its riders who span across more than 120 cities, 30 countries, and five continents.A San Diego chef is one of those riders; in fact, he too reached a personal milestone. "My name is Justin Vaiciunas, and I am San Diego's #1 Lime rider!"A Lime representative called Vaiciunas last week to tell him about the accomplishment; Vaiciunas clocked in nearly 600 rides this year."I live right over off of Pacific Highway, and I scooter from there to work every day and back, and then also all around; even to Balboa Park, North Park, everywhere I can," said Vaiciunas. Vaiciunas likes how accessible and easy the scooters make it getting around downtown. He now uses them for 80 percent of his commutes. "I used to spend about in gas a week; now I maybe spend that a month."The company says with the growth they've increased education outreach as well as efforts to be good stewards in the cities they serve. SAN DIEGO (KGTV) - University of San Diego officials Wednesday named former men’s head basketball coach Lamont Smith as the college employee involved in the campus admissions bribery scandal known as “Operation Varsity Blues.” The initial indictment, released earlier in March, alleged real estate developer Robert Flaxman paid about 0,000 to get his son in the “side door” with the help of a USD coach. Federal documents claim an FBI witness and Smith worked to accept Flaxman’s son, an Industrial Systems Engineer Major, as an athletic recruit, although he did not play basketball. Smith, who was an assistant basketball coach at University of Texas at El Paso, resigned Wednesday, according to the school."Earlier this afternoon, we were notified by the University of San Diego administration that Lamont Smith has been implicated in the nationwide college admission bribery scandal. We have accepted Mr. Smith's resignation, effective immediately, as assistant basketball coach at UTEP. The UTEP administration and athletic department will have no further comment on this matter," the university said in a statement.Smith played for the Toreros in the late 90s and graduated from USD in 1998 with a degree in communications. He was hired to coach the men's basketball team in 2015.In 2018, San Francisco Police arrested Smith on suspicion of domestic violence at the team's hotel. The woman told police that she and Smith, who is married with two children, were involved. USD put Smith on administrative leave following his arrest. The University of San Diego said it had been subject to a confidentiality order by the U.S. Department of Justice which restricted the release of Smith’s name until Wednesday, when the order was modified. “The only USD employees, students, or applicants involved in the alleged wrongdoing are the three people identified by the government: Lamont Smith and two applicants, one is a current student and one declined admission,” USD Assistant Vice President of Media Communications Pamela Gray Payton said in a statement. Payton said any student who falsified or made misrepresentations on an application for admission could be grounds for disciplinary action, including expulsion. SAN DIEGO (KGTV) — Tuesday, San Diego County District Attorney Summer Stephan announced two initiatives designed to improve the way law enforcement interacts with people with mental health issues. Up to .5 million will fund the Crisis Intervention and De-escalation Training for police officers and a 911 Mental Health Checklist card. According to Stephan, law enforcement across San Diego County responded to more than 53,000 calls for service that involved a mental health issue last year. A 25-year study of officer-involved shootings in San Diego County shows 79 percent of the incidents included people who had drug and/or mental health issues. And, according to the San Diego Sheriff’s Department, about 30 percent of inmates in San Diego’s jails receive medication for a mental health disorder.Over the past year, 200 stakeholders and experts came up with 30 specific recommendations for how law enforcement and the justice system can better respond to people facing mental health challenges. Crisis and De-escalation Training and development of the 911 Checklist Card are two of the recommendations included in the report.The DA-funded Crisis Intervention and De-escalation Training will consist of a newly-created curriculum that builds upon, and enhances the current training peace officers receive. The training will include classroom discussions led by PERT (Psychiatric Emergency Response Team) experts, role playing "real life" situations, and use of a video simulator known as the MILO Range Theater. Officers will also be trained to recognize the signs of methamphetamine toxicity, a condition often encountered by police. The MILO system is being purchased by the DA’s office using federal asset forfeiture funding. The interactive simulator improves on similar training systems currently available in San Diego County. The training is also portable, so it can travel countywide in order to promote maximum participation by law enforcement while allowing departments to perform their ongoing duties. The DA says the goal of the two initiatives include reducing the need to use deadly force, improve officer safety and reduce the likelihood that the person in the crisis will get injured. 2215

SAN DIEGO (KGTV) -- A second man has been charged in the smuggling of a Bengal tiger cub into the United States from Mexico on August 23, 2017.Eriberto Paniagua - who allegedly told officials at the Otay Mesa Port of Entry that the Bengal tiger cub at his feet was merely a “cat” - was indicted by a federal grand jury and made his first court appearance on Monday. According to the indictment unsealed today, the 21-year-old conspired with the driver of the car, 18-year-old Luis Valencia, and others to knowingly import the tiger cub into the United States.
