A rent-control style bill that would cap annual rent increases is advancing in Sacramento.The bill, by Democrat Assemblyman David Chiu, would limit annual rent increases to 5 percent plus inflation. Molly Kirkland, public affairs director for the Southern California Rental Housing Association, said the organization opposes the bill. She said legislation like this turns off developers from building more much-needed housing, and can lead to the current supply going unrepaired. "The five percent plus CPI (inflation) may be enough if you don't have significant operational costs, if you don't need a new roof, but that's not a certainty," she said.Moody says he supports the cap. He says there must be a happy medium for landlords to be profitable, while allowing renters to keep affording where they live. Gov. Gavin Newsom has not indicated whether he would sign the bill. A New Jersey woman thought her diamond wedding ring was lost forever when she accidentally flushed it down the toilet nine years ago.But thanks to a public works employee with a keen eye she was reunited with it.Paula Stanton, 60, received the gold ring encrusted with several diamonds from her husband as a gift for their 20th wedding anniversary. Nine years ago while she was cleaning, the ring slipped off her finger and down the drain it went."It was heartbreaking," Stanton told CNN affiliate WPVI. "I was embarrassed to tell my husband because it was meaningful."Her husband bought her duplicate ring as a replacement, but Stanton said she always hoped that maybe one day the original would be found.Two years ago, she talked to Ted Gogol of the Somers Point Public Works Department and explained what had happened. Gogol told her he had never come across the ring but would keep her in mind.Last month, as he was working on a pipe about 400 feet away from Stanton's house, Gogol saw something glimmer and shine in the muck. He plucked the shiny metal object out of the pipe, cleaned it off, and sure enough it was the long-lost diamond ring."That ring didn't want to leave her family," Gogol told WPVI. "There are so many things that could have happened. A proposed bill moving through California's legislature would — hopefully — eliminate fears of an awful driver's license photo.SB-1407 would allow drivers to have the ultimate say in their license photo. The bill would let drivers take up to three pictures at the Department of Motor Vehicles and then choose which one they like best.Drivers would also be allowed to have their photo taken outside of the DMV by a pre-approved photography center.While all of this sounds great for drivers who loathe their license photo, it could come at a cost. The bill says there would be an extra fee for each additional photo but didn't specify how much. That revenue would be put toward driver's education programs at public schools.So far, the bill has passed through the state Senate Transportation Committee Tuesday and has been referred next to the Committee on Appropriations. 888
