(KGTV) - The developer of the proposed Newland Sierra project is promising to prioritize 500 new homes to first responders, military, veterans and teachers. The commitment was enough to earn the controversial development the endorsement of San Diego Police Officers Association on Monday. It's the third major public safety organization to endorse the plan, which heads to voters countywide in March. CalFire Local 2881 and the San Diego County Deputy Sheriff's Association are already backing the project. "Projects like this that are building those middle-income houses, especially the ones that prioritize us, we're going to support them," said Jack Schaeffer, president of the Police Officers Association. Newland Sierra calls for 2,135 new homes in supply starved San Diego County. The County Board of Supervisors approved the project in September 2018, but a group of nearby residents and the Golden Door Spa nearby gathered enough signatures to send it to a countywide vote. It recorded a covenant on its land deed that requires about 500 of its moderately priced homes to be prioritized for people in those roles. "It places a legally binding covenant on the property," said Devonna Almagro, a spokeswoman for the project. But Garrett called that an empty promise. He said it's only enforceable by the public and government if it's in the resolution that the county Board of Supervisors approved, which is heading to voters. "There's nothing in the ballot language that the Board of Supervisors approved a couple weeks that says the homes have to be restricted to affordable housing, nothing like that."Newland Sierra also recorded covenants requiring 1,300 homes be priced for middle-income earners, and another 210 reserved for low-income households. Mark Dillon, an attorney representing Newland Sierra, said the covenants are, in fact, legally binding."It’s a recorded document and it is now a restriction on the property," he said. Jingjing was in possession of her passport at the time.Airport surveillance video shows the woman helping the girl put on some clothing, and when they left together, the 12-year-old was wearing a white T-shirt, blue jeans and a black jacket.Huchler said Jingjing and the woman got into a white, late-model Infinity QX60 with unknown New York tags. The vehicle was being driven by an unknown man. The woman is described as 5 feet, 2 inches to 5 feet, 5 inches tall, weighing about 130 pounds and with dark hair.Huchler said at a news conference Friday that authorities are investigating whether Jingjing and the woman know each other."The child appears to have left without any force," Huchler said. "She entered the vehicle without any force but that does not release any of our concerns."Authorities also are looking into whether Jingjing had previous contact with the man and woman. Huchler said the girl was approached by two individuals as her tour group visited the World Trade Center in New York. The extent of that contact is unclear."It appears there was some familiarity, but I don't know if it was a cordial exchange and that is something that we are trying to verify at this time," Huchler said.It also is unclear if the individuals from the airport are the same as the couple in New York, but it appears that they are "connected," Huchler said.Jingjing had been traveling in the United States since July 26 with a group that was visiting schools and sightseeing, Huchler said. The group was en route to California after visiting New York. Sometime after arriving at Reagan Airport, Jingjing became separated from the group, Huchler said. (KGTV) — The maker of the famous 99-cent iced tea consumers recognize from the grocery coolers is getting into the cannabis market.Dixie Brands, a Denver-based marijuana company, and AriZona Beverages announced the partnership Friday for "the production, distribution and sale of cannabis-infused products" with THC (tetrahydrocannabinol).Under the three-year agreement, Dixie Brands and Herbal Enterprises, an Arizona-affiliated entity, will create the brand and product design, while Dixie Brands develops, formulates, manufactures, and distributes the portfolio of new AriZona-branded THC products.RELATED: San Diego-based brewery creates THC-infused, alcohol-free beerDon Vultaggio, chairman of AriZona Beverages, said the cannabis market is an ideal avenue for the company to explore."AriZona has always led the way in product innovation," Vultaggio said. (KGTV) - The nationwide group behind Women's March is organizing a national school walkout following Florida's high school shooting.The group is calling for students, teachers, and parents to take part in walking out of school for 17 minutes - a nod to the 17 lives lost in the Feb. 14 shooting - to "protest Congress' inaction to do more than tweet thoughts and prayers in response to gun violence.""Enough: National School Walkout" is being scheduled for 10 a.m. local time across the U.S. on March 14.
