SAN FRANCISCO (AP) — A California state audit found that the University of California wrongly admitted at least 64 wealthy students over the past six years as "favors to donors, family, and friends."California State Auditor Elaine Howle also found in the audit released Tuesday that campus staff falsely designated 22 of the applicants as student-athlete recruits because of donations from or as favors to well-connected families.The University of California, Berkeley, admitted 42 less-qualified applicants based on connections to staff, leadership, and donors.The audit was conducted in response to the national college admissions scandal that embroiled prestigious universities around the country, athletic coaches and dozens of wealthy parents. 756

While motorists are thankful that gas is about SAN DIEGO (KGTV): A new study shows that young adults are seeing a spike in deaths from liver disease related to binge drinking. It's especially dangerous in California, where high alcohol content drinks are popular.The study, published this month in the British Medical Journal, says that the number of 25- to 34-year-olds who died annually from alcohol-related liver disease nearly tripled between 1999 and 2016, from 259 in 1999 to 767 in 2016, an average annual increase of around 10 percent.It cites binge drinking as a leading cause, because of rising rates of alcohol consumption between 2002 and 2012.It's especially bad in California, which the study says was among the top five states for those types of deaths.Local experts say the kind of alcohol we drink may be to blame, as craft beers tend to have higher concentrations of alcohol."If someone was having highly concentrated alcohol, then they're consuming more drinks per hour," says Dr. Rohit Loomba, with the UC San Diego Health Liver Center. "That will have detrimental effects on the liver, for sure."The CDC recommends no more than 1-2 drinks per day for "moderate" drinking. Binge drinking is defined as 4 or more drinks over 4-6 hours. Loomba says you may hit the "binge" point in fewer drinks if what you're having is stronger.For example, a Bud Light has just 4.2% alcohol by volume. Craft beers often have 6% or higher, so one craft beer may be as much as 2 or 3 other drinks."That quantity of alcohol intake over years definitely will contribute to higher risk for liver disease," says Loomba.He says people should ask themselves four questions to determine if they are drinking too much:1. Have you ever cut down on drinking? 2. Would you be annoyed if somebody asked you to cut down on drinking? 3. Do you feel guilty after drinking excessively over a weekend? 4. Do you need an "eye-opener" in the morning to get to work?Dr. Loomba says if you answered "yes" to 2 or more of these questions, you should talk to your doctor to discuss treatment.He also says obesity combined with alcohol can lead to more severe liver problems and even death. People with diabetes or who are overweight multiply their risk of the disease."If you're obese, you not only should restrict your alcohol, but you should try to lose some weight as well," says Loomba.The study says the financial crisis may have led to more binge drinking in the past decade, as young adults turned to alcohol to cope with financial stress. SAN FRANCISCO (AP) — A man who illegally demolished a San Francisco house designed by modernist architect Richard Neutra was ordered this week to rebuild it exactly as it was.The city Planning Commission also ordered Ross Johnston to add a sidewalk plaque telling the entire saga of the house's origins in the 1930s, its demolition and replication.It's not known whether he will follow through. San Diego shipbuilder General Dynamics NASSCO has notified nearly 1,500 workers that they could be out of a job next month. The shipbuilder, however, says it anticipates letting go of closer to 350 workers. NASSCO says the layoffs are related to a dry dock accident in July that caused damaged to its facilities, although the workers union president says other factors are at play.“We are pursuing all available options to avoid or lessen the impact of these reductions and hope to increase our workforce as soon as possible to support work expected in 2019,” NASSCO president Kevin Graney said in a layoff notice to the state. Robert Godinez, who heads the Boilermakers Union Local 1998, said the number of potential layoffs is high because NASSCO uses an evaluation system to guide which workers it lays off. Those with the lowest evaluation are out first, and that can change with training.Godinez said he expects the layoffs to last about four to six months until NASSCO can fix its dry dock. "If they lay off 400, 500, 600, 700, that should cover that notification requirement," he said. The layoffs come after NASSCO held a large hiring fair in April, as it looked to add 800 to 1,000 new welders and shipbuilders.However, Godinez said the shipbuilder did not hire even close to that number. He said Navy repair work fizzled and that a construction project got set back. Additionally, a union newsletter mailed before the accident reported 48 workers had been laid off - a number too low to trigger a WARN public notice. “People weren't ready for this, they weren't ready for the layoff,” Godinez said. “They were walking into the shipyard, they were watching these humongous banners that they’re going to be hiring like crazy and everyone’s on the upswing, and all of a sudden the layoffs start.”At the time of the accident, the fire department said a barrier that keeps water from going into the ship collapsed, leading to a flood. No one was hurt. Godinez said 4 million gallons of water rushed in and hit a 70,000 ton ship. That damage is delaying the next order, leading to the potential layoffs.NASSCO spokesman Dennis DuBard pinned the layoffs to the July 11 incident, and said the company is working to remedy the situation. 10News has since inquired about issues related to the April hiring event. “We are working diligently so not all employees who were notified will be affected.
