SAN DIEGO (KGTV) - A flying eye hospital is bringing medical care to countries in need. One of the doctors who boarded the Orbis International plane in November is from San Diego.“Orbis International is a unique nonprofit focused on training eye surgeons around the world in advanced techniques of surgery," said Dr. Srini Iyengar, an Encinitas-based Oculoplastic Surgeon who volunteers for Orbis. The ultimate goal is to reduce blindness in countries with inadequate access to care.“In the world, preventable blindness is something that is a big concern, not only for the individual but also populations. Every blind person takes two people out of the workforce, not just them, but also someone who is caring for them," said Dr. Iyengar.The nonprofit just returned from Ghana, where 4 out of 5 people are blind from preventable causes. The plane has an operating room in front and a classroom in the back. “Local doctors, they come to the airplane, and they sit in the front seats and watch on the screen what’s going on in the back, and so they’re watching live surgery being performed," said Dr. Iyengar. The local doctors can then train more eye professionals in their country, helping people long after the plane takes off. Dr. Iyengar says both kids and adults receive care. For many patients, it's the first time they've seen a plane. Orbis International relies on volunteers and private donations.FedEx donated the plane. 1437

SAN DIEGO (KGTV) - A 4.7 earthquake struck the Central California city of Gonzales Monday.The U.S. Geological Survey reported the quake at 11:31 a.m., 22 kilometers northeast of the city in Monterey County.The quake was 6.2 km deep. SAN DIEGO (KGTV) - A group of Hillcrest residents are fighting a proposed housing tower they say would take the sunshine out of their neighborhood and add traffic. Greystar Development wants to build a seven-story, 111 unit mixed-use housing complex near 7th and Robinson, not far from Whole Foods. The complex would replace the parking lot AT&T employees currently use for the company's building across the street. The lot borders a neighborhood filled with Spanish-style homes. The city gave Greystar a density bonus because it includes nine very low-income units. It also determined the developer would not have to do a costly and time-consuming environmental impact report."Housing, housing, housing is the only thing they're going to consider. And they're not going to consider the impact on the neighborhood that's there," said Tom Mullaney, who heads a group called Uptown United, which is appealing the project. Uptown United is fighting the city's determination that Greystar doesn't have to do an environmental impact report. That goes before the City Council April 23.Mullaney said Uptown United also wants the project scaled back. Jim Ivory, Greystar's senior director of development, said in a statement that company included community input in designing the project, which has the backing of the city's Uptown Community Planning group."We are proud of the design that has evolved in the last 18 months," he said. "Staff and community input has been incorporated along the way for the betterment of the project."Some in the neighborhood also welcome the project. Herbert Ross, who lives down the street, says the AT&T lot has become a public nuisance."The hangout that it's become for people who are homeless who don't clean up after themselves, I think anything would be an improvement to the area," he said. But Michael Bayless says the project would take away the direct sunlight he gets in his home office."I just came from Seattle to escape the lack of sun," he said. "It would be depressing."Greystar's development would also include retail at street level, and a 190 spot parking garage. SAN DIEGO (KGTV) -- A 20-year-old woman died following a shooting that left three others injured at a party in La Jolla Sunday morning, according to San Diego Police. Police were called to the 7500 block of Draper Avenue near Jack in the Box around 12:39 p.m. after reports of shots fired. According to police, partygoers were standing outside a home in the area when a light-colored sedan drove into the alley and shot the victims. When officers arrived, they found a 20-year-old woman and 23-year-old man with gunshot wounds, according to police. Police say both victims were rushed to the hospital where the woman later died. The 23-year-old is in serious but stable condition, police say.Two other victims, both 19-years-old, later showed up at different hospitals with gunshot wounds and are in stable condition, police say. The suspects are still at large and police say they have no description at this time. The victims haven’t been identified. SAN DIEGO (KGTV) — A border officer admitted in court Wednesday to putting his hands around a person's neck and shaking them at the Calexico Port of Entry two years ago.U.S. Customs and Border Protection Officer Esaul Bello, 53, pleaded guilty to using unreasonable force on the individual while on duty in the primary vehicle lane booth at the Calexico Port of Entry on Nov. 26, 2018.U.S. Attorney Office officials say during inspection, Bello placed both of his hands around the person's neck, even though they were not resisting. Officials say Bello then shook the person.The person was applying for admission to the U.S., officials said.As part of the plea, Bello agreed to resign from his position.“This is a rare and troubling situation,” said U.S. Attorney Robert Brewer. “We will always move swiftly to protect the public from officers who use their power to violate another person's Constitutional rights.”Bello will be sentenced on June 2, 2020.
