SAN DIEGO (KGTV) -- A judge is considering placement locations for a sexually violent predator convicted of sexual offenses against children between the ages of 4 and 9.Judge Howard Shore issued a written decision Tuesday that a proposed address on the 15000 block of Adams Drive in Pauma Valley was not suitable for the placement of Joseph Bocklett.A news release from the District Attorney said Judge Shore is considering other potential housing options.Bocklett was convicted of three sexual offenses over a 19-year period involving children between the ages of 4 and 9.He was sentenced in 2000 to a 17-year prison term before being committed to Coalinga State Hospital for treatment.Last year, Bocklett petitioned for the Conditional Release Program for sex offenders. He was granted conditional release to a supervised home. "I can certainly empathize with the feeling that people do not want someone like Mr. Bocklett in their community,'' Shore said during last Friday's hearing. ``I would be shocked if anyone wrote a letter saying, `We can't wait to have him living in our community.' SAN DIEGO (KGTV) - A San Diego law student is making parking less expensive downtown. The city approved to lower rates and extend parking hours along Third Avenue and Cedar Street on Thursday. It's no secret downtown parking is tough. "Sometimes it’s just hard to find one," said Oday Yousif. "That’s the problem. It’s never guaranteed."For students at Cal Western Law School, it's not any easier. "8 o'clock in the morning, that’s when the meters start running. That’s when most classes start; they’re already full," said Yousif. There are 26 metered spots on Third Avenue and Cedar Street right next to the school. "My bank statement is just filed 'City of San Diego parking'. .25 an hour for a max of two hours. So, after those two hours, you have to move your car or you’ll get a ticket," said Yousif.He got three tickets in one year. "They’re about 60 to 70 dollars, and then there’s a fee. I've appealed every single one I've got."Yousif wrote an email to the city to try to fix the situation. He worked on a resolution with the Downtown Parking Management Group for ten months. They proposed lowering the rate to 50 cents per hour for up to four hours of parking. "Giving us 50 cents an hour is not only beneficial to help students, but doing it at four hours is the perfect combination to help students who are just trying to have an ideal parking scenario," said Yousif. That proposal was approved unanimously by the City Transportation Engineering Division on Thursday. SAN DIEGO (KGTV) -- A Hillcrest man was left feeling helpless after he spots a burglar inside his home on Christmas Eve while he was on the other side of the country. Tyler Luna was visiting family in Mississippi when he wanted to check on a recent gift from a client. He got a red flower that is supposed to bloom on Christmas. Before he left, he set up surveillance cameras and placed the flower in a window nearby. He opened the app on his phone and saw the flower and a thief inside his home."Your heart sinks and its like what’s happening," Luna said. In a panic, Luna called 911 but the Mississippi dispatchers told him they couldn’t help. He flew home Christmas night and met with police immediately to file a police report. "It was very scary."When he went inside his home he found his class ring missing, his watch drawer empty of all watches, and some valuables in his nightstand, all gone. Luna tells 10News he feels violated and unsafe in his own home. 973

  

SAN DIEGO (KGTV) -- A gunman is on the loose after a Thursday morning shooting at Barrio Logan’s Chicano Park left a 19-year-old injured.San Diego police were called to the 2000 block of National Avenue, off Interstate 5, at around 1 a.m. in response to reports of dozens of shots fired.Details on what prompted the gunfire were unclear, but police confirmed a 19-year-old person was struck. The victim was taken to UC San Diego Medical Center for treatment.The victim’s condition is unknown.Police are searching for a Hispanic man in his 20s in connection with the shooting. They believe the gunman fled in a dark gray or silver car.About an hour later, as police were investigating the shooting, someone in the car matching a description of the getaway vehicle fired shots while on southbound I-5 towards officers at the shooting scene.No one was hurt in that gunfire. 878

  

SAN DIEGO (KGTV) — A local wildlife researcher is being remembered after he died Thursday at a remote canyon in San Pasqual Valley.David Bittner, 75, of Julian, died what he loved doing. He was replacing batteries on wildlife cameras in the Brady Canyon area, when he fell at least 50 feet. The county's Medical Examiner says Bittner called to a friend there with him, but was pronounced dead at the scene shortly later after crews pulled him to safety.Bittner co-founded the Wildlife Research Institute with his wife and devoted his life to the cause, according to Molly Jager-Begent."He would tag eagles all over the world and follow their paths to figure out what was really happening in the world of wildlife," Begent said.RELATED: Man dies after falling 50 feet off Escondido cliffBegent said she and her husband donated a portion of their ranch off Highland Valley Road in Ramona to the Wildlife Research Institute. Lined inside the ranch are wildlife photos captured by Bittner, another passion of his."He was just really dedicated. He had a passion," Begent says. For decades, Bittner led a free "hawk watch" on Saturdays during the first two months of the year, where biologists would teach the community about birds and their relationship to raptors.Begent said the wildlife expert helped educate thousands on the importance of wildlife preservation, even purchasing 3,000 acres and gifting it to the county as a wildlife preserve, according to Begent."His life was dedicated fully to his love of wildlife and wild places, helping educate thousands on the balance of preservation and healthy appreciation of wildlife while protecting their habitat first and foremost," said Katie Quint, who worked closely with Bittner.Thursday, Bittner was replacing batteries near the location of a threatened Golden Eagle's nest, according to Quint. "Dave has been advocating for San Diego County’s Golden Eagle population with local agencies by ensuring the long-term documentation of their nesting ecology over the past 31 years," said Quint.Saturday, a special tribute is planned for Bittner from 10 a.m. to 12 p.m. at Begent Ranch in Ramona, the area where he connected so many to his love of wildlife. 2210
