SAN DIEGO (KGTV) — Every December, for just two nights, Balboa Park twinkles with thousands of lights and just as many visitors to celebrate the holidays.December Nights will cover the park in holiday cheer on Dec. 6, 3 p.m. to 11 p.m., and Dec. 7, 12 p.m. to 11 p.m. The park will be filled with light displays, bands and performances, attractions, shopping, and delicious foods from the park's International Cottages to Spanish Village.The massive celebration is ranked the fifth best holiday festival in the U.S. by USA Today readers and is the largest free event in San Diego, attracting about 360,000 visitors.RELATED: San Diego holiday tree lightings to catch this seasonAnother big draw to the celebration: participating museums offer free admission from 5 p.m. to 9 p.m. each day. SAN DIEGO (KGTV) — Despite having the most coronavirus cases of any local university, large off-campus parties continue to be an issue for San Diego State University and nearby residents.Students living off-campus have been attending large parties, according to neighbors. As of Saturday, SDSU had 1,184 COVID-19 cases, 767 of those cases being reported in off-campus students.Locals living in the College Area says many students continue to ignore public health orders and hold large, loud parties with no physical distancing or mask wearing."It's really frustrating and at this point, I feel like there's not a lot that we can do because you know those people, they're just going to keep doing what they're doing," one neighbor said.In a statement to ABC 10News' reporting partner KPBS, San Diego State says more than a hundred notices of violations have been delivered to residences in the college area.The university also contracts elite security to keep an eye on the neighborhood surrounding the school for any violations. If a security guard notices a party, they call police to respond.As of Friday, Cal State San Marcos had reported 18 total COVID-19 cases, three of which were off-campus. At UC San Diego, there have been 106 coronavirus cases since March 1, with three being reported since Oct. 1. Since Aug. 16, the University of San Diego has reported 130 confirmed and 17 probable cases, with 127 COVID-19 cases being non-residential students. 1465

SAN DIEGO (KGTV) - Fans packed the SDCCU Stadium for the Navy Notre Dame game, the focus for San Diegans revolving not on the friendly rivalry but the fight over what will happen to the landmark."This game is a big game and could be the last game here," Darren Hopkins, 13, said sitting next to his dad in the first row.Saturday night was the ninety-second game between Navy and Notre Dame and the crowd was very supportive of both sides."My dad's in the Navy but we're also big Notre Dame fans, so we're kinda split between," Darren said.The stadium hosted it's first football game in 1967, and fans tell 10News they love watching football here."It's good to see good football back in San Diego, I already miss the Chargers games and all the activities but it's really good to see there's some sports fans still here and they can fill the stadium it's really nice," Dan Hopkins said."A lot of energy here a lot of history here really wish the chargers were still in town but they're not, voting on Soccer City in November," San Diego local Kyle Uminger said.Both measures on the ballot call for a new stadium, either for San Diego State, or a soccer expansion team.Fans wish there was another option."I think that there's still so much spirit left in San Diego for a sports team, especially football, the entire stadium is filled up and it's just super loud and everyone is excited," Darren said.The vote will happen November 6th, 2018. 1480

SAN DIEGO (KGTV) — Even though many local businesses have struggled amid the pandemic and San Diego County saw an unprecedented spike in unemployment in the second quarter, there has not been a significant jump in the number of empty retail storefronts -- at least not yet.The vacancy rate in San Diego County ticked up slightly to 5.6 percent in the second quarter, according to an analysis by commercial real estate firm CBRE.Vacancies tend to be a lagging indicator. Large national chains like 24 Hour Fitness and Pier 1 Imports have announced closures in recent weeks, but the businesses are still occupying their commercial spaces. 24 Hour Fitness is closing four clubs in San Diego County. Pier 1 Imports is closing all 11 of its local stores; four of those locations have already closed.While vacancies take time, the pandemic has slowed the region’s commercial real estate market in other ways, said CBRE Associate Field Research Director Michael Combs.New leasing activity in the retail sector dropped to nearly a 10-year low in the second quarter, down nearly 50 percent from the first three months of 2020.“There just haven't been a lot of new deals as tenants especially in retail are waiting to see how this situation plays out,” he said.The slowdown in new leasing activity may be a sign that companies are holding off on plans to expand operations, since new leases with larger footprints are typically signed far in advance. 1448

SAN DIEGO (KGTV) - Following a heated battle over new regulations for short-term vacation rentals Wednesday, the San Diego City Council approved new regulations in a 6-2 vote.The new rules will go into effect July 2019.The rules, which were based on a plan by Mayor Kevin Faulconer, adopt the city’s first license-based system to manage the rentals, charge cost-recoverable fees to administer licenses and enforce code violations, establish a “Good Neighbor” policy to preserve neighborhood quality of life, hire additional staff to respond to complaints about nuisance properties, and implement a per-night fee that would generate funding for affordable housing projects.RELATED: San Diego City Council approves new rules on short-term rentalsAlthough the plan initially called for homeowners to be allowed two licenses for a primary and secondary home, the council later amended the provision before the plan passed its first vote in July.Faulconer’s proposal was changed to allow a host to be issued a license for a primary residence and a dwelling on the same land as the primary residence.Faulconer also had a provision in his plan allowing no limitations on the number of licenses available to hosts within Mission Beach when it was introduced in June.
