A large sports complex that was being used to shelter more than 5,000 migrants in Tijuana has been closed "due to health issues," according to Mexican officials.Pictures posted to the Facebook page of the Tijuana mayor's office showed officials with face masks cordoning off the entrance of the Benito Juarez Sports Complex on Friday. The complex, which had become Tijuana's main facility for sheltering migrants trying to reach the US border, was closed "due to the poor sanitary conditions," a statement from the office of Tijuana's mayor, Juan Manuel Gastélum read.CNN crews visiting the complex last week found squalid conditions, including open sewage drains.Rodolfo Olimpo, a representative from Baja California state's Special Committee on Migration Issues, told CNN last week the complex was more than three times over its capacity.Since Thursday, Mexican officials have been transferring migrants from the complex to a new shelter that is further away from the border in the eastern part of the city in an area known as El Barretal. Most of the migrants staying at the complex had left as of Sunday, but CNN crews there observed several dozen migrants staying in tents outside the gate. 1201

A Department of Education team that had looked into fraud and abuse by for-profit colleges has been dismantled to the point that it has "effectively killed investigations" into institutions where top hires of Education Secretary Betsy DeVos once worked, The New York Times reported Sunday, citing current and former employees. The team has gone from about a dozen lawyers and investigators looking into advertising, recruitment, and graduate employment claims of several institutions at the end of the Obama administration to just three team members today, the Times reported. Current and former employees, including former team members, said the team's mission has been reduced to processing student loan forgiveness applications and examining smaller compliance cases, the newspaper said.An investigation into DeVry University, now known as Adtalem Global Education, "ground to a halt early last year," and later, over the summer, DeVos picked Julian Schmoke, a former dean at the school, to be the team's supervisor, the Times reported. 1046

A group of friends in Lexington, Kentucky, have started a company that makes wearing and keeping your face mask nearby easy.Face masks have become apart of our everyday lives. Jody Wedding, designer/co-founder of the MASKkap, says the idea came from another co-founder's first-hand experience."He went to Costco a couple of months ago, with his son and they wouldn't let him in because he didn't have a mask on," Wedding said. "He forgot his mask. So he got frustrated, went home and was like 'This is never going to happen again.'"That's when this hat, with the mask attached to it, was invented."The cap is a traditional baseball cap. It has a mask attached to it," Wedding explained. "So when you're not wearing it, you can kind of hang it on the back of your head."And then, when you want to wear the mask, you pull it back over the cap and on your face."We also have this MASKies version, that can snap on to any mask. It basically is a little strap, that can snap on to any mask. It's great for back to school!"The contraption was invented a little over a month ago and is already on the market. Wedding says their hope is that the MASKkap provides one less thing to worry about."When you take your mask off if you're eating or anything, you don't have to set it down. It's always with you. You don't accidentally pick up anybody else's."The masks can be purchased at Peggy's Gift Shop and all Kentucky Branded locations. A cipher sent in 1969 by the Zodiac Killer has been solved. In an email to EW Scripps, the Federal Bureau of Investigation confirmed that three "private citizens cracked the cipher.""On Dec. 5, the FBI received the solution to a cipher popularly known as Z340 from a cryptologic researcher and independently verified the decryption," the FBI said in a statement. "Cipher Z340 is one of four ciphers attributed to the Zodiac Killer. This cipher was first submitted to the FBI Laboratory on Nov. 13, 1969, but not successfully decrypted. Over the past 51 years, CRRU has reviewed numerous proposed solutions from the public--none of which had merit."According to the Associated Press, code experts from the United States, Australia, and Belgium solved it.The code was first sent to the San Francisco Chronicle newspaper in 1969 by the Zodiac Killer, who murdered five people between 1968 and 1969 in the Bay Area.According to The Chronicle, David Oranchak, one of the three to crack the cipher, has worked on Zodiac's codes since 2006.Oranchak told the newspaper that the cipher included sentences like "I hope you are having lots of fun in trying to catch me" and that the killer wasn't "afraid of the gas chamber because it will send me to paradise all the sooner."Cameron Polan, a spokeswoman for the FBI’s San Francisco office, told E.W. Scripps in an email that the case of the Zodiac Killer "remains an ongoing investigation.""The Zodiac Killer terrorized multiple communities across Northern California and even though decades have gone by, we continue to seek justice for the victims of these brutal crimes," Polan said in the email. "Due to the ongoing nature of the investigation, and out of respect for the victims and their families, we will not be providing further comment at this time."This marks the second Zodiac Killer cipher that has been cracked, according to the newspaper. A cipher sent in 1969 was solved by a Salinas schoolteacher and his wife. 1973
