SAN DIEGO (KGTV) - The family of Kiera Bergman says a recent development in her murder case has left them frustrated and fearful.The 19-year-old woman was missing for weeks before her body was discovered in the desert outside of Phoenix last year. Bergman's boyfriend, Jon Clark, was charged in the murder; but this month, a judge lowered his bond from million to 0,000. SAN DIEGO (KGTV) -- The City of San Diego is paying out 5,000 after a violent police dog takedown.The man in a viral video sued the police department for excessive force.10News found out that this isn’t the first time the use of a police dog has been questioned.TIMELINE: San Diego K-9 bitesThe San Diego Police department has relied more on the K-9 unit in the last several years. Police say stats show a sharp increase in the number of times a police dog was deployed and someone was bitten from 2013 to 2016.There were also more dogs and handlers employed within that same three-year time period.Police say that has changed this year. Lt. Scott Wahl says the K-9 units have been to more than 12,000 calls resulting in only 37 bites.One of the more recent bites took place in October. In that incident, the K-9 put an end to a police chase in South Bay.Currently, there are 33 dogs and handlers. The dogs go through an initial 10-week training program followed by four hours of maintenance training a week and 15 minutes of obedience work every day. 1067

They're streamlining the process for shops and restaurants to serve more customers while promoting social distancing under a new outdoor dining and shopping proposal.Marla Encinas had to close her Little Italy clothing boutique, Valmare, for two months. "We tried to do online selling but its definitely not the same," said Encinas. But, for any business, fewer customers often means less revenue. The city of San Diego is trying to change that. "They’ll be allowed to maximize outdoor space to allow physical distancing and expand the number of customers they can serve," said Faulconer. "I think its going to be really cool to be outside in the open air and be able to bring out our business," said Encinas. "I would love to bring out summer stuff because the weather is so nice, people are starting to slowly go out."Last Saturday, Little Italy had their first al-fresco dining event on India Street. By adding retail shops in the mix, more businesses will get a much-needed chance to bounce back from Covid-19. "It's going to be very fun," said Encinas. "You’re going to have a bunch of different vendors, it's going to be different than your typical shopping experience."Businesses can apply for the outdoor dining permits on the city's website. SAN DIEGO (KGTV) -- The family of Kimberly Fattorini is suing former San Diego Chargers linebacker Shawne Merriman in connection with her fatal overdose, according to a TMZ Sports report.Fattorini's parents claim Merriman drugged and assaulted their daughter before she died at a house party in 2017, the report says.In a statement, Merriman's representatives said they are unaware of the lawsuit and that the original police investigation found no wrongdoing by the former NFL star.Her parents say Fattorini and her friends were invited to a club promoter's house party, and that Merriman "was allegedly witnessed carrying a bottle with some sort of liquid inside."At some point during the party, she texted the promoter saying, "you friend just poor'd half G in my drink," the lawsuit says. Her "parents believe G refers to GHB," the TMZ report says.Per the report, Fattorini's parents claim that first responders found her unresponsive and "half naked with jeans unzipped and buttoned" at a party in Los Angeles. A preliminary autopsy listed her death caused by a lethal cocktail of alcohol, cocaine, and gamma-hydroxybutyrate -- the last more commonly known as the "date rape" drug GHB.The suit alleges that while her autopsy did not reveal foul play, "a test for sexual assault wasn't done because officials said it wasn't conducted at the time of the initial autopsy, and couldn't be done properly afterward," the report says.The "complaint claims negligence, battery and a violation of the drug dealer liability act," and the Fattorinis are seeking damages, TMZ Sports reports.Merriman's representative told TMZ, "As of right now Shawne, nor his attorney, have any knowledge of him being named in any lawsuit.
