SHANGHAI: Preliminary investigations showed improper maintenance work had caused a Shanghai gas station explosion on Saturday, which saw four killed and 40 injured.A team of officials from related government agencies is investigating the blast at the China National Petroleum Corporation (CNPC) outlet in Pudong District, reported the Xinmin Evening News Sunday.The station had earlier been suspended on October 11 for safety concerns and was scheduled for reopening Sunday.CNPC did not respond to media queries on the explosion.Most of those injured from the incident have been discharged from hospital.Two of the 29 blast victims sent to Punan Hospital died while 26 were discharged Sunday morning.A 49-year-old woman who was hit on the head by a piece of blast debris is still under observation at the hospital.She was said to have been in her apartment close to the station when the explosion shattered her window.The 13 other injured who were sent for treatment at the Pudong branch of Renji Hospital have been discharged.The explosion on Saturday occurred at 7:50 am in the junction of South Yanggao and Pusan roads.Two maintenance workers on the site were killed instantly. Witnesses said one of the workers was blown five stories high before landing nearby.A woman who was cycling 1 km away from the station was hit by a piece of blast debris and died in hospital.A motorcyclist, later identified as Wang Dong from Anhui Province, also died after debris hit him on the head.He had taken off his helmet to answer a call on his mobile phone.The Shanghai Evening News said Sunday that visits to several gas stations in the area found unsafe practices.Drivers lining up for gas smoked and used mobile phones without being stopped by station employees.The blast also damaged a bus that had stopped near the station and injured passengers on board. A convenience store, motel and several other nearby buildings were also hit.Traffic disrupted by the explosion resumed Sunday.

BEIJING - China welcomed Sudan's acceptance of a joint African Union- United Nations peacekeeping force for the country's troubled Darfur region. A Sudanese diplomat in Ethiopia confirmed on Wednesday that Sudan has accepted the mission after receiving assurances that a "hybrid" AU-UN force of 17,000 to 19,000 troops will not be open-ended and Sudan will remain in control of its borders. "China welcomes the deployment of a hybrid AU-UN force in Darfur and the joint statement," Foreign Ministry spokesman Qin Gang said in a statement posted on the ministry's Web site late Wednesday. "The facts have shown that dialogue and equal negotiation is an effective approach to political solution of the Darfur issue, and the consultation between AU, UN and Sudan is an effective mechanism," Qin said. China recently appointed a special representative for Africa to focus on Darfur, and has publicly urged Khartoum to give the UN a greater role in trying to resolve the conflict. The Darfur conflict began in 2003 when local rebels took up arms against the Sudanese government, accusing it of decades of neglect. Sudanese leaders are accused of unleashing the pro-government Arab militia, the janjaweed, to fight them - a charge they deny.

China Railway Construction Corp. (CRCC), the country's leading rail builder, may raise as much as 22.25 billion yuan (3.1 billion U.S. dollars) in its initial public offering (IPO) in Shanghai.     In a statement to the Shanghai Stock Exchange late Sunday, the state-owned company said it has cut the number of A shares it is offering to 2.45 billion from 2.8 billion after reconsidering its capital demand.     The 2.45 billion shares represent 23.44 percent of CRCC's outstanding capital. The firm had built nearly 34,000 kilometers of rails by the end of 2006, more than half of all the rail links built nationwide since 1949.     On Feb. 14, CRCC was given green light by the China Securities Regulatory Commission to issue no more than 2.8 billion A shares on the Shanghai Stock Exchange.     The IPO price range was set between 8 to 9.08 yuan and it translated into 26.92 to 30.56 earnings multiples after the domestic share sale, according to the statement.     The company would start to receive from institutional investors orders for its 612.5 million shares, or 25 percent of the offering, on Feb. 25 and 26. The retail investors would be able to subscribe for the remaining shares on Feb. 26, the statement noted.     CRCC also planned to sell no more than 1.71 billion H shares in Hong Kong.     The company established its name by building the Qinghai-Tibet railroad, Shanghai maglev rail line and the Beijing-Kowloon railway. The German weekly Focus reported that without the support of the 14th ** Lama, it would have been absolutely impossible for Shoko Asahara to build up his sect empire and, within a short period of very few years, gain status as a cult leader in Japan. In other words, it is the 14th ** Lama's all-out "support" that turned Shoko Asahara, a swindler and a mountebank, into "a religious teacher".It was because of the 14th ** Lama who persistently supported and trumpeted Shoko Asahara that the Aum Shinrikyo cult could acquire the privilege of "tax exemption" and accumulated funds to bankroll his cruel evil doing against the Japanese people. In the Spring of 1995, Shoko Asahara organized a terrorist attack by discharging poisonous gas in Tokyo's subway, killing 12 people and injuring 5,000 others. The event sparked indignation from the Japanese people. In October of the same year, Shoko Asahara and his die-hard followers stood public trial in a local court of Tokyo and were punished in line with laws.Even at this moment, the 14th ** Lama who claimed to be a "human rights fighter" still spoke plausibly to the Kyodo News Service that Shoko Asahara remained his friend and that he still thought what the Aum Shinrikyo cult preached was in accordance with Buddhist doctrines. His attempt to pass himself as the reincarnation of Sakyamuni and his bragging about getting true knowledge from Sakyamuni and thus being more powerful than Sakyamuni was "an extreme blasphemy to Buddhism", they said. However, even such an evil cult leader who is denounced by many people and had to flee abroad to escape the punishment of laws secured compassion and admiration from the 14th ** Lama. The real reasons for the collusion of the 14th ** Lama and Li Hongzhi are their shared situation. Imagine the 14th ** Lama, the self-proclaimed "religious leader", even condescended to associate with Li Hongzhi who has been labeled by the United International World Buddhism Association Headquarters as a preacher of evil cult and a swindler! This obviously reflects that the 14th ** Lama has cornered himself into a dead end!
