VISTA, Calif. (KGTV) - Several schools in the Vista Unified School District are returning back to virtual learning for two weeks after positive COVID-19 cases were identified.The district reopened for in-person learning at normal capacity, also known as Vista Classic, on October 20th. According to the district’s website, 17 cases have been reported since October 20th.District Superintendent, Dr. Matt Doyle, said Vista Classic and Vista Virtual were designed to work together so that there is the flexibility to move back and forth.Mission Vista High School, Vista High School, Madison Middle School, Roosevelt Middle School, and Rancho Minerva Middle School are also back to Vista Virtual due to positive cases.A class of 28 students and one teacher at T.H.E. Learning Academy Elementary school is also under quarantine after one positive case was reported.Last week the school unanimously approved a plan that would close down some middle and high schools for two weeks when positive cases are reported.The closures would happen if one school has two or more positive cases at the whole time, the entire school would switch back to Vista Virtual for two weeks. If three secondary schools have one positive case each, all three will return to Vista Virtual for two weeks.“I think two is tough; that doesn’t give us a lot of confidence that it won’t close down again,” said Dolly Goulart, a parent of a Mission Vista High School student who has been back to virtual learning.“I do appreciate that they’re doing trying to get classic families back in. They gave families a choice over the summer.”Goulart said her son’s transition back to Vista Virtual went smoothly.“From my perspective, it seemed perfectly seamless. He did fine pivoting back,” said Goulart. “He’s about a week into his two-week virtual pivot.”“We meet regularly with representatives from the S.D. Health and Human Services Department to discuss our health and safety measures and make adjustments as appropriate,” said Dr. Doyle in an email to A.B.C. 10News.Doyle said in just weeks, a high volume COVID-19 testing center would open in Vista Unified.Before school reopened, the district notified parents that they couldn’t guarantee that students would be six feet apart in class.The district’s website stated, “It is important to note that while many health and safety precautions are in place for the Vista Classic learning model, all classrooms will have the normal amount of students enrolled. This means that while we will be following social distancing procedures, student seating arrangements will be less than six feet apart.”There have been mixed reactions to the reopening plan from teachers and parents; some like Goulart are happy with the plan, while others call for revisions.“Why are we allowing kids not to social distance within our classrooms?” asked Keri Avila, the Vista Teachers Association president. “When we talk about keeping businesses open, when we talk about returning to some sort of normal, this takes that all away.”Avila said, in some cases, students are in crowded classrooms without enough safety measures in place.She’s calling on the district to make changes to the current reopening plan so that schools can remain open.“We hope to work with our district to create a system to keep our schools open, not one that keeps pivoting back to virtual,” said Avila.Two positive COVID-19 cases have also been reported at Alta Vista High School, but ABC 10News has not been able to confirm if the school has closed down. 3527

Walmart will roll out a new website next month.The nation's largest retailer announced Tuesday that its redesigned site will offer more personalization, include more vibrant colors and a cleaner design, and feature "relatable photography that showcases real-life moments."The homepage will include a new section that showcases top-selling items in a customer's location. It will also offer specialty shopping experiences, such as the Lord & Taylor flagship online store which is launching this spring. That partnership was first announced last fall.Walmart has become one of the major platforms for online sales. It's taken aim at Amazon by offering free shipping without a membership fee for most purchases of or more. Online has become the fast growing part of Walmart's business, with the company forecasting 40% growth in those sales this year. And it has announced plans to bring online grocery delivery to 100 markets by the end of this year.But it has not been without bumps. In the fourth quarter Walmart had much slower growth in online sales because the company ran out of some items at its fulfillment centers during the holiday shopping period, said CEO Doug McMillon."We're learning how to deal with higher volumes and learning how to deal with a higher peak than what we had previously," McMillon said on a call with analysts.  1362

WASHINGTON — After months of on-again, and off-again negotiations, a bipartisan economic stimulus deal appears to be on the horizon. While nothing is official, optimism swept Capitol Hill Wednesday that something could be passed by the end of the week. The bill would not only provide economic relief but also keep the government open through 2021. Funding for the federal government officially runs out Friday night at midnight. STIMULUS CHECKS INCLUDED The biggest news is that stimulus checks appear to be included in the bill. While nothing is confirmed, Republican Senator John Thune of South Dakota told reporters that the checks would be around 0-0 per person, which is about half as much as last time. Whether or not you are eligible for a stimulus check will likely depend on your income, just like last time. WHEN COULD YOU GET IT? If Congress is able to pass a bill by Friday night, checks could theoretically be deposited into millions of accounts by New Year's Eve. That's because unlike last time, the IRS has already built the computer program to distribute checks and staffers have experience. This is what Treasury Secretary Steven Mnuchin said back in August about how quickly he could send out the checks. "I can have them out immediately," Mnuchin said. "If I could get that passed tomorrow. I could start printing them the following week," Mnuchin told reporters at the White House in August. "I can get out 50 million payments immediately," Mnuchin added. VISTA, Calif. (KGTV) – A group of teenage girls attempted to set a trap for a 32-year-old man who tried to meet one of them for sex, according to San Diego County sheriff’s officials. According to sheriff’s officials, deputies responded to a reported kidnapping at 1385 East Vista Way in Vista around 2:30 p.m. Sunday. A group of juveniles told responding deputies they used a social media app to contact “an older man who was looking for underaged girls to have sex with. The group hoped to expose the male and turn over the information to law enforcement agencies for prosecution.” Sheriff’s officials said the group made contact with Robert Dreyfus on the app and exchanged text messages. A meeting location was established at a shopping center at 1385 East Vista Way. Officials said that “Dreyfus arrived and convinced the 17-year-old victim to get into his vehicle to talk,” but he then drove away with the girl without consent. According to officials, the girl was able to message her friends for help, and they contacted authorities. Deputies made contact with Dreyfus, and he stopped his vehicle near the 2000 block of East Vista Way. The girl got out of his vehicle and was not hurt, officials said. Dreyfus was arrested by responding deputies and booked into Vista jail on suspicion of kidnapping, sending harmful matter to a minor and communication with a minor for specific offenses. Online, hundreds of groups that set up stings, hoping to expose child predators. “This was really dangerous and something that’s best left to professionals in law enforcement,” said criminal defense attorney Jan Ronis. Ronis said the teens’ actions could complicate the criminal case. “Normally, law enforcement runs these operations. The solicitation is recorded. The coversations, the meeting places are surveilled. WASHINGTON (AP) — A divided Senate rejected a bipartisan plan Thursday to help young "Dreamer" immigrants and parcel out money for the wall President Donald Trump wants with Mexico, as Republican leaders joined with the White House and scuttled what seemed the likeliest chance for sweeping immigration legislation this election year.The vote came after the White House threatened to veto the measure and underscored that the issue, a hot button for both parties, remained as intractable as it's been for years. Even the focus on Dreamers, who polls show win wide public support, was not enough to overcome opposition by hard-line conservatives and liberal Democratic presidential hopefuls — neither of whom want to alienate their parties' base voters.The vote was 54-45 in favor, but that was short of the 60 that were needed for approval. Eight Republicans bucked their party and supported the measure while three Democrats abandoned their own leaders and opposed it.The chamber planned to vote next on a wide-ranging plan by Trump that would also restrict legal immigration. It faced strong Democratic opposition and had virtually no chance for passage.Earlier Thursday, the White House used a written statement to label the proposal "dangerous policy that will harm the nation." It singled out a provision that directs the government to prioritize enforcement efforts against immigrants who arrive illegally beginning in July.In an ominous sign, party leaders opened the day's debate by trading blame, as prospects grew that the chamber's long-awaited debate on helping Dreamers and other hot-button immigration issues would end in stalemate. Dreamers are young immigrants who were brought to the U.S. illegally as children who still lack permanent protections from deportation.Senate Majority Leader Mitch McConnell, R-Ky., assailed Democrats for failing to offer "a single proposal that gives us a realistic chance to make law." Instead, he said, Democrats should back Trump's "extremely generous" proposal.Trump would offer 1.8 million Dreamers a 10- to 12-year process for gaining citizenship, provide billion to build his coveted U.S.-Mexico border wall and restrict legal immigration. Dreamers are immigrants brought to the U.S. illegally as children who risk deportation because they lack permanent authorization to stay in the U.S.Instead, Democratic leaders rallied behind a bipartisan plan that would also give 1.8 million Dreamers a chance for citizenship. But while it would provide the billion Trump wants for his wall, it would dole it out over 10 years and lacks most of the limits Trump is seeking on legal immigration.Senate Minority Leader Chuck Schumer, D-N.Y., said Trump has "stood in the way of every single proposal that has had a chance of becoming law." He added, "The American people will blame President Trump and no one else for the failure to protect Dreamers."Overnight, the Department of Homeland Security said in an emailed statement that the bipartisan proposal would be "the end of immigration enforcement in America."That drew fire from Sen. Lindsey Graham, R-S.C., one of eight GOP co-sponsors of the bipartisan plan. "Instead of offering thoughts and advice — or even constructive criticism — they are acting more like a political organization intent on poisoning the well," Graham said in a statement.The bipartisan compromise was announced Wednesday by 16 senators with centrist views on the issue and was winning support from many Democrats, but it faced an uncertain fate.Besides opposition by the administration and leading Republicans, the bipartisan plan prompted qualms among Democrats. The party's No. 2 Senate leader, Dick Durbin of Illinois, said some Democrats had "serious issues" with parts of the plan. Those concerns focused on its spending for Trump's wall and its prohibition against Dreamers sponsoring their parents for legal residency.So far, neither Trump's plan or the bipartisan measure seemed to have support from 60 senators, the number that will be needed to prevail. Republicans control the chamber 51-49, though Sen. John McCain, R-Ariz., has missed the last several weeks while battling cancer.The bipartisan measure's sponsors included eight GOP senators. That meant just three more Republicans would be needed for it to prevail if it is backed by all 47 Democrats and the two independents who usually support them.The centrist proposal was produced by a group led by Sens. Susan Collins, R-Maine, and Joe Manchin, D-W.Va., that spent weeks seeking middle ground. Besides its path to citizenship and border security money, it would bar Dreamers from sponsoring their parents for citizenship, far narrower than Trump's proposal to prevent all legal immigrants from bringing parents and siblings to the U.S.The moderates' measure does not alter a lottery that distributes about 55,000 visas annually to people from diverse countries. Trump has proposed ending it and redistributing its visas to other immigrants, including some who are admitted based on job skills, not family ties.Also in play is a more modest plan by McCain and Sen. Chris Coons, D-Del. It would let many Dreamers qualify for permanent residency and direct federal agencies to more effectively control the border by 2020. But it doesn't offer a special citizenship pathway for Dreamers, raise border security funds or make sweeping changes in legal immigration rules.The White House said it opposes the McCain-Coons plan, saying it would "increase illegal immigration" and cause other problems.Another vote would be taken on a proposal by Sen. Pat Toomey, R-Pa., that would add language blocking federal grants to "sanctuary cities," communities that don't cooperate with federal efforts to enforce immigration laws.
