 BEIJING, March 22 -- Followings are regions set to be new driving force for China's economy.Xinjiang Uygur autonomous regionXinjiang literally means "New Frontier", and it is promising to be a new economic frontier in China's northwestern areas. Xinjiang Uygur autonomous region has abundant oil reserves and it is the largest natural gas-producing region in China. An economic development plan for Xinjiang is expected to come out soon. The investment is likely to rise steadily over the next three years, driven by increased financial support from central government and neighboring provinces, and large-scale investment for key projects from State-owned companies. The rising tourism industry will also be a contributor to Xinjiang's economic growth.Tibet autonomous regionThe Tibet autonomous region is becoming another hotspot in China's regional economic development. The plateau region was traditionally dependent on farming and herding. Recently Tibet laid out a plan to explore its mineral resources, while pledging to stick to rational exploitation and minimizing the damage to the natural environment. The government announced plans to achieve "leapfrog development" in Tibet in January, including building the region into a "strategic reserve of natural resources" with the aim of reducing poverty among the Tibetan people. Tibet has more than 3,000 proven mineral reserves and it has China's biggest proven chromium and copper deposits. According to the plan, mineral resources will contribute at least 30 percent to the regional GDP over the next 10 years. Tourism will continue to play a significant role in supporting the economy.

HAIKOU, Jan. 22 (Xinhua) -- Government plans to make China's southern island province of Hainan an international tourist resort have cut the supply of housing as owners and developers hold out for huge profits.More than 200 property buyers had arrived everyday since the end of last year when the government unveiled plans to turn the tropical island into a top international destination by 2020, said Li Zhuo, a salesman with Rongyu Project in Haikou, the provincial capital.Prices were rising by about 1,000 yuan (164 U.S. dollars) per square meter each day on some properties and properties that had been selling for 15,000 yuan a square meter at the beginning of the year were now asking20,000 yuan, he said.The Shanhuwan real estate project in Haikou had sold 600 of its 643 apartments in two weeks despite prices jumping almost 50 percent, said salesgirl Min Xia.In the popular tourist destination of Sanya, the average price of Shanyuhu project had soared from 13,000 yuan a square meter in November, to 28,000 yuan as of Thursday, and was almost sold out.The tourism promotion blueprint, which was officially announced on Jan. 4 and is expected to be approved by the National Development and Reform Commission, drew real estate developers and investors from home and abroad, driving up the property market to fever and causing property bubble fears."Many home developers and owners suspended sales, expecting higher prices and profits," said Liu Haiyi, assistant general manager of Hainan Jintai Real Estate Development Co., Ltd.In an effort to clamp down on potential speculation, the provincial government on Jan. 15 suspended the leasing of land and approval of projects, which worsened speculation concerns.The suspension was aimed at cooling the overheated sector, but it may have led to a second wave of price hikes, said a property agent surnamed Wu."Sufficient housing and land resources could be provided to fulfill demands of the market and the tourism promotional campaign," Wei Liucheng, secretary of Hainan Provincial Committee of the Communist Party of China, said Tuesday."We will blacklist real estate developers who seriously disturb the property market order and not approve any new land for them," he said.Official statistics show 58,489 commercial homes, totaling almost 6 million square meters, were on the market in Hainan's major cities as of Monday.In the first half of 2009, Hainan had approved development of 3,164.7 hectares of land, including 1,522.65 hectares already under construction, according to the provincial administration of land, environment and resources.Wei said homes for local residents were a priority. The authorities should conduct comprehensive supervision campaigns and work out plans for land approval for residential purposes. Strict penalties should be meted out to those who violated land use and transfer regulations.Hainan is one of the five special economic zones. Agriculture and tourism are its pillar industries.

BEIJING, Feb. 23 (Xinhua) -- Access to finance for China's small enterprises generally improved in 2009, but still was not good enough, said the country's top banking regulator on Tuesday.Outstanding loans to small Chinese enterprises added to 5.8 trillion yuan (849 billion U.S. dollars) as of the end of 2009, China Banking Regulatory Commission (CBRC) said in a statement posted on its website.The figure accounted for 22 percent of total corporate loans by the end of last year, 1 percentage point higher than a year ago, said the CBRC.The CBRC data showed that the growth rate of new loans to small enterprises in 2009 was 5.5 percentage points higher than that of the total corporate lendings and 0.61 percentage higher than all lendings.China has set a target of keeping the growth rate of new small business loans higher than that of all loans in 2010, and the amount of new loans should be bigger than the previous year, said the CBRC."Small enterprises" in China refers to those with assets worth less than 10 million yuan or annual sales less than 30 million yuan, according to a CBRC document.Last December, China promised to help improve the financing mechanisms to help small and medium enterprises (SMEs), as they were worst hit by the financial crisis and have had difficulty securing loans as commercial lenders preferred state-owned enterprises and large key projects, as the risk was not as great.SMEs refers to enterprises whose annual business revenue is below 300 million yuan. But in retail and accommodation industry, the maximum annual business revenue is 150 million yuan for an SME.

BEIJING, Feb. 21 (Xinhua) -- China's Education Ministry on Sunday warned students considering studying overseas against Australian schools run by the GEOS group after more than 40 Chinese students were left stranded with the group's collapse.More than 2,300 students in GEOS group schools across Australia were affected after the college closures. The schools were scattered across Sydney, Melbourne, Brisbane, Perth and Cairns.GEOS is a Japanese company which owns hundreds of colleges around the world. The GEOS group has run out of money for its Australian colleges,according to Australian media reports.Chinese embassies and consulates in Australia are negotiating with local authorities to settle the issue to safeguard students' legitimate rights.The Education Ministry has drawn up a recommendation list of nearly 15,000 schools in 33 countries worldwide on its website. The recommended schools are relatively trustworthy and reliable.Australia has been a preferred destination for overseas education for Indian and Chinese students.The Australian Bureau of Statistics said the number of Chinese student enrollments was 146,000 by June 2009, up an average annual 16 percent over the past six years.
