URUMQI, July 19 (Xinhua) -- Xinjiang Uygur Autonomous Region would accelerate local legislation against separatism, said the region's top lawmaker on Sunday.     Eligen Imibakhi, chairman of the Standing Committee of the Xinjiang Regional People's Congress, said the regional congress would unswervingly safeguard the dignity and authority of the Constitution and other laws .     The July 5 incident involving beating, smashing, looting and burning, was a severe violent crime colluded, planned and organized by "three forces" of extremism, separatism and terrorism both at home and abroad, said the regional top legislator.     A most urgent problem to be solved was the lack of law booklets in ethnic minority languages, he said. The region had organized experts to do the translation work and the booklets would soon be distributed to farmers and herdsmen across the region, he added.

GUANGZHOU, Sept. 15 (Xinhua) -- One person is missing and more than a million residents affected as typhoon Koppu landed in southern China's Guangdong Province Tuesday, local authorities said.     About 1.06 million people in 69 townships in Jiangmen and Yangjiang cities were feeling the effect of the storm at 6 p.m., said Guangdong Flooding and Drought Relief Headquarters. One person in Zhuhai City is missing.     In Shenzhen City, 169 flights were delayed on Tuesday, stranding nearly 10,000 passengers.     The typhoon, the 15th this year, has brought heavy rains to Guangdong.     In Yangjiang City, where the typhoon downgraded into a strong tropical storm, fallen trees and branches could be seen along the roads.     In Sanya City in the southern island province of Hainan, the typhoon brought rain of more than 167 millimeters.     Shipping services across the southern Qiongzhou Strait, which have been suspended since Monday afternoon, were expected to resume Wednesday.     Local experts have warned of flash flooding, with the possible dangers of mudslides and landslides.     Koppu would bring heavy rain to most parts of southwestern Guangxi Zhuang Autonomous Region, Hainan and Guangdong during the next two days, China's central observatory said.

BEIJING, Oct. 14 (Xinhua) -- China on Wednesday proposed closer cooperation among members of a regional security group to tackle the world economic recession.     "Confronted with the global financial crisis and aiming at a steady economic growth, member states of Shanghai Cooperation Organization (SCO) should work together and seek mutual benefit," Chinese Vice Premier Li Keqiang told a SCO business forum in Beijing.     The SCO was founded in 2001 to enhance security cooperation among its six member states, namely, China, Russia, Uzbekistan, Tajikistan, Kyrgyzstan and Kazakhstan. Mongolia, India, Iran and Pakistan are observers to the regional group. Instead, it offered more opportunities for them to work together," Li said, citing the fact that SCO members are complementary in economies and have an increasingly-connected market.     Although the total population and territories of SCO member states amounted to a quarter and one fifth of the world's total, their overall economic scale and trade volume made up only the world's 11 percent or 10 percent respectively, Li said.     "Thus, there is a huge potential for SCO member states to expand economic and technology cooperation," Li said.     He called for SCO member states to carry out the joint actions to deal with the global slump and accelerate the process of trade and investment liberalization.     He proposed promoting the projects that involved and benefited multiple parties, building infrastructure networks of transportation, communications and energy.     It was necessary to step up cooperation in modern agriculture, emerging industries, high-tech and social welfare so as to benefit the people, Li said.     He vowed that China will unswervingly pursue the path of peaceful development, take a more active part in SCO affairs, fully participate in regional economic and regional cooperation in a bid to work for the welfare of 1.5 billion people within the SCO member states.     The business forum was an important event under the framework of the eighth SCO prime ministers' meeting, which took place on Wednesday.

ANCHORAGE, Sept. 12 (Xinhua) -- Top Chinese legislator Wu Bangguo on Saturday met with Alaska Governor Sean Parnell here before winding up his week-long official goodwill visit to the United States.     Wu, chairman of the Standing Committee of China's National People's Congress, said he was glad to have Alaska as the final stop in his visit to the United States.     Apart from meeting with U.S. government and parliament officials, Wu said he also conducted comprehensive contacts with people from all walks of life in the U.S. during his stay.     The major topics included how to strengthen the Sino-U.S. cooperation, how to join hands to face challenges and how to realize common development of the two countries, Wu said. BEIJING, Sept. 28 (Xinhua) -- China's Ministry of Commerce (MOC) issued a statement late Monday saying it would approve U.S. automaker General Motors Co.'s (GM) plan to buy part of parts supplier Delphi Corp, but set conditions on the deal to avoid restricting competition.     The approval came after an anti-monopoly probe by the MOC into the deal last week and negotiations with the two companies over the deal conditions, aimed to avoid exclusion or restriction of competition, according to the statement.     The conditions include a ban on GM and Delphi exchanging trade secrets on Delphi's other Chinese customers, to prevent GM from getting confidential and competitive information.     Delphi should also maintain the timeliness and quality of supplies indiscriminately to the other domestic automakers, at market prices.     The ministry said it had discussed with the two companies its concerns on competition, and GM and Delphi had come up with solutions.     According to a Dow Jones report Monday night, authorities in the U.S. and E.U. had earlier given their approval for the deal, after Delphi, GM's former parts division, received approval from a U.S. court to sell assets to its lender and GM.     The report said this would clear the way for the auto-parts supplier, which operates 17 wholly-owned entities and joint ventures in China and 21 manufacturing sites, to end its four-year stay in bankruptcy.     Under China's anti-monopoly law, mergers and acquisitions that could impact the domestic market must undergo an anti-monopoly review.
