BEIJING, May 19 (Xinhua) -- The Chinese government has given priority to the rebuilding and repairing of residential houses during post-quake reconstruction in northwestern Yushu.A 7.1-magnitude earthquake struck Yushu Tibetan Autonomous Prefecture in northwest China's Qinghai Province on April 14, leaving at least 2,200 dead."Houses that are repaired must be repaired in a timely manner. For those that are to be rebuilt, residents' wishes regarding house style must be respected," the statement released after a regular State Council meeting on Wednesday said.The statement noted the difficulties the reconstruction work faces: cold weather, low oxygen-levels, a fragile ecosystem, and inadequate construction resources.According to the statement, the country plans to spend three years finishing the "main reconstruction task."The government vowed to build the "safest and most stable" schools and hospitals in the quake zone while protecting local ethnic and religious cultural heritage.

BEIJING, April 13 (Xinhua) -- China's housing authorities on Monday urged local governments to put more efforts into the building of low-income housing.The national goal for 2010 is to build 3 million apartments for low-income families, renovate 2.8 million in urban shantytown areas, and expand renovation of dilapidated houses in rural areas, an unidentified official with the Ministry of Housing and Urban-Rural Development (MOHURD) told a teleconference.The ministry urged governments at all levels to strictly implement preferential policies in land provision, funding, tax reduction and credit support for low-income housing projects, to ensure the realization of the annual construction goals.MOHURD also called for efforts to curb the precipitous rise of housing prices in some cities by increasing the supply of small and medium-sized houses and to rein in the speculation on rising house prices.

GUANGZHOU, May 16 (Xinhua) -- A senior official of the Communist Party of China (CPC) has called for more efforts in improving the country's innovation capabilities to accelerate the transformation of economic growth pattern.Li Changchun, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, made the remarks while making an inpsection tour to south China's Guangdong Province from Thursday to Sunday."Indigenous innovation is the way out for an expedited transformation of the economic growth pattern," said Li, who told the local government officials to persist in the transformation of the economic growth pattern as a key element and strategic step in implementing the scientific outlook on development.Li called on the local authorities to make great efforts in expanding the culture sector and get inspriration from doing so to keep improving quality and efficiency of economic development, trying hard to find new ways for China's sound and fast development of economy and society in the post-crisis era after the global financial downturn.Li hoped Guangdong to pay equal emphasis on construction of iconic cultural projects and on building of cultural life at grassroots level. BEIJING, June 6 (Xinhua) -- The Communist Party of China (CPC) Central Committee and the State Council, China's Cabinet, on Sunday jointly issued the country's Medium and Long-term Talent Development Plan (2010-2020), which sets a blueprint for creating a highly skilled national work force.The plan says as part of China's modernization process, people's education must be improved. China has to transform itself from being labor-rich to talent-intensive.The plan aims to increase the ratio of citizens with a higher education background in the work force from 9.2 percent in 2008 to 20 percent by 2020.The plan lists six major categories of "talent" that the government will help cultivate, ranging from political leaders, entrepreneurs to high-tech researchers and professional social workers.By 2020, more than 85 percent of government officials will have four years of college education, it says.The government will conduct large-scale training programs to encourage more college graduates to work in China's rural areas to help local farmers live a better life, the plan says.In terms of professional social workers, the plan says the government will put measures in place to train about 3 million social workers by 2020.

NANNING, April 3 (Xinhua) -- The government of south China's Guangxi Zhuang Autonomous Region issued a fire ban Saturday ahead of the upcoming Tomb-sweeping Day, in a bid to prevent forest fires against the backdrop of a prolonged drought.According to the ban, tomb-goers are forbidden to burn paper money or incenses and to set off fireworks in forest zones from April 3 to 17.They are also banned from burning straws, leaves, charcoal and others in forest zones.Violators will be fined or even detained and prosecuted, according to the ban.As of Wednesday, the drought, which began in southwestern China last year, has left 19.4 million people with water shortages and affected 6.48 million hectares of farmland in Yunnan, Guizhou, Sichuan, Guangxi and Chongqing, according to the State Flood Control and Drought Relief Headquarters.It is a tradition for Chinese to visit family graves during the Qingming or Tomb-sweeping Day, which falls on April 5 this year. Memorial activities range from burning paper money to setting off fireworks.In 2008, the government made Tomb-sweeping Day an official holiday in response to public appeals.
