SAN DIEGO (CNS) - The San Diego City Attorney's Office Thursday urged families with guns in the home to practice proper firearm safety while self- quarantining to keep the weapons out of the hands of children.With stay-at-home orders issued at the state and local levels, and schools closed down due to the COVID-19 pandemic, City Attorney Mara Elliott's office said gun safety is paramount."When you have guns and children in the home and do not practice safe storage, you are increasing the risk that someone will be accidentally shot," Elliott said. "Children are very resourceful when it comes to locating things their parents thought they'd never find. When they find a gun, it often leads to tragedy."The city's Safe Storage of Firearms Ordinance, which was authored by Elliott and went into effect last year, requires San Diego gun owners to store firearms in a locked container or to secure guns with a trigger lock unless they are in the immediate control of an authorized user.The City Attorney's Office said trigger locks and gun safes are readily available for purchase online and that all guns sold in California after Jan. 1, 2002, were required to come with a free trigger lock.Elliott's office said 4.5 million children nationwide live in homes with one more loaded and unlocked firearms.Firearm retailers nationwide have seen an uptick in firearm sales amid the coronavirus pandemic, and it remains unclear whether gun stores might be ordered to close locally.In one of the county's coronavirus-related briefings, Supervisor Nathan Fletcher said firearm stores were not considered essential businesses that should remain open per the state's stay-at-home order.Earlier this week, San Diego County Sheriff Bill Gore said his office was awaiting further guidance from the governor's office, and would not force gun stores to close in the meantime, citing a concern that doing so would push consumers to purchase guns on the black market.On Wednesday, Gov. Gavin Newsom decided that he would defer to the state's sheriffs "on whether gun stores are essential businesses that should remain open under his (COVID-19-related) executive order," Gore noted in an updated statement released Thursday afternoon.The sheriff said he would not ask gun stores to close, but advised that they take San Diego County's public health orders regarding public gatherings and social distancing into consideration while they do business.Gore said gun retailers should "look at alternative sales options, which might include scheduling appointments," in order to comply with county health guidelines and prevent long lines from forming outside of gun stores.The sheriff also urged county residents to only buy guns through federally licensed dealers. 2752

SAN DIEGO (CNS) - San Diego County public health officials Saturday reported 529 newly confirmed cases and four additional deaths from COVID-19, bringing the county's totals to 29,577 cases and 565 deaths.Three new community outbreaks of COVID-19 were identified Friday, raising the number of outbreaks in the past week to 40. One outbreak was in a restaurant/bar, another in a gym, the other in a government setting.The number of outbreaks far exceeds the county's goal of fewer than seven in a seven-day span. A community setting outbreak is defined as three or more COVID-19 cases in a setting and in people of different households.Of the 9,161 tests reported Friday, 6% were positive. The 14-day rolling average percentage of positive cases is 5.4%. The state's target is fewer than 8% of tests returning positive.Of the total positive cases, 2,551 -- or 8.6% -- required hospitalization and 650 -- or 2.2% -- were admitted to an intensive care unit.The four people whose deaths were reported Friday were men who died between July 24 and July 31. Their ages ranged from 55 to 82. All had underlying medical conditions, as have 95% of those who have died from the illness.According to county data, 57% of adult San Diego County residents have underlying medical conditions such as high blood pressure, heart and lung disease, cancer, diabetes and obesity. These conditions put such people at higher risk for serious illness should they contract COVID-19.Of the total hospitalized during the pandemic due to the illness, 71% have been 50 or older. The highest age group testing positive for the illness are those 20-29, and that group is also least likely to take precautionary measures to avoid spreading the illness, a county statement said."Some San Diegans think they're not going to get sick and therefore are not following the public health guidance," said Dr. Wilma Wooten, the county's public health officer. "What they don't realize is that they could get infected and pass the virus to others who are vulnerable."An amendment to the county's public health order, which went into effect Wednesday morning, now requires all employers to inform employees of any COVID-19 outbreaks or cases at a place of business. Previously, the county recommended employers disclose outbreak information but did not require it."We are continually adjusting and making refinements," Fletcher said. "We believe most entities are acting responsibly, but this will ensure employers inform their employees."Speaking at the county's daily coronavirus briefing on Wednesday, Fletcher and county Supervisor Greg Cox said the county is rapidly attempting to recruit more Spanish-speaking contact tracers and investigators and increase testing in the South Bay, where communities are reporting the highest rates of COVID-19 in the county. The percentage of Latino contact tracers and investigators hired by the county is currently 25%.The head of the Chicano Federation of San Diego County was critical of the county's response, saying it had not taken actions to reflect its demographics in contact tracers -- an inaction that could be exacerbating cases and reporting in the county's Latino population."We were told repeatedly that the county was working diligently to hire people from the community to serve as contact tracers, and that they were being intentional about making sure contract tracers and investigators were representative of the community. They lied," Chicano Federation CEO Nancy Maldonado said in a statement Wednesday."The County of San Diego has failed Latinos at every step of this pandemic," she said. "Lives have been destroyed because of failed leadership. The response from the county has been irresponsible -- and San Diego County's Latino community is paying the price."Latinos make up 61% of those hospitalized in the county from the virus and 45% of the deaths. They compose around 35% of the county's population.Cox and Fletcher also said they would bring a plan for a safe reopening compliance team before the full Board of Supervisors. SAN DIEGO (CNS) - The San Diego County Board of Supervisors Wednesday heard a proposal to reduce light pollution in two rural communities.The proposed amendment to the county's Light Pollution Chapter ordinance would cover the Julian and Borrego Springs Community Planning Areas.Both would be considered "Zone C" to receive a Dark Sky Community designation, which is generally more restrictive, according to a presentation at Wednesday's board meeting.Along with unanimously approving the ordinance amendment on first reading, the board also found it to be exempt from the state's Environmental Quality Act, as it does not affect land use or density.It would also support Julian in becoming an International Dark Sky Community and update Borrego Springs' light pollution standards.The board will consider formal adoption at its Nov. 18 meeting. If approved, the amended ordinance would take effect in January.Zone C is generally more restrictive and limits total amount of light per acre and has more restrictive standards for signage or nighttime sports.Proposed changes would include new lighting standards (for color type, levels and shielding) and sign illumination. The county would give existing developments 10-year grace period to come into compliance.Dark skies are important to astronomers for better viewing in rural communities, along with businesses that benefit from related tourism.
