TIANJIN, May 13 (Xinhua) -- Premier Wen Jiabao said Thursday that establishing a strategic relationship of cooperation between China and the Arab states was in the interests of all sides.In a meeting with Secretary General of the League of Arab States Amre Moussa in north China's Tianjin, Wen said the sides would discuss establishing the relationship.The fourth Ministerial Meeting of the China-Arab Cooperation Forum, which began Thursday, was attended by foreign ministers or representatives of China and Arab states and Amre Moussa.Wen said the new relationship was conducive to peaceful international development. The 4th Ministerial Conference of the China-Arab Cooperation Forum is held in China's northern port city of Tianjin, on May 13, 2010.China and the Arab states began to describe their relationship as a "new partnership" at the forum's second ministerial meeting in 2006.Wen said he believed more achievements would be made in the development of China-Arab ties, and the ministerial meeting would be a success.He hailed the forum's role in advancing China-Arab relations, saying it had become an important platform for dialogue and practical cooperation.The relationship set a good example for diverse civilizations to learn from each other, make exchanges, and seek common development, he said.Moussa said the Arab states hoped to carry out more exchanges and cooperation with China, in the hope of reinforcing political and cultural contacts, and cementing economic and trade cooperation through the mechanism of the forum.Moussa spoke highly of China's positive and constructive role in the Middle East issues.

NANNING, April 3 (Xinhua) -- The government of south China's Guangxi Zhuang Autonomous Region issued a fire ban Saturday ahead of the upcoming Tomb-sweeping Day, in a bid to prevent forest fires against the backdrop of a prolonged drought.According to the ban, tomb-goers are forbidden to burn paper money or incenses and to set off fireworks in forest zones from April 3 to 17.They are also banned from burning straws, leaves, charcoal and others in forest zones.Violators will be fined or even detained and prosecuted, according to the ban.As of Wednesday, the drought, which began in southwestern China last year, has left 19.4 million people with water shortages and affected 6.48 million hectares of farmland in Yunnan, Guizhou, Sichuan, Guangxi and Chongqing, according to the State Flood Control and Drought Relief Headquarters.It is a tradition for Chinese to visit family graves during the Qingming or Tomb-sweeping Day, which falls on April 5 this year. Memorial activities range from burning paper money to setting off fireworks.In 2008, the government made Tomb-sweeping Day an official holiday in response to public appeals.

BEIJING, April 29 (Xinhua) -- China's parliament on Thursday adopted the Law on Guarding State Secrets and the amended State Compensation Law at the closing session.Wu Bangguo，chairman of the Standing Committee of the National People' s Congress, or the top legislature, presided over the closing of the four-day bimonthly session.Wu said, the amendment to the State Compensation Law will regulate the use of public power, protect legitimate rights and interests of citizens, legal persons and social organizations. The 14th session of the Standing Committee of the 11th National People's Congress (NPC) concludes in Beijing, capital of China, on April 29, 2010. Wu Bangguo, chairman of the NPC Standing Committee, presided over the concluding meeting.Wu said, the Law on Guarding State Secrets has made clear legal liability in guarding state secrets, which will help safeguard the state security and interests.The legislature also reviewed the report on migrant workers which stressed protecting the rights and interests of this group and improving social services for them. BEIJING, May 13 -- The proportion of China's GDP that goes toward wages has been shrinking for 22 consecutive years, a senior trade union official said on Wednesday.Zhang Jianguo, chief of the collective contracts department with the All-China Federation of Trade Unions (ACFTU), also warned that low pay, long working hours and poor working conditions for millions of workers are triggering conflicts and mass incidents, which pose a grave challenge to social stability.The proportion of the country's GDP that makes up wages and salaries peaked at 56.5 percent in 1983 and dropped to 36.7 percent in 2005, Zhang said."The proportion has not changed too much since then. In contrast, the proportion of returns on capital in GDP had risen by 20 percent during the period from 1978 to 2005," Zhang said in an interview posted on the ACFTU's website.The annual average wages of workers in urban areas had increased from 12,422 yuan (,819) in 2002 to 29,229 yuan in 2008, statistics from the National Bureau of Statistics showed.However, the gap between the rich and poor has been widening in the country and is also growing between urban and rural areas, different provinces and cities, as well as in different industries, he said.About one-quarter of respondents in the latest ACFTU survey said their incomes have not increased in the past five years, while 75.2 percent of them said that current income distribution is not fair.
