SAN DIEGO (CNS) - It was a big day for Democrats running for San Diego City Council.Tuesday's election brought about major change on the council, with five new faces joining the nine-member panel.While council races are technically nonpartisan, in recent years, council decisions have broken largely along party lines, with conservatives regularly outnumbered.-- In District 1, which has been represented by Democrat-turned-mayoral candidate Barbara Bry since 2016, Democrat Joe LaCava, a civil engineer and business owner, defeated small business attorney Will Moore, 61.8% to 38.2%.District 1 includes La Jolla, Del Mar Heights, Carmel Valley and University City.-- In District 3, Councilman Chris Ward vacated the seat to run for state Assembly. A Democrat, Ward has served since 2016. Democrat Stephen Whitburn, a community nonprofit director, defeated fellow Democrat Toni Duran to claim the seat.District 3 represents Balboa Park, Hillcrest, Downtown San Diego, North Park, Old Town, Normal Heights, Golden Hill, Little Italy and University Heights.-- In District 5, Democrat Marni von Wilpert, a deputy city attorney, defeated Republican Joe Leventhal, an attorney and small business owner. SAN DIEGO (CNS) - An emaciated dog found Friday in Bandy Canyon remains in critical condition but has shown some signs of improvement, the San Diego Humane Society's animal care staff reported today.A county resident brought the 2-year old male pit bull mix to the Humane Society's Escondido campus after finding him extremely dehydrated and cold, with pressure sores on his hips and knees. Humane Society veterinarians are working to feed and re-hydrate the dog slowly so as not to damage his body in its current fragile state.According to the organization, it could take between seven and 10 days for the dog to turn a corner and begin to recover. Humane Society staff are hopeful that will happen."When I found him he was extremely lethargic and weak,'' said Humane Society Law Enforcement Sgt. Lauren Monreal. "He's since received fluids, some electrolytes and ... even despite his horrible condition, he wags his tail.''The organization's Law Enforcement unit opened a felony cruelty investigation on Friday into the dog's abandonment and who may be responsible. SAN DIEGO (CNS) - A person at Morse High School was recently diagnosed with tuberculosis and may have exposed students and staff, the San Diego County Health and Human Services Agency announced Tuesday.HHSA is working with the San Diego Unified School District to notify those who were potentially exposed and provide TB testing. The dates of exposure are from Feb. 28 to March 13 of this year.Morse High School, in the Skyline area of San Diego, is currently participating in social distancing protocols due to COVID-19 and onsite TB screening will not be available.According to the HHSA, students who were identified as being potentially exposed to TB can get tested with their primary care provider. Students who do not have a medical provider should contact the county's TB Control Program at 619-692-8621 to arrange to arrange an appointment for a free test.School teachers and staff will be provided testing by the San Diego Unified School District.The disease is transmitted from person to person through indoor air during prolonged contact with an infectious person. Most people who are exposed to TB do not become infected."Testing is recommended for all those exposed to make sure they are not infected, since initial infection usually has no symptoms," said Dr. Wilma Wooten, the county's public health officer. "If a person is infected, early diagnosis and prompt treatment can prevent the infectious form of the disease."Symptoms of infectious TB include persistent cough, fever, night sweats and unexplained weight loss. People infected with the disease, or who are immunocompromised, may not show symptoms. It can be cured with antibiotics.Tuberculosis is not uncommon in the region but has been decreasing since the early 1990s and has stabilized in recent years.In 2013, a total of 206 cases were reported in the county, the lowest number since local TB cases peaked at 469 in 1993. There were 237 cases reported in 2017 and 226 in 2018. Last year, 265 residents were diagnosed with TB. SAN DIEGO (CNS) - A newly formed steering committee is working to drastically reduce the number of hepatitis C cases in San Diego County, it was announced Monday. The county's Health and Human Services Agency and the American Liver Foundation-Pacific Coast Division oversee the Eliminate Hepatitis C San Diego County Initiative steering committee, which also includes members of the public and private medical communities. The aim is to reduce new hepatitis C infections in the county by 80 percent and deaths by 65 percent by 2030. ``By joining forces and strengthening our local efforts, we expect to eliminate this curable disease as a public health threat and improve longevity and quality of life for people living with hepatitis C,'' said Dr. Wilma Wooten, the county's public health officer. The Centers for Disease Control and Prevention estimates that roughly 3 1/2 million people in the U.S. have hepatitis C. The county reported 3,112 new hepatitis C cases in 2017. Most complications from the infection develop over the course of two to three decades, but acute hepatitis C infections can develop within six months after exposure. ``Most people with hepatitis C might not be aware of their infection because they do not feel ill,'' said ALF-Pacific Coast Division Executive Director Scott Suckow. Hepatitis C is generally transmitted through exposure to blood, especially among people who inject drugs and share needles. The infection can also be spread via sexual transmission, but it isn't as common as blood exposure. CDC officials recommend that people born between 1945 and 1965, current and former injection drug users, people with known exposures to hepatitis C and recipients of blood transfusions and solid organ transplants prior to July 1992 get tested for the infection. The steering committee, which met for the first time last week, plans to present its plan to reduce hepatitis C contractions and deaths to the Board of Supervisors by the end of next year. County health officials have already suggested that the expansion of testing and treatment access should be a priority for the county going forward. ``There is no vaccine to prevent hepatitis C, but there's a cure, so we'll be working with our public and private partners to try to put an end to the virus in San Diego County,'' Wooten said. 2333
