SAN DIEGO (KGTV)- For the first time in decades, NASA is moving closer to sending people to the moon, or even Mars. Naval Base San Diego is playing a key role in that process.This week the USS John P. Murtha left Naval Base San Diego to test recovery efforts of NASA’s mock Orion capsule.“We’re going to ensure that once it comes down, once it hits that water, that everything from then on is totally safe,” says Retired Navy Pilot and President of the San Diego Air & Space Museum Jim Kidrick.The amphibious ship sends a crew into the Pacific Ocean, then uses smaller boats to guide the capsule back to the USS Murtha.The Orion has an environmental control system, a heat shield that can withstand 4,000 degrees Fahrenheit, radiation control and parachutes. NASA says the first recovery test aboard the USS Murtha was a success.“By the time they put people in that capsule its going to work flawlessly.” Naval Base San Diego will be removing the Orion test model from the USS Murtha and putting in on display tomorrow.10News will be there to give you a personal look at the capsule. 1095

SAN DIEGO (KGTV)- The DMV is apologizing for long wait times as they work through a new queuing system and problems with the REAL ID.Wait times (without an appointment) used to be under two hours, now they're closer to 4-5 hours. The DMV issued this statement to 10News:The issue is employees have to manually enter the ID number given to each customer, since a new system went online two weeks ago. The ID number consists of your initials and the last four digits of your phone number.The process prior was completely automatic.The other issue relates to the REAL ID. Employees are taking more time to explain to customers what they need to have in order to get the ID. SAN DIEGO (KGTV/CNS) – San Diego City Council Monday passed a proposal that bans Styrofoam and single-use plastics in a 5-3 vote. In July, the City Council Rules Committee voted 3-2 in favor of prohibiting the use and sale of containers and other items made with Styrofoam.The measure, proposed by Councilman Chris Ward, prohibits the use and sale of egg cartons, food service containers, coolers, ice chests, pool or beach toys, mooring buoys and navigation markers made partially or completely of polystyrene foam, commonly called by the brand name Styrofoam.The city's Environmental Services Department must also provide a list of safe, affordable alternatives to polystyrene products should the ban go into effect.Polystyrene products don't degrade the way more natural products do, taking hundreds of years to break down. Because of this long life span, marine and terrestrial fauna can and do mistake polystyrene for food."Our growing reliance on disposable plastic to fuel our ‘culture of convenience' is not without cost. Globally, an average of eight million tons of plastic ends up in the ocean," said Roger Kube, a policy adviser with the 5 Gyres Institute, when Ward introduced the proposal in May. "Once there, sunlight and currents shred plastic debris into smaller particles called microplastics, which absorb and concentrate toxic chemicals up the marine food chain and into our bodies. From plankton to fish, and to humans that eat seafood, plastic pollution is changing the very chemistry of life."Opponents of the ban claim it will have a disproportionately negative effect on local restaurants who may not be able to afford more expensive alternatives to polystyrene containers the way larger chain restaurants can. A study by the California Restaurant Association, San Diego Chapter, found that the ban could force small food service businesses to spend up to 145 percent more for polystyrene alternatives like compostable paper."We're opposed to the ban because polystyrene is a recyclable product," said Chris Duggan, the San Diego chapter's director of local government affairs. Duggan compared polystyrene's potential for reuse to that of an empty pizza box or a used paper plate and noted that polystyrene can be and is recycled into things like crown molding.Restaurant owners in City Council District 4, represented by Myrtle Cole, pushed back on the proposal Friday when they delivered more than 50 letters opposing the ban to Cole's district office. Restaurant owners in District 4 claim that Cole has not met with them despite multiple requests to voice their concerns."The impacts of Styrofoam and single-use plastics are permanent and threaten the health of San Diegans, wildlife, and industries critical to our region," Ward's office said. "Passing this ordinance puts us in line with other California cities on the issue to secure a safe, sustainable future for our marine environment, our children and their families." 2977

  

SAN DIEGO (KGTV)- Several trailers were set up at El Toyon Park in National City and will become a study site for a COVID-19 vaccine clinical trial, ran by UC San Diego.Drugmaker Johnson & Johnson is looking to enroll participants worldwide for phase three of its Janssen trial, including here in San Diego.UCSD will recruit the majority of the participants.The trial was scheduled to get underway on October 7th, but UCSD researchers now say they're looking at Friday as a start date."We hope to enroll about 2,000 people in San Diego, the study will be enrolling 60,000 people internationally," said Dr. Susan Little, a UCSD professor of medicine and principal investigator for the trial. "Eight Department of Defense trailers form the basis of our permanent vaccine site, vaccine clinic, in National City."Little said this will be a randomized, double-blind, placebo-controlled study to determine the vaccine's safety and efficacy."Does it reduce the frequency of COVID infection overall or the severity of COVID infection among study participants?" she said.Little said there is already a lot of data available from the past."This is the same vaccine vector that has been used for many other infectious diseases like HIV, Zika, Ebola," she said.Although the trial is open to all San Diego County residents who qualify, she said the focus would be on recruiting residents from the South Bay, which is why the clinic was set up in National City, instead of UCSD's La Jolla or Hillcrest locations."Communities of color have been harder hit in the sense they have higher rates of hospitalization, and many of them have higher rates of death, our hope was by placing the vaccine trial in a community that has higher rates of infection we could reach a more highly impacted community," she explained. "Those are populations that we hope will have a greater potential benefit from this vaccine."After concerns were raised over another trial that was later put on hold, UCSD worked with the Chicano Federation to ensure South Bay residents get the information they need to make an informed decision if they want to participate."We are putting safety as paramount for these studies, no study is going forward unless we are confident about the safety of the vaccine," said Little.The Janssen trial will be the third for UCSD to join. The Moderna trial is currently underway, and the AstraZeneca trial is on a national pause. 2430

  

SAN DIEGO (KGTV)-- As of today, it is illegal to live in your car in the city of San Diego. This controversial law took effect right after yesterday night's City Council vote. Homeowners in many San Diego neighborhoods said it is about some regulation is enforced. But homeless advocates called it a human rights violation. 10News met with two "van-lifers," as they called themselves. One of them was 39-year-old Jason Thorwegen. He said he is a Southern California native, who has been homeless since childhood."I started being homeless at the age of 8 years old," Thorwegen said. He admitted, it has not been easy, and that he is not perfect. But he never thought he would be in trouble, while trying to stay out of trouble, inside his van. Tuesday night, San Diego City Council approved the updated the Vehicle Habitation Ordinance, after residents complained about health and safety. "People who live in my neighborhood are defecating and urinating on the street, I see it. and I live it," one lady said at the Council meeting Tuesday.RELATED: San Diego City Council passes restrictions on living in vehiclesStarting Wednesday, living in a vehicle is illegal on city streets between 9 pm and 6 am unless parked in a designated Safe Parking Zone. "It's kind of disheartening, to be honest, to see that it's not as comprehensive as it could have should have been," Teresa Smith said. Smith runs the non-profit organization, "Dreams For Change," which provides 60 safe parking spaces throughout the city. The city currently has 120 spaces, with plans to offer more this year. "Even though as much as they try to say it was not around criminalization, I do not see how it is not," Smith said.10News also spoke to "van-lifer," Maria Ennis. She plans to get the ACLU on her side, to fight that the untimely law, is a human rights violation. "If they are making more parking lots, why don't they make the parking lots first? And then try to make that law?" Ennis asked.Thorwegen said the new lots would not change his lifestyle."I have anxieties that prevent me from living inside," Thorwegen said. He said he has non-combat-related PTSD and other illnesses. That is why started "Van for a Plan."The Go-Fund-me campaign asks people to donate old vans. He then converts them to be provided to clean, homeless veterans. "We want them to do the work, and that way, they can earn the vans," Thrrwegen said. He is working on his second van now. But now with this new ordinance, he is worried his efforts will become mute."What didn't help was when people made it illegal for me to be. You know, illegal for me, to be," Thorwegen said.The city said officers would first have to be trained about the new ordinance before issuing tickets. But Smith anticipated people would likely find other ways to avoid the consequences."So one of the issues we suspect is going to start, is people will start moving right outside the city limits. So the surrounding communities will start seeing the impact of the city ordinance," Smith said. 3028
