CHENGDU, May 26 (Xinhua) -- China's top legislator Wu Bangguo arrived in Chengdu, capital of quake-hit Sichuan province Monday, where he visited a hospital and a distribution center of relief materials.     Wu, chairman of the Standing Committee of the National People's Congress, immediately went to the General Hospital of the Chengdu Military Command Area upon his arrival. "You have created miracles of life. People across the country are thinking of you and hoping you to recover as early as possible. Let's believe no difficulty will stop us once we join hands," he said.     Wu thanked doctors and nurses at the hospital for working day and night to save lives.     He then went to the Chengdu Railway Station, which has become an important distribution center of relief materials from home and abroad.     Wu talked with volunteers working at the station. "Coming from every corner of the country, you are an important force in the quake relief efforts. I hope relief materials could be delivered to thousands of needy people through your hard work."

BEIJING, Sept. 22 (Xinhua) -- China's chief quality supervisor Li Changjiang stepped down Monday afternoon with the approval of the State Council after tainted dairy products sickened tens of thousands of infants and killed three.     Wang Yong, former deputy secretary-general of the State Council, replaced him as the director of the General Administration of Quality Supervision, Inspection and Quarantine (GAQSIQ).     Li was the highest ranking official brought down so far by the dairy product contamination scandal.     Across the country, about 13,000 babies remain in hospital after falling ill from melamine-tainted milk powder, and nearly 40,000 others were also sickened but had been cured, according to the Ministry of Health on Sunday.     Wu Xianguo, the Communist Party chief of Shijiazhuang City, the epicenter of the national dairy industry tremor in northern Hebei Province, was also sacked on Monday.     Before Wu, Mayor Ji Chuntang and Vice Mayor Zhang Fawang as well as three other responsible city officials were sacked after locally-based Sanlu Group became the first dairy producer under the spotlight in the scandal.     The latest government personnel reshuffle, together with the resignation of Shanxi governor Meng Xuenong following a deadly landslide triggered by the collapse of an illegal mining dump, sent a strong signal of the central government's resolution to hold relevant officials accountable for severe production and quality incidents, said professor Wang Wei of the National School of Administration.     "Such a system is especially crucial to the building of a service-oriented government as the public, impressed with the Olympic efficiency of the governments at various levels, expect officials to retain quick-response and effective," Wang said.     Under the Civil Servants Law effective as of 2005 and the State Council Regulations on the Punishment of Civil Servants of Administrative Organs enacted last April, heads of administrative organs who fail to fulfill their duties and cause avoidable severe accidents will face removal and severer punishment.     A State Council decision released on Monday defined the Sanlu milk powder issue as a "sever food safety incident".     Wu, who doubled as member of the Standing Committee of the Hebei Provincial Committee of the Communist Party of China, was removed for delaying the reporting of the issue to higher authorities and incompetence in the disposition.     Li resigned taking the blame for supervision default.     Professor Wang found Li's resignation "no wonder". "With tightened and more efficient supervision, pathogenic dairy products would find no way to get out of the production lines," he said.     A combined result from purposeful cover-up of the producer and supervision default, the contamination scandal didn't emerge until Autumn.     Wang Yuanping from Taishun City of Zhejiang reportedly lodged a complaint to Sanlu in May, suspecting that his 13-year-old daughter developed kidney stone after drinking its milk powder.

DUSHANBE, Aug. 28 (Xinhua) -- Leaders attending the Shanghai Cooperation Organization (SCO) summit in the Tajik capital issued a joint declaration Thursday on security, energy and several other issues.     The declaration was signed by Chinese President Hu Jintao, his Russian counterpart Dmitry Medvedev, Kazakh President Nursultan Nazarbayev, Kyrgyz President Kurmanbek Bakiyev, Tajik President Emomali Rakhmon and his Uzbek counterpart Islam Karimov.     ON USE OF FORCE     The leaders agreed that any attempt to solve problems by merely resorting to force could not work and would only hinder a comprehensive settlement of local conflicts, the declaration said.     A comprehensive solution to existing problems can be found only by taking into account the interests of all parties involved and including them all in the negotiation process rather than isolating any of them, said the declaration.     Any attempt to strengthen a country's own security at the expense of that of others is detrimental to maintaining global security and stability, it said.     On the issue of South Ossetia, the SCO members expressed their deep concerns over the tension triggered by the South Ossetia conflict, and called on relevant parties to solve existing problems peacefully through dialogue, strive for reconciliation and push for negotiations. BEICHUAN, Sichuan, May 16 (Xinhua) -- Thirty-three more survivors were pulled out of debris in Beichuan county in southwest China on Friday as rescue efforts entered the fourth day since the 7.8-magnitude earthquake on Monday.     The total number of survivors saved in Beichuan in Sichuan Province rose to 13,595, rescuers said.     Beichuan, a county of about 160,000 people, is one of the worst-hit region, with 80 percent of the buildings collapsed and at least 7,000 lives lost.     A 46-year-old survivor, Peng Zhijun, had lived on cigarettes, paper napkins and his urine when he was buried in the rubble in the past four days. He was still sober-minded almost 100 hours after the quake.     Doctors said he suffered bone fractures in the left arm and slight injuries in the legs, but the other parts of his body were basically in good condition.     "Natural disasters cannot be avoided. I had to save me from myself," Peng told reporters Friday evening. I only weigh 65 kilograms and they carried me by turns on their backs, walking miles to reach the medical station," said Deng.     The death toll in Sichuan alone exceeded 21,500 while 14,000 others remained buried as of 4 p.m. Friday, vice provincial governor Li Chengyun said at a press conference.     He said that 159,000 people were injured in the massive earthquake and 4.8 million people had been relocated.     Friday's death toll rose by about 2,000 from that of Thursday.     Sichuan had experienced 4,432 aftershocks in the past four days, Li said.     The national death toll from the earthquake rose to 22,069 as of 2 p.m. Friday, while 168,669 people were injured, the latest government statistics show.     In addition to the deaths in Sichuan, 364 were killed in Gansu Province, 109 in Shaanxi Province, 15 in Chongqing Municipality, two in Henan Province, one in Yunnan Province and one in Hubei Province.     The central government allocated another 1.17 billion yuan (167million U.S. dollars) to the relief fund for quake-hit areas on Friday. This brought the disaster relief fund from the central budget to 3.41 billion yuan.     Public donations in both cash and goods to the quake-hit areas rose to 3.175 billion yuan as of 4 p.m. Friday, according to the Ministry of Civil Affairs.     China has mobilized more than 130,000 troops for rescue operations, who were desperate to excavate survivors despite the passing of the prime time for survivors' rescue -- 72 hours after the quake.     Foreign rescue teams from Japan, Russia, the Republic of Korea and Singapore have arrived in Sichuan to aid the disaster relief efforts.
