LIMA, Nov. 21 (Xinhua) -- Chinese President Hu Jintao on Friday gave a brief outline of the country's future development to the business community of the Asia-Pacific Economic Cooperation (APEC).     Addressing the APEC Chief Executive Officers (CEO) Summit, Hu said China will continue to follow the Scientific Outlook on Development by putting people first and making development comprehensive, balanced and sustainable.     "We will unswervingly pursue reform, improve the socialist market economy and build systems and institutions that are dynamic, efficient, more open and conducive to scientific development," Hu said.     China will follow a new path of industrialization with Chinese characteristics and transform the mode of economic growth, he said. Hu said here Thursday that China is willing to make concerted efforts with Latin American countries to establish a comprehensive cooperative partnership of equality, mutual benefit and common development    Instead of relying heavily on higher consumption of resources, China will achieve development by making scientific and technological progress, improving the quality of the workforce and developing innovative management, he added.     Since the beginning of this year, China has taken robust measures to address the complex changes in the international economic environment and the severe challenges of major natural disasters.     "We have strengthened macroeconomic regulation in a timely way," Hu said, adding "The fundamentals of the Chinese economy have not changed."     "The steady and relatively faster economic development in China is in itself a major contribution to upholding international financial stability and promoting world economic development," he emphasized.     Between January and September this year, China's gross domestic product grew by 9.9 percent and the three major demands of investment, consumption and export all grew by over 20 percent.     However, since September, with the spread and development of the financial crisis, difficulties confronting China's economic development have become more and more obvious, Hu said.     The growth rate of China's export has begun to decline and industrial production and corporate profits have been adversely affected to varying degrees, he added.     "In view of this and in order to boost economic development, the Chinese government has strengthened macroeconomic regulation in a timely way and decided to follow a proactive fiscal policy and a moderately easy monetary policy," the president said.     China has lowered the required reserve ratio, cut the deposit and lending rates and eased the corporate tax burdens, he added.     China has recently adopted even stronger measures to generate greater domestic demand, Hu said.     He said the central government has decided to invest an additional 100 billion yuan (14.6 billion U.S. dollars) this year to accelerate projects related to people's livelihood, infrastructure, the eco-environment and post-disaster reconstruction.     This is expected to generate a total of 400 billion yuan (58.4 billion dollars) of investment nationwide, he pointed out, adding between the fourth quarter this year and the end of 2010, investment in these projects alone will reach nearly 4 trillion yuan (584 billion dollars).     Implementation of these measures will give a strong impetus to China's economic development, Hu said.     Hu arrived here on Wednesday for a state visit to Peru and the Economic Leaders' Informal Meeting of APEC scheduled for Nov. 22-23.

BEIJING, Dec. 12 (Xinhua) -- Chinese President Hu Jintao has vowed the Chinese people will, as always, work together with the international community to promote healthy development of the human rights cause in the world.     Hu made the remarks in a letter to the China Society for Human Rights Studies on the occasion of the 60th anniversary of the publication of the Universal Declaration of Human Rights.     He said China will strengthen international cooperation, as it has always done, in the human rights field to make its due contribution to the building of a harmonious world featuring lasting peace and common prosperity.     China, however, will base its human rights development on the basic situation of the country while acknowledging the universal value of human rights, Hu said in the letter.     The country will prioritize people's rights to existence and development in its socialist modernization drive and ensure, in accordance with law, the equal rights to participation and development of all society members, Hu said, stressing the principle of "people first".     Citing the enshrinement of human rights in the Constitution, Hu said the country has recorded a new chapter of human rights development since the founding of New China and especially since the reform and opening-up 30 years ago, which has been witnessed by the whole world.

BEIJING, Oct. 26 (Xinhua) -- China's economy was on sound track but prospects were complicated by the world economic slowdown, said Zhou Xiaochuan, governor of China's central bank, on Sunday.     In a report Zhou made to the fifth session of the Standing Committee of the 11th National People's Congress (NPC), he said the country's economy was developing as expected, but the world economic slowdown added uncertainties to its prospect.     "Our economy is highly reliant on overseas demand. Slacking exports resulted from the global economic slowdown would have a negative impact on the economy," he said.     He suggested the country need to be cautious in adjusting policies because there are both possibilities of cost-driven price rises and possibilities of continuous price falls in the future.     "Currently, inflation pressure mainly comes from rising cost," he said.     He said in the world, more and more economies began to shift their policies from curbing inflation to boosting economic developments amid a world economic recession. The international commodity price is expected to enter a new round of rise.     According to him, the PBOC will adopt flexible and prudent macro-control policies to strive for the stability of the country's financial sectors and promote sound and rapid economic growth.     Zhou said efforts would go to other specific fields, including establishing financial risk monitoring mechanism, enhancing cooperation among domestic and overseas financial organs, and ensuring liquidity in the banking system.     He also urged strengthening foreign exchange management through enhancing cross-border capital flow management and supervision, in a bid to avoid losses and risk caused by speculation activities.     The central bank would keep a close look over the real estate sector and improve financial services in this sector, he added.     Zhou said that the impact of the world financial crisis on China's economy cannot be underestimated. However, the country's economic situation is sound as a whole, and is capable to effectively resist the external impact.     China's financial sectors have grown stronger after years of development. The profit-earning and risk-resistance abilities have been greatly improved, market liquidity is sufficient, and the financial system is sound and safe, he explained.     The fifth session of the Standing Committee of the 11th National People's Congress (NPC) opened its second plenary meeting Sunday morning. Wu Bangguo, chairman of the Standing Committee of the NPC, attended the meeting.

  

BEIJING, Nov. 11 (Xinhua) -- Chinese officials led by President Hu Jintao on Tuesday marked the 110th anniversary of the birth of Liu Shaoqi, late President and Communist leader who was prosecuted and died during the Cultural Revolution.     "We are gathered here with deep respect to remember his contribution to the independence and liberation of China, the development of the country and welfare of the people," said Hu at the ceremony.     State leaders Jia Qinglin, Li Changchun, Xi Jinping, Li Keqiang,He Guoqiang and Zhou Yongkang attended the ceremony presided over by Premier Wen Jiabao.     Liu worked hard for the cause of Party and people all his life, making great contribution to the revolution and construction of socialism in China, Hu said.     Born in 1898, Liu joined the Communist Party of China (CPC) at the age of 23 and led several important trade union strikes in the1920s.     He marched with the Red Army in the Long March (1934-1936) but, in the middle of it, he was sent to north China that was ruled by then Kuomintang government and led the underground resistance to the Japanese invasion.     In 1945, Liu was elected a member of the CPC Central Committee Political Bureau and a Central Committee secretary.     When the People's Republic of China was founded in 1949, Liu was elected the vice chairman of the central government. He was president from 1959 to 1968 and introduced many pragmatic economic policies.     Liu was removed from all his positions in 1968 during the Cultural Revolution and died in 1969, denounced as a traitor and an enemy agent. In 1980, his reputation was rehabilitated.     "We shall learn from his thoughts, way of working and virtue that would encourage all Party members and people to have confidence and work hard to carry on the cause of revolutionaries of older generations," said Hu.     He urged people to learn from Liu to be loyal to the Party and the people, to always seek truth from facts, to be open to innovation, to be good at applying Marxist principles in China's reality, to be willing to correct mistakes, to put Party and people first and to serve the people heart and soul.     Hu recalled Liu's great and glorious life and praised his achievements, Wen said. "It is of great significance to guide the people to inherit the ideal of older revolutionaries and create a new stage of socialism with Chinese characteristics."

  

KUWAIT CITY, Dec. 29 (Xinhua) -- Visiting Chinese Vice Premier Li Keqiang and Kuwaiti Prime Minister Sheikh Nasser Al-Mohammad Al-Ahmad Al-Sabah agreed to expand economic and energy cooperation between the two countries during their meeting here on Monday.     "China and Kuwait should form a lasting, stable and comprehensive partnership concerning the energy area," Li told the Kuwaiti prime minister, according to a press release from the Chinese Foreign Ministry.     Li said the two sides should deepen cooperation in the energy industries and study ways of joint exploration of both upstream and downstream industries.     He called on both sides to expand cooperation on infrastructure and telecommunication, increase contacts of people, and promote exchanges in the areas of finance, agriculture, science and technology and culture, in a bid to jointly respond to the change of global economic environment.     Li also said China always sees its relations from a strategic perspective with the Gulf Cooperation Council (GCC) and its six members, including Saudi Arabia, the United Arab Emirates, Oman, Qatar, Bahrain and Kuwait.     China is willing to further high level visits, enhance political mutual trust, broaden substantial cooperation and promote peace and stability in the Gulf region, Li said.     Nasser said Kuwait and China have witnessed a strong growth of bilateral trade volume this year, and taken a big step in energy cooperation.     Citing the current global financial crisis, he pledged that Kuwait is ready to further enhance cooperation with China in various fields, adding that Kuwait welcomes Chinese products and enterprises to enter the Kuwaiti market to realize common development.     The Chinese vice premier also visited oil facilities in Kuwait and met with major figures of the oil industry to get a better knowledge of the Gulf Arab state's oil industry and the progress of China-Kuwait energy cooperation.     China and Kuwait renewed their record of bilateral trade volume in 2007 with 3.6 billion U.S. dollars, according to official statistics, a 30-percent growth compared with that of 2006.     China imported 2.3 billion dollars worth of goods from Kuwait in 2007, with 90 percent of oil products, while only exporting 1.3billion dollars of goods to Kuwait.     Li and Nasser also hailed the sound state-to-state relations between China and Kuwait.     Li said relations between China and Kuwait, the first Gulf state to establish diplomatic ties with China, feature "deep friendship between the two peoples, all-along mutual political trust and equal respect."     Expressing his appreciation of Kuwait's support in the issues concerning China's major interests, he said China supports Kuwait's independence, sovereignty and territorial integrity.     Nasser acknowledged that China was also the first big power to recognize the independence of Kuwait.     Nasser said the Kuwaiti people have been always cherishing a friendly affection towards the Chinese people, and will never forget the firm support and help from the Chinese people.     Kuwait is the final leg of Li's 11-day overseas visit, his first foreign visit since he took office as vice premier in March, which has also taken him to Indonesia and Egypt.
