SAN DIEGO (KGTV) — A decision regarding the release of a sexually violent predator into Jacumba Hot Springs has been delayed.A judge said he still needed to look at alternatives after researching the proposed home at 45612 Old Highway 80 in Jacumba Hot Springs where 60-year-old Michael Poulsom would live if released. After listening to testimony, the judge says he’s not ready to make a decision about whether to grant his petition to be released from a mental hospital.Poulsom was convicted on three separate occasions, including twice in San Diego, for sex crimes involving children. He was sentenced to 15 years in prison in 1995, but committed to a state hospital as a SVP, a designation for sthose convicted of a sexually violent offense and diagnosed with a mental disorder. In Poulsom's case, he was diagnosed with pedophilia disorder.He has since petitioned for his release into a conditional release program for sex offenders. Doctors have medically cleared the release.RELATED: Bill introduced to keep sexually violent predator hearings open to publicAmong those that testified today was County Supervisor Dianne Jacob, who represents the area where Poulsom would be released. She says there has to be other areas he can go."Where are the other 700 places they checked out. I question that and I question if they checked out over 700," Jacob said.This hearing comes just after the court of appeals threw out a judge’s decision that would have freed the man known as the “Bolder than Most Rapist,” Alvin Quarles. Quarles was charged in more than 50 rapes, robberies, and burglaries in the 80s. His victims have fought to keep him away from the community.In Poulsom's case, the judge did not give a timeline as to when he will makes his decision.City News Service contributed to this report. 1809

SAN DIEGO (KGTV) -- A 65-year-old woman was rushed to the hospital after being struck by a vehicle in Serra Mesa on Christmas eve. According to police, the incident happened just before 8 p.m. at the intersection of Ruffin Road and Village Glen Drive near the Village Glen Apartments. Police say the woman was crossing the street when she was struck by a 16-year-old driver. The woman was rushed to the hospital with major injuries. The teen remained at the scene after the crash. SAN DIEGO (KGTV) - "81 percent of people get a mild form of this disease; I'm one of them," says Dr. Eileen Natuzzi. The Encinitas surgeon is still a bit weary after 16 days of self-quarantine from coronavirus symptoms. She retired in November after 25 years as an acute care surgeon but spends her time now in the Solomon Islands volunteering her services in undeserved communities. It was just over two weeks ago when she felt her symptoms coming on. "When I was returning from the Solomon Islands, I started to experience some chills, a little bit of a fever, and just a slight cough," says Dr. Natuzzi. She flew home a day early and got progressively sicker, with nausea, and intestinal issues. She spoke with a friend who's an infectious disease specialist and two ER doctors. "They said, 'Well, it sounds like you have it, but you're probably not sick enough to be tested at this point in time.'"Dr. Natuzzi was never able to get the test. But as of this week, she's back on her feet and recovering. When she's healthy enough, she'll answer Governor Newsom's call for retired health care workers to return to the job in the fight against coronavirus. For now, she's helping some friends in Hollywood with their cause. "So, please, please, please, donate as much or as little as you can. Everything helps," says actress Alicia Silverstone on her Instagram video.Dr. Natuzzi's and Silverstone have been trying to drum up support for donations to a GoFundMe page created by fellow actor Edward Norton. It's already raised close to 5-million dollars to get critical supplies to medical professionals. "To donate money, to cover the cost of moving PPE supplies to locations that need it," says Dr. Natuzzi. Places like New York, where supplies are desperately low. Dr. Natuzzi has a family member who works in one of those New York hospitals where mask supplies are so short; they use the same one all day. "Here we have probably more of a broadly spread disease, and we have folks reusing masks that shouldn't be reused," says Dr. Natuzzi. 2051

  

SAN DIEGO (KGTV) - A City Heights native is returning to San Diego as part of the Broadway tour of Miss Saigon.Jackie Nguyen is a member of the ensemble, but says this show has always had a special place in her heart."It was the very first musical that I saw, ever," says Nguyen.Getting the chance to perform in her home town is a thrill for Nguyen, who says about 20 family members and friends will be at each show throughout the weekend."I've always wanted to play the Civic Theater because this is where I first saw my big Broadway musicals in high school," she says. "It's a full circle moment for me."The show also has significance for her family, as Nguyen's mother is from Vietnam and has a similar story to the main character, Kim."When you are introduced to Kim at the beginning of the show, she's 17 and she meets and American GI. My mom, in the midst of the war, when she was 17, she also met an American GI. And they got married and had children from that. And eventually went to America," says Nguyen.That connection makes performing in Miss Saigon even more meaningful every time Nguyen steps on stage."Every night, i know that I am trying to give my family and my mom some type of honor in some way," she says. SAN DIEGO (CNS) - Unemployment in San Diego County has dropped to 14.3%, but is likely to start increasing again due to modified public health orders, a report released Wednesday by the San Diego Association of Governments found.While unemployment has slowly but steadily declined from the high of 25% the week of May 9, county health orders on Tuesday closing bars, indoor dining at restaurants and indoor business at zoos, museums, movie theaters and other businesses will likely take a toll on the region."The recent rollbacks in opening could significantly impact the food and beverage industry," SANDAG Chief Economist Ray Major said. "Additionally, we could see another wave of layoffs as funding from Paycheck Protection Program loans is exhausted."Those industries told to shut down or modify business on Tuesday represent more than 160,000 jobs, or 11% of the region's pre-COVID-19 workforce.The unemployment rate before the pandemic was 3.1% and it could take many months for the economy to recover to that degree, the report said.The report also shows the geographical distribution of lost jobs and calculates unemployment rates for the five most impacted ZIP codes regionwide, including Encanto, College Area, City Heights, San Ysidro, and Logan Heights. Only Logan Heights is estimated to still have an unemployment rate above 20%. The five ZIP codes least affected, with unemployment rates just over 10%, are Carmel Valley, Del Mar, Rancho Santa Fe, Chula Vista NE, and Rancho Bernardo W."This data can help inform local leaders as they continue to plan our region's recovery," SANDAG Executive Director Hasan Ikhrata said. "As the forum that brings together elected officials and leaders from throughout the San Diego region, SANDAG is in a unique position to analyze this data and to develop reports and economic forecasts." 1848
