CHULA VISTA, Calif. (KGTV) — Chula Vista Police have made an arrest in connection with the body of a woman found in a field in August.Police said 28-year-old Vanesa Gastellu was arrested for the murder of Christina Garcia on Aug. 5. Garcia's body was discovered in a field near the 3100 block of Main Street by a passerby. She had an apparent gunshot wound, according to CVPD.Gastellu was arrested with the help of the U.S. Marshals, but no further information about the arrest was released.RELATED: San Diego mother wants daughter's killer foundWoman found dead in Chula Vista field identifiedGarcia leaves behind a two-year-old daughter, her mother, Lisa Garcia, told ABC 10News in August.“I think the saddest thing for me is that her daughter is only going to know her through pictures because she’s so young,” Lisa said. “She’s never going to remember her mom’s touch, her kiss, her voice.”CVPD is still looking for any witnesses in the case. CHULA VISTA, Calif. (KGTV) - Concerned citizens made their voices heard Monday night at a Sweetwater Union High School District board meeting in which the district’s financial problems are discussed.Many residents in the South Bay have expressed outrage over the district’s myriad fiscal issues, pointing specifically at the financial mismanagement of salaries and a disproportionate ratio of administrators to teachers.Data provided by public pay and pension database Transparent California, showed 1,796 Sweetwater district employees making 0,000 and above in 2017 salaries. Many of those making six figures are administrators and other non-teaching employees.In 2017, the district paid out 9.97 million in salaries and benefits to its employees. Two similarly sized school districts in California paid out nearly 20% less than SUHSD in total pay and benefits, between 5 and 3 million, according to the data. SUHSD was shown to have 2,000 more employees than the other two district; 6,391 compared to about 4,500 for the other districts.SUHSD paid over .3 million in overtime to about 841 district employees during the year. When it comes to overtime, 10News found:One of the OT recipients was a payroll technician who banked ,414.19, bringing their salary up from ,000 base pay to over ,000 in total pay and benefitsBus drivers were among the biggest overtime benefactors, with Sweetwater paying over 0,000 in overtime to about 90 employeesThree district bus drivers earned over ,000 in overtime each, bringing their 2017 total pay and benefits to over ,000Another group that benefited from overtime pay were district budget analysts, who totaled over ,000 in overtime as a groupA locksmith supervisor added a total of ,623 in OT to his 6.5K salarySweetwater’s finances have been under scrutiny since it was revealed the district made a million miscalculation for its ’18-’19 budget earlier this year. District officials previously said its 2018-2019 school year budget shortfall was due to expenses from staff raises, including costs of substitute teachers and an unexpected million expense for utilities.Even with a revised budget, it was later reported in an independent audit that Sweetwater’s budget problems were worse than what was originally predicted due to the following “significant factors”:“Internal borrowings that reflect the significant cash flow shortages in the General Fund”“Unsustainable salary, benefits, and pension increases that create significant deficit spending”“Declining local enrollment of students”The district has been borrowing money faster than it can pay back, taking money from local development taxes, also known as Mello-Roos fees, according to a Dec. 3 report from The Voice of San Diego. This fiscal year alone, the district will borrow million -- in addition to the million they already owe.At an October 8 board meeting, SUHSD staff offered suggestions to help reduce the debt such as energy cost savings, freezing unfilled positions, and a reduction in the work year for all management. In an email sent to families following that Oct. 8 meeting, at least two schools announced they would be cutting after school programs and their 2019 summer school sessions.More recently, the district announced it would allow nearly 300 employees to retire early in an effort to balance the budget. The school board also voted to cut 34 temporary teaching positions in the district's adult education program.Moving forward, auditors recommended the district evaluate the procedures in which it reviews its own finances. The audit goes on to suggest those assigned with monitoring finances “should have a clear understanding of accruals and the journal entries required to account for them properly.”Auditors also urged Sweetwater to “always perform timely bank reconciliations to ensure that all activities have been properly accounted for and that there are no errors posted.”Sweetwater officials acknowledged not having “tight internal controls or warning systems in place” in balancing its budget. 4103
CHULA VISTA, Calif. (KGTV) - A Chula Vista homeowner's association (HOA) is dealing with claims of embezzlement, corrupted financial records and a police investigation.Team 10 investigative reporter Jennifer Kastner tracked down the former HOA manager who's at the center of the accusations, who says he did nothing wrong. However, the HOA claims that he was writing thousands of dollars in reimbursement checks every month to himself for alleged maintenance, but didn't provide basic documentation like store invoices or receipts.Unlike the idyllic, legendary city of Camelot, the local Camelot at Eastlake Shores is in turmoil. "It's not the wonderful place that it used to be," says homeowner Connie Patrick. She and other homeowners at the Chula Vista HOA are grappling with the news.Homeowner Griselda Palma tells us, "I was very startled when I read the letter…it was very disturbing."10News has a copy of a letter that was sent out to more than 400 homeowners by the HOA's Board of Directors this past spring. The letter accuses the former manager, Howard Gatbonton, of possible financial abuse. Gatbonton was directly employed by the HOA, which also contracted with an outside management company called Summit Property Management. Summit's main office is located overlooking Mission Valley. In the letter, the HOA wrote that a “Review of the Association's finances uncovered many discrepancies." The HOA letter also adds, "as of the date of this letter, no records have been provided or discovered that detail or explain over 0,000.00 of reimbursement expenses to Gatbonton."A police investigation is underway. In an interview with 10News, Gatbonton denied any wrongdoing. Gatbonton says he was forced to pay for maintenance expenses using his own money because the HOA Board wouldn't give him a credit card. He told 10News he spent about 0,000. This station asked if the money was from his own pocket. "Yes, ma'am," he told 10News. 10News asked Gatbonton if he would write reimbursement checks to himself."Yes, ma'am," he says. When this station asked if the board was aware he was doing that, he replied: "Yes, ma'am, because I was the manager to give them a copy of every single check that I [wrote]."After the investigation into the HOA's financial records and reimbursements to Gatbonton began, he stepped down, claiming he no longer wanted to deal with the Board.Summit Property Management was terminated.To make matters more complicated, according to the Board, it was discovered that, "all of the Association's electronic records stored in the Association's onsite computer had been deleted and the computer's hard drive corrupted."According to the letter, the records are "unsalvageable."We ask Gatbonton, "[Did you] destroy or corrupt any files?" He replies, "It's impossible to corrupt because it's in the cloud! How can I corrupt [them]? Even the emails are in the cloud! How can I corrupt that?"Gatbonton says that discrepancies with the HOA's financial records existed long before he hired, and when he alerted the Board, they dismissed the problems. "They turned a blind eye," Gatbonton says.Gatbonton told us he's got the records to vindicate himself, but he wouldn't share them. "I've been advised not to," he told us.The HOA declined an interview with 10News, but the law firm representing the HOA sent a statement claiming, in part, "Since quitting, Gatbonton has waged war against the Association, spreading false information…"The firm reports that "Gatbonton provided only copies of some of the checks he had written to himself as 'proof' of the validity of the expenditures. The Association had accounts at Home Depot, Office Max and other companies for supplies. It is not clear why Gatbonton did not use these accounts for maintenance supplies or why he did not simply write checks to these companies for the alleged supplies."According to the firm, "Over the months following his resignation more evidence of gross mismanagement and financial abuse by Gatbonton was discovered. The Association's pool and two children's playgrounds had to be closed for critical failure of safety inspections despite the 0,000.00+ that Gatbonton reimbursed himself for alleged maintenance."The firm writes, "When pushed for missing documents, Gatbonton claimed he had already turned over all existing records" and made no mention of nor provided any access to any alleged 'cloud' based documentation."Summit Property Management's Jennifer Rimer tells 10News that Summit was only in-charge of the Board's meeting minutes. It was never responsible for finances for the HOA and its members. CHULA VISTA, Calif. (KGTV) -- A beloved South Bay preschool director is being remembered as someone who always made others feel special.Aaron Partch was a co-director at Concordia Preschool in Chula Vista. He passed away September 15th.A virtual memorial for him was held Saturday.Like many other schools, Concordia closed in March during the pandemic. A couple months after the school closure, Partch was diagnosed with grade four glioblastoma. He had undergone brain surgery and was receiving treatment, including chemotherapy and radiation. In mid-September, Partch passed away suddenly from a heart attack.“God took our warrior up to heaven where he no doubt is singing and dancing with the angels,” his family wrote online.His co-workers said his energy will be missed.“He knows everybody by name. His greetings were always extremely cheerful, but sincere. When he asked you how your day was, he wanted to know,” said preschool teacher Meagan Lee, who worked with Partch for the last two years. “I think it’s really hard for all of us to walk down the halls and know he’s not going to be there with us.”Partch had been with Concordia Preschool for more than ten years. Nearby schools also remembered him.“If you knew him, you knew what a loss this is not just for Concordia, but for our community as well. Aaron was one of those people who lit up a room. He filled every moment with happiness and joy, and he was such a great leader to his students,” the Enrique Camarena PTA wrote on Facebook.Partch was 51 years old.
