SANTEE, Calif (KGTV) - Edgemore Hospital celebrated the 10th Anniversary of its current facility Wednesday, a milestone in a dramatic turnaround from a reputation that almost led to its closure."You had a hospital that as basically built in the 1920's," County Supervisor Dianne Jacob said in an interview with 10News. "You had a hospital that at times had no air conditioning on days where it was 100 degrees...required a lot of maintenance, held together with bubble gum and baling wire, basically.""It was like a rundown hotel with open windows and animals running around," said patient Glenn Higgins, who spent two years in the old facility. "The nurses were scared to go to certain areas because they said there were ghosts from a lot of people dying."Costs of renovation or replacement were so steep, the County Board of Supervisors almost decided to close Edgemoor and not replace it. However, after being on the verge of making that decision, the Board instead relented and approved the 9 million to build the current facility in Santee.Higgins says that while Edgemoor always had a great staff, the new building has made a big difference in the quality of care. "I thank the lord that I'm here, because I know what it's like out there."In a recent article, Newsweek named Edgemoor the best nursing home of its kind in California, and among the best in the nation."If you take good care of the people in the community who are the most vulnerable, that's what's really important in life," Jacob said. SCOTTSDALE, Ariz. — An Arizona legislative candidate is saddened and embarrassed after one of his political signs was vandalized with anti-Semitic markings.Seth Blattman, who is Jewish, is running as a Democrat to represent Legislative District 23 in the Arizona State Senate. On Friday, he posted a picture on Twitter showing a campaign sign of his that had been vandalized with a swastika and the word "killer.""I have a great aunt who survived the Holocaust. She was a kid. I also had family who died in the Holocaust," Blattman said. "For Jewish people, it's a little special. It means hate, but directed at you. It's the worst thing you could show or say to a Jewish person."Blattman reported the markings to Scottsdale police, who asked him to leave the sign up so police could conduct their investigation. He plans to take it down as soon as possible."It's sad to see, and it doesn't make you feel safe either," Blattman said. "It's embarrassing, you know, and it's such a terrible symbol I didn't want it out there. I wanted to cover it up.""Even after doing this for 13 years, I'm still shocked when I see something like this," said Tammy Gillies, Interim Director at the Anti-Defamation League in Arizona. "We would like to see a lot more civil discourse. We can certainly disagree on the issues. Nobody has to agree, and that's why there's so many candidates in different areas. We need to lead by example."Blattman's Republican opponent, Michelle Ugenti-Rita, did not respond to questions about whether she condemned the anti-Semitic vandalism to Blattman's sign. SANTA BARBARA, Calif. (KGTV) - The captain of the sister ship to the one that caught fire off the coast of Santa Barbara, killing at least 25, is sticking up for its crew.Ian Higgins is the captain of the Vision, a sister ship nearly identical to the Conception, which caught fire near Santa Cruz island Monday morning. Higgins spoke to 10News after media reports calling the safety protocol of the Conception into question."That vessel is inspected by the Coast Guard annually and also every five years for a more complete inspection," said Higgins, who works for Truth Aquatics. "If you think the Coast Guard would allow a vessel carrying that many passengers to operate without any type of fire suppression system, I don’t know what one would believe."RELATED: 20 bodies recovered from boat fire off coast of Southern California, officials sayRecords show the Conception had no issues after a Coast Guard inspection in February. Higgins said any report that the passengers were locked in the ship is patently false. He said passengers are given safety briefings the morning after they get on the ship. SAN MARCOS, Calif. (KGTV) – A group of San Marcos neighbors say that a homeowner is terrorizing the community with threats and harassment, among other complaints. Neighbors are now banding together to sue him with the hope that he'll pack up and leave. Team 10 investigative reporter Jennifer Kastner discovered that federal agents also seized explosives and ammunition from his house, that he wasn't supposed to have. Homeowner Mark Brody, though, denies all allegations of wrongdoing."You don't have to get along with all your neighbors. You don't have to be friends with all your neighbors, but you also don't have to terrorize them," says neighbor Heidi Hafley.Brody’s home sits behind a prominent security camera and high fences. “[It’s] a fortress,” says James Pyer, one of twelve neighbors who are suing Brody, accusing him in the lawsuit of threats, stalking, trespassing, and so on."This has been a nightmare," adds Hafley. She and Pyer got a restraining order against Brody.Court records show that Brody denies harming the neighborhood, but 10News dug into public records.According to a search warrant from last year, state investigators believed that Brody may have been harboring several weapons, even though he'd been banned from having firearms or ammo because of the restraining order. Agents reportedly found and seized 30 pounds of an explosive called tannerite that had to be turned over to a bomb squad. Additionally, they found four ammunition magazines and two rounds of caliber ammunition.“At one point they put everything in the middle of the street and told us to stand back,” says Hafley.This past May, he pleaded guilty to illegally having ammunition. He was given probation and community service.10News confirmed with the San Marcos Sheriff's Station that deputies have been called out to Brody's home more than 30 times since 2014. One Sheriff's report reveals accusations from neighbors that Brody had been shining a flashlight from his truck into Hafley's bedroom. In another report, neighbors claim he yelled that she was a "[expletive]".“I'm the main target now because I push back and I let him know [that] I'm not going to tolerate this,” she tells us.In fact, Brody tried to get a restraining order against Hafley, but failed.The City of San Marcos confirmed with 10News that there have been a number of code compliance violations issued to Brody.A cease and desist order from the City to Brody includes a photo of an unauthorized traffic control sign that Brody allegedly installed. Neighbors say that he spray painted the street, put in a speed bump and put up notices meant to insult his neighbors. Hafley adds that the signs would state, "'Watch for the cows crossing,’ which he's referencing myself and my neighbor. He would [write], ‘The old bat,” which is my nextdoor neighbor [and he would write], ‘The troll,’ which is me."Brody would not do an interview with 10News. In a court response, he wrote that he categorically denies the allegations and claims to have never acted [violently] towards the neighbors."We don't go out of our houses anymore. Children don't play on the street," says Hafley.She and the eleven others on the new lawsuit against him just want him to move out so they can move on. “I don't want any other neighborhood to go through this," she adds.Each neighbor is asking for at least ,000 in damages. SAN YSIDRO, Calif. (KGTV) -- The Department of Justice has filed complaints against 11 people believed to be in the caravan currently at the U.S.-Mexico border, accusing them of illegally entering the United States.Two Salvadorans, six Hondurans and three Guatemalans face the charges, CNN reports.10 of those charged face a misdemeanor chare for allegedly entering the U.S. illegally while another individual allegedly entered the country after being deported.A probable cause statement alleges many of those charged were seen in an area known as Goat Canyon on the U.S. side of the border.
