The Ebola outbreak in the Democratic Republic of Congo's North Kivu province claimed more lives as the country's Health Ministry announced on Thursday a new death in the city of Mabalako.At least 37 people have died so far in this latest outbreak, the 10th for country.Ebola cases have also been reported in the towns of Beni, Butembo, Oicha, Musienene and Mandima, according to Congo's Health Ministry.A total of 44 cases of hemorrhagic fever have been reported in the region, of which 17 are confirmed and 27 are probable, the ministry said in a statement Thursday. An additional 54 suspected cases are under investigation, the ministry said.On Tuesday, the World Health Organization confirmed that the latest cases in Congo's North Kivu province are part of the Zaire strain of the virus and that there is no link to a separate outbreak, which occurred in the western Equateur province that has since been declared over."It's good news and it's very bad news," WHO Deputy Director-General for Emergency Preparedness and Response Peter Salama told journalists in Geneva, after the new cases were first confirmed."The bad news is that this strain of Ebola carries with it the highest case-fatality-rate of any of the strains of Ebola, anywhere above 50% and higher, according to previous outbreaks," he said. "So, it's the most-deadly variant of the Ebola virus strains that we have, that's the bad news. The good news is that we do have -- although it's still an investigational product -- a safe and effective vaccine, that we were able to deploy last time around."According to WHO, this outbreak, which is in an active conflict zone, will be more complicated to contain than any that came before.Experts believe an experimental vaccine, known as rVSV-ZEBOV, made a difference in containing the earlier outbreak and vaccinations are under way in North Kivu, WHO said. A total of 3,220 doses of the vaccine are currently available in Congo and supplementary doses have been requested, WHO said.First line health workers, who had been in contact with people who were confirmed cases of Ebola, were the first to be vaccinated, WHO said."Vaccines are an important tool in the fight against Ebola," Congo's Health Minister, Oly Ilunga, said on Wednesday. "This is why it has been a priority to move them rapidly into place to begin protecting our health workers and the affected population."North Kivu province is among Congo's most populated provinces, with eight million inhabitants, according to WHO and UN. Its capital is the city of Goma. The region has been experiencing intense insecurity and a worsening humanitarian crisis, with over one million internally displaced people and a continuous outflow of refugees to neighboring countries, including Uganda, Burundi and Tanzania.WHO is working with partners in the local communities to provide information to residents on how to protect themselves from the deadly virus and answer their questions -- steps that are crucial to control an outbreak, said WHO.Congo's Health Ministry announced on August 1 that a cluster of new Ebola cases have been confirmed, just days after it declared an outbreak in Equateur province that claimed 33 lives had ended. The Department of Education on Friday proposed new rules for dealing with sexual harassment and assault on college campuses that would bolster the rights of those accused of wrongdoing.The proposed rules, which now face a public comment period of 60 days before they are enshrined, seek to narrow the definition of sexual misconduct on campuses at a time of national reckoning about sexual abuse."Every survivor of sexual violence must be taken seriously, and every student accused of sexual misconduct must know that guilt is not predetermined," Education Secretary Betsy DeVos said in a statement. "We can, and must, condemn sexual violence and punish those who perpetrate it, while ensuring a fair grievance process. Those are not mutually exclusive ideas. They are the very essence of how Americans understand justice to function."The new rules would "adopt a clear definition of sexual harassment actionable under Title IX," which prohibits discrimination based on sex for schools and programs that receive federal funding, including protection from sexual harassment.One stipulation would narrow the definition of sexual harassment to mean "unwelcome conduct on the basis of sex that is so severe, pervasive and objectively offensive that it denies a person access to the school's education program or activity." The new policy would be a departure from the Obama administration's broader definition of sexual harassment as "unwelcome conduct of a sexual nature."The new rules also place an emphasis on "presumption of innocence" and would allow those accused the option of cross-examining their accusers.The department's announcement on Friday was certain to be met with outrage from victim advocacy groups. Sexual abuse has been the subject of tremendous attention in the #MeToo era, and allegations of abuse have led to high-profile resignations in entertainment, media and political circles, and were a central factor in last month's confirmation of Supreme Court Justice Brett Kavanaugh.Last year, DeVos announced the department was rescinding Obama-era guidance that pressed colleges to take accusations of sexual misconduct more seriously and provided guidelines for investigations and hearings. DeVos argued the older guidance denied proper due process to individuals who had been accused."The truth is that the system established by the prior administration has failed too many students. The COVID-19 pandemic is teaching us important lessons about the next potential infectious disease threat.“That includes things like dealing with the problems that are before us now, things like antibiotic resistance that kills too many Americans every day and preparing for things we don't know about by having good surveillance programs and public health infrastructure,” said Dr. Helen Boucher, Infectious Diseases Chief at Tufts Medical Center.The Centers for Disease Control and Prevention (CDC) says antibiotic-resistant infections impact nearly 3 million people a year and are responsible for 35,000 deaths. That's less than COVID-19, but there is new evidence the two are colliding.A new CDC report points to an outbreak of a multiple drug-resistant bacteria at a New Jersey hospital already dealing with a surge of COVID-19 patients. From February through July, there were 34 of the bacteria cases. Half were in COVID-19 patients and 10 of them died.At the time, the hospital wasn't able to use the same standard of infection control practices due to capacity, shortages in PPE, medical equipment and staff.“Certainly, having health care workers healthy so they can take care of patients is very important,” said Boucher. “You might have seen that there had been some outbreaks, places across the country that have really impacted the ability to have adequate health care workers take care of patients, and that is the worst thing that could happen. And we know leads to unnecessary deaths.”COVID-19 hospitalizations are higher now than the previous two peaks in April and July.Recruiting additional medical staff is also more difficult now as more hospitals are seeing surges. The fog hangs heavy over Great Bay along the New Hampshire seacoast on a raw as Josh Carloni and his wife, Jessica, emerge through the mist on their fishing boat.They are the owners of Rising Tide Oyster Company, a family-owned business that typically sells thousands of oysters a year to restaurants across New England. But when the novel coronavirus hit back in March, their sales disappeared overnight as restaurants were forced to closed.“Every time you turn on the news, there’s just more bad news out there,” said Carloni. “Our business is down maybe 20 percent.”The Carlonis and oyster fisherman across the country were finding themselves in similar positions. They suddenly had thousands of perfectly healthy oysters that needed to be harvested, but there was no place for them to go.“Oyster farmers had been growing these oysters for three years, and suddenly, they didn’t have a market at all. The pandemic hit oyster farmers across the country hard,” explained Alix Laferriere, who serves as the Marine and Coastal Director for the Nature Conservancy of New Hampshire.Laferriere and her team thought there was little they could do to help struggling oyster farmers until a few months ago when an anonymous donor gifted a million donation.With that sudden infusion of cash, Laferriere and her team got to work. With help from the Pew Charitable Trust, they developed the Supporting Oyster Aquaculture and Restoration (SOAR) initiative to buy back five million oysters that needed to be harvested. The program is being deployed in seven states: Maine, New Hampshire, Massachusetts, New York, New Jersey, Maryland and Washington state.But it’s not just helping fisherman’s bottom line, it’s also helping estuaries and reefs at the bottom of the ocean.Turns out oysters don't just taste good; they can do good for the environment. That grant bought back 10,000 of Josh Carloni's oysters. And he isn't just throwing them into the ocean. Laferriere and her team have strategically told him where they should be deployed across the Great Bay Estuary along New Hampshire's coast. Eventually, the oysters will latch on to reefs below and help restore the damage done by decades of overharvesting, pollution and disease.“It’s this win-win opportunity where we get to put oysters back in the bay and help our local oyster farmers,” explained Briana Group, who also works with the Nature Conservancy of New Hampshire.One adult oyster can filter up to 30 gallons of water a day, and when they’re filtering that water, they’re removing nitrogen from the ecosystem.While the program is giving fisherman an infusion of cash, it’s also giving reefs and estuaries across the country an infusion of clean water, courtesy of a 3-inch mollusk.“There’s nothing bad about this situation; it’s only good,” Laferriere said as she looked out over the ocean.For fisherman like Josh Carloni, the program means he gets to keep his business afloat for another year, while at the same time, giving back to the environment. And it’s all because of COVID-19.“It makes us feel really good about doing something good for the environment,” he said. 3134
