SAN DIEGO (KGTV) -- A showdown is brewing between two San Diego County supervisors about the reopening of the local economy amid the coronavirus pandemic. In a video on his Twitter account, Supervisor Jim Desmond said current California metrics make it impossible for the county to full reopen.During a Board of Supervisors meeting on Tuesday, Desmond plans to ask the county to not follow the state’s tier system, which determines when more businesses can reopen.Desmond said on Twitter: “San Diego has been backed into a corner. The State has given us impossible guidelines, which will keep businesses closed or limited for many more months! Tomorrow, I will be asking for businesses to open up in San Diego County and NOT to enforce the state rules.” San Diego has been backed into a corner. I hope my colleagues will join me in rejecting this non-sense,” Fletcher tweeted on Monday.Under the new state monitoring metrics, San Diego County is currently in Tier 2, also called the Red Tier. Last Tuesday, San Diego's state-calculated unadjusted case rate was 6.9 per 100,000 residents and the testing positivity percentage was 4.2%. If the county reaches a case rate of more than 7 per 100,000 residents or a testing positivity percentage of more than 8% for two consecutive weeks, the county would move back into Tier 1, or the Purple Tier. Also, during Tuesday’s meeting, supervisors are expected to vote on a stimulus program that would distribute money to small businesses.Under the program, .5 million in funds would be granted to nearly 500,000 businesses. The money is from a relief program Fletcher established in May.The majority of the money available will be given to businesses in communities experiencing economic challenges and poverty.Applications are still being accepted on the county's website. 2335

Ballast Point’s best-in-class brewing standards will remain unchanged, delivering the same high-quality, award-winning products the company has become known for over the years."RELATED: Museum of Beer planned to open in San Diego's East VillageThe sale is expected to close by the end of the 2020 fiscal year.Craft beer fans will remember when Constellation Brands shelled out about billion to buy Ballast Point in 2015, a move intended to position the company well in the quickly-growing craft beer market.Since the purchase, Constellation Brands CEO Bill Newlands says the craft beer market has "shifted dramatically."“Trends in the U.S. craft beer segment have shifted dramatically since our acquisition of Ballast Point,” said Newlands. “Ballast Point remains one of the most iconic craft beer brands in the country and we’re pleased to transition the business to an owner that can devote the resources needed to fuel its future success.”Newlands added that the sale allows Constellation to focus on its other brands and upcoming products, pointing specifically to a Corona-branded hard seltzer. 2205

SAN DIEGO (KGTV) — A stylist in Bankers Hill says a "style-and-dash" customer stiffed him on a hefty bill for hair extensions.Stylist Wesley Horn says the young woman, a repeat customer, came into Plush Salon on Friday to match her hair for extensions. The next day, for several hours, he applied and blended the hair."They looked great. She loved it. She was raving about it," said Horn.Horn says when it came time to pay the cost of more than ,000, she offered to pay through the Venmo app."She said the app wasn't working, and then she offered to pay cash," said Horn. She told Horn she had to go to the car to get the cash."Fifteen minutes go by. I text her and ask, 'Are you close?' She says, 'Yes.' Forty minutes go by, and nothing. I call her, and I'm blocked from her cellphone," said Horn.Horn filed a police report, but because she hasn't been named a suspect in a crime, 10News is not identifying the woman. Horn posted details of the incident on the Nextdoor app. The replies included several more accusations of fraud against her, ranging from dine-and-dash incidents to credit card fraud and identity theft."It's insane. Don't know how she goes around feeling good about herself ... I spent a lot of time and effort to make sure she felt good about herself ... and she scammed us," said Horn.10News did try to contact the woman, but she hasn't returned our calls.
