SAN DIEGO (KGTV) -- San Diego County health officials Monday echoed Governor Gavin Newsom’s demand to close more businesses as coronavirus intensifies.The state announced Monday that it was closing indoor operations for places of worship, restaurants, wineries, movie theatres and family entertainment, zoos, museums, cardrooms, fitness centers, some offices, personal care services, hair salons and barbershops, and malls. All bars were also ordered to close."We are moving back into a modification mode of our stay-at-home order," Newsom said. The new order takes effect in San Diego at midnight Wednesday morning. The announcement comes as 419 more people throughout the county tested positive for coronavirus Monday. SAN DIEGO (KGTV) -- San Diego Police are searching for an at-risk missing man who disappeared from downtown Saturday morning. According to police, 57-year-old William Groves was last seen at the corner of 7th Avenue and A street around 10:25 a.m. Saturday. Groves suffers from seizures and has short-term memory loss due to a traumatic brain injury. Police say Groves is also a dependent adult with no money or medication and is visiting San Diego from Hawaii with his mother. According to police, Groves is known to be friendly and talkative. He is described as five feet, five inches tall with brown eyes, gray and black hair and light skin. Groves was last seen wearing a yellow t-shirt with checkered shorts and a black eye patch. Anyone with information on his whereabouts is asked to call San Diego Police at 619-531-2000. 837

SAN DIEGO (KGTV) — San Diego Police are warning parents in the Carmel Valley area after a man reportedly exposed himself to students walking to school Tuesday.Police say a man was in the passenger side of a parked car on Carmel Creek Road, and exposed and touched himself inappropriately with the car door open. SAN DIEGO (KGTV) -- San Diego Police have identified the man shot and killed near a downtown parking garage in early December as 37-year-old Samuel Burkhalter.The shooting happened on the 1400 block of G Street around 10 p.m. on December 1.Police say they received several calls reporting gunshots in the area. After arriving, officers found Burkhalter at the entrance to a parking garage in the area. Officers provided first aid until relieved by San Diego Fire-Rescue, but say Burkhalter died at the scene.Investigators say a light-skinned man wearing a dark hooded sweatshirt and a black hat was seen running through the garage after the shooting. The suspect was later identified as Tyler Cosby, 23. SAN DIEGO (KGTV) - Residents at Aquatera Apartments in Mission Valley say they are upset about how managers handled notifying them about a violent attack in their complex. Many residents saw police cars parked at Aquatera for much of the day on Sept. 4. An email from the management company was not sent notifying residents until Monday.Aquatera spokesperson Margie Newman confirms to 10News that a resident was assaulted on the premises. She says the resident went to Aquatera staff for help. Staff immediately called police. Newman says a suspect was arrested within the hour. Because the threat to residents was ended so quickly, the decision was made to gather more information before notifying other residents. "Our team simply wanted to get it right. The threat was passed. The perpetrator was caught within the hour, so we wanted to make sure that what we were sharing was the most accurate information," Newman said.Several residents told 10News they asked Aquatera staff what had happened and were not given answers. Monday, a resident checked the Crimemapping.com website, which aggregates police report data from the San Diego Police Department. It listed a rape at the Aquatera address at noon on the 4th. The resident contacted Aquatera management to ask why residents hadn't been notified about a sexual assault five days prior. A few hours later is when the email went out to residents, saying an assault had taken place and an arrest made. The email also listed a number of steps residents could take to increase their personal safety."It's disturbing that it took five days, especially when our safety is concerned. Very disturbing," said a resident who identified herself as Lisa. "My husband is now in charge of walking the dogs at night. I have mace that I actually bought today. It's really sad that now we have to walk around armed." 1864
