SAN DIEGO (KGTV) -- A woman was shot multiple times during a dispute over a transaction in the Encanto area, San Diego police said Monday morning.Police said the incident occurred just after 5:30 a.m. in the 6100 Imperial Avenue.According to police, a woman in her 30s suffered several gunshot wounds to her arm and one to her stomach. Her injuries are not considered life threatening, police said.Police said the woman was shot by a man during what was described as a dispute over a transaction. The man was described as a Black man in his 30s, 6 feet 4 inches tall, and weighing 210 pounds.He was last seen wearing a red hoodie and blue jeans.No other details were released. 684

SAN DIEGO (KGTV) - A senior "hero" leapt into action when she saw a man snatching a neighbor's package in the La Jolla area.On a quiet afternoon last week, Gillian Ackland was in her living room when she saw an unfamiliar white car park right in her cul-de-sac off Colima Street in Bird Rock."It felt kind of strange," said Ackland.Next door was a big package sitting outside her neighbor's door.MAP: Track crime happening in your neighborhood"The car suddenly starts backing up diagonally. I realize he's going for the package, and I run out the front door, saw him with the package and ran to his side of the car," said Ackland.Her neighbor's Ring camera captured it all. In the video, a man is seen walking up to the door, grabbing the big package and a smaller one. As he starts running to his car, so does Ackland, who yells, "That's not yours!" three times.He shoves the package in the back seat, but the door didn't fully close."There was adrenaline going," said Ackland.Ackland sensed her chance."I knew I had a few seconds and I could do something - and I did it," said Ackland.She opened the back door and tried to pull the package out. The package starts to fall out, but not far enough, as the car drives off. Ackland has no regrets."The injustice of all kept me going. I just felt it's not right, and I just thought I could get the package away from him," said Ackland.Another neighbor took a photo of the car showing an Uber sticker on the front windshield. Inside the package was a side table. She says the neighbor missing the package thanked her profusely. He told 10News she is a "superhero neighbor.""It's actually a little embarrassing," said Ackland.The video was shared on the "Neighbors by Ring" app."It's important that neighbors look out for each other. SAN DIEGO (KGTV) -- After questions from Team 10, organizers of KAABOO San Diego announced it was postponing this year's festival until 2021. Concertgoers told Team 10 they had difficulty reaching anyone for answers. “We all know this isn’t happening, there’s no festival taking place. Please just give us a refund,” said San Diego resident Vince Matthews.Matthews loves music and travels to festivals all across the country. He has been to KAABOO in Del Mar every year since it started in 2015. He spent more than 0 for early bird VIP tickets for this year’s KAABOO festival. “Last year was the first festival ever that I’ve done VIP and once I did it, I realized there was no going back to general admission!”With the pandemic and COVID cases rising, Matthews wanted to know what was going to happen with KAABOO. As more large events got canceled, he was convinced it was likely not going to take place. Still, he had yet to receive any concrete information from festival organizers.“I reached out to them usually every couple weeks by email,” Matthews said. “I get the same form email that says please be patient."Patience was running out. As of Monday early afternoon, the last update posted on KAABOO’s social media accounts was June 15th. It said, in part, that they “will need just a little more time to determine our position as it relates to this year’s installment of KAABOO.” It told fans they would be hearing from KAABOO shortly.Matthews is frustrated by the lack of communication as we now head into the month of August.“There's nobody touring, there is no festival, there is no lineup. It's not going to happen,” Matthews said.KAABOO is under new ownership. It was announced last year that Virgin Fest was taking over the brand. In addition to the new ownership, the festival was moving from the Del Mar Fairgrounds to Petco Park.As of Monday morning, it still listed the September festival dates on its website.Team 10 contacted Virgin Fest founder Jason Felts. On Twitter, he told investigator Melissa Mecija that emails went to “ticket buyers last week about a possible scaled down social distanced version for 2020.”However, he determined with cases increasing that it wasn’t “a safe decision in the end and not the multi-sensory experience that KAABOO guests experience or deserve.”Team 10 spoke to four people who bought tickets. Nobody received the email that the festival claimed to send to ticketholders.KAABOO organizers released this statement to ABC 10News: With everything in the world moving so far and fast in just the last couple of weeks, we needed a little bit of extra time to be sure we were making the right go-forward decision for our beloved festival. Unfortunately, it is not the best news... We are postponing the 2020 installment of KAABOO San Diego.After much consultation with stakeholders in local government, artists and music industry friends, and members of the San Diego community, we know it is safest and best for everyone to look ahead and plan a bigger and bolder edition of KAABOO for September of 2021.All current pass holders will receive an email in the next few days outlining a special offering for those who choose to hold their passes for KAABOO 2021. SAN DIEGO (KGTV) -- Amid ongoing dockless scooter injuries, Mayor Kevin Faulconer Thursday proposed new rules for the devices.The new rules would force companies that provide the dockless scooters to educate riders, provide data to the city, enforce speed limits and purchase permits.Riders would also be required to sign away any of the city’s legal liability should something happen.Speed limits would need to be enforced by the companies using “geofencing technology,” Faulconer said. SAN DIEGO (KGTV) - A San Diego woman is on a mission to help minority mothers through their pregnancy.When Nikki Helms isn't hosting community dinner or volunteering her time to help Haitian immigrants navigate racism in America, she's walking families through the miracle of childbirth. Helms found her calling in 2014. "I had heard about these different women who had had these experiences where these women had asked for help and they weren't paid attention to," Helms said about how the hospital could be a dangerous place for minority moms.She was faced with a decision: "You could go to either nursing school or to midwifery school and I felt that midwifery school was a way that I could really make an appreciable difference right away."Helms said only four out of 75 San Diego County midwives are Black."I joke about it now that I am 25% of the black midwives in San Diego County," she said with a chuckle.The small segment is making a huge difference, providing culture-sensitive care during pregnancy.A friend told Helms to start a GoFundMe to raise money for a birth center. Helms said she started the page in January and at first it started out slow.Then friends contacted social media influencers and Helms said it was a huge snowball effect from there.She broke 0,000 this week and is elated by the support. "They hear my truth and they believe in my dream and they believe in me and that's just amazing," Helms said tearing up. "To have that now is just something special."She said she's filled with gratitude and hopes to make her dream a reality and build a better community."I want my LGBTQ brothers and sisters to know they have options.
