"And when I got to that point where my car is, I tried to go in reverse, but it stalled and my engine just shut off and I needed to get rescued."Moore said he escaped out the window and sat on his car while he waited for help to arrive. He said they walked him to safety but then handed him four tickets. Moore said while he understands what he did was wrong, he thinks rescue crews were a little harsh with him."I think they gave me a little too many consequences for that," Moore said. "And they said that I brought a lot of people out there and it was a Sunday night and I understand that I may have ruined some people's nights, but it's just a small mistake."Under Arizona's Stupid Motorist Law, a driver can be forced to reimburse rescue crews for their efforts to get a person to safety if they ignored barricades. (KGTV) — Hotel Del's most notable resident may be the special guest of an event at the Coronado landmark this month.On Oct. 12, medium James Van Praagh will host a séance at the Hotel Del Coronado in which he will try to connect with the hotel's permanent guest, Kate Morgan, in addition to any others significant to those in attendance.But Morgan isn't the only thing drawing the medium to the iconic hotel. CORONADO, Calif. (KGTV) -- Coronado Lifeguards confirmed a shark sighting on Coronado Beach Tuesday afternoon. According to a message posted on Facebook by police, the 12-foot-long white shark was spotted just off the shore of in the North Beach area just before 2 p.m. Lifeguards posted warning signs shortly after the sighting to let beachgoers know about the sighting. Lifeguards chose not to close the beach because the shark was not seen "engaging with anyone in the water.""The lifeguard was out on a paddle board about 100 yards from the shoreline, just past the surf in 6 to 8 feet of water, just before 2 p.m. when he saw the shark appear next to him. It was larger than his 11-foot paddle board," the department said. COVINGTON, Ky. — Holy Cross High School's graduating valedictorian and student council president learned hours before Friday night's graduation that they would not be allowed to deliver their planned — and, they thought, pre-approved — speeches at the ceremony.They found a pair of megaphones and delivered them outside. "The young people will win," valedictorian Christian Bales said, "because we're finished being complacent."The 18-year-old from Cold Spring, Kentucky had hoped to celebrate the rising tide of American youth advocacy across the political spectrum, mentioning both the Marjory Stoneman Douglas High School students who have campaigned for reformed gun laws and his own classmates who had attended the March for Life in January, and encourage his classmates to continue striving to make their communities better."We are dynamic, we are intelligent, we have a voice, and we're capable of using it in all communities," he said in his speech. "We must take what we've learned in this community and apply it to the world we are about to encounter."Bales' mother, Gillian Marksberry, said Bales and student council president Katherine Frantz had believed their speeches were approved before an "out-of-the-blue" Friday morning call from Principal Mike Holtz to both their families. Holtz held an "emergency meeting" that ended in a declaration the diocese did not feel the two speeches were appropriate for the ceremony, Marksberry said.Holtz related to her that the diocese characterized them as "aggressive, angry, confrontational" and too personal for the graduation stage. "I can send you a copy of my speech," Bales wrote in a Twitter message. "It's anything but those things. … The irony is that my speech has a lot to do with voices, but our voices are being stifled."He added he believed he and Frantz had been treated with undue scrutiny because of their advocacy for issues of social justice. Bales is openly gay and has participated in youth activism surrounding issues such as the Jefferson Davis statue in the Kentucky Capitol building. "The president is my best friend and we've been two huge advocates for social reform in our community, which has likely put us on the radar for the diocese," he said.Marksberry described her family's experience — as anxiety-inducing and hectic as that of any family preparing for a graduation, plus the Friday morning bombshell — as "shocking" and "very, very emotional." Her daughter had attended and graduated from Holy Cross years earlier without incident, she said, and their family was a longtime part of the diocese. During all that time, the principal had never called her personally to discuss her children until the week of Bales' graduation.The first call, she said, was about the dress code. "When the proposed speeches were received, they were found to contain elements that were political and inconsistent with the teaching of the Catholic Church."He repeated that the students had failed to meet a deadline to turn their speeches in to faculty. Marksberry said the general staff of Holy Cross High School had been supportive of her son and found ways to "help him embrace himself," and she did not bear the district any ill will. "We don't want to be vindictive, we don't want to be vengeful," she said. "That's not what this is about. He's earned the right to have a voice."Bishop Roger Foys, who oversees the Diocese of Covington and who typically distributes awards at Catholic schools' graduations, did not attend the ceremony. His seat stood empty on the graduation stage.Bales will attend the University of Louisville on a full-ride scholarship in the fall. COVINGTON, Kentucky — The Kenton County, Kentucky Sheriff’s Office agreed to a 7,000 settlement with the families of two elementary students handcuffed by school resource officers in 2014, according to the American Civil Liberties Union.The children were handcuffed above the elbow behind their backs for misbehavior which the Children’s Law Center said was related to disabilities. The Children’s Law Center and ACLU filed a lawsuit against the sheriff’s office in 2015 over the incidents.The ACLU claimed the handcuffings were in violation of the students’ rights. The Covington students -- a boy and a girl -- both had attention deficit hyperactivity disorder, histories of trauma and other disabilities, according to the lawsuit.Video of a boy handcuffed and squirming in a chair even got the attention of the U.S. Department of Justice, which also investigated the school district’s disciplinary practices after the lawsuit was filed. Although the independent investigation did not find the district guilty of wrongdoing, the Department of Justice said that the Americans with Disabilities Act applies to school resource officers, and school policies should dissuade the "school-to-prison pipeline" created by criminalizing misbehavior.In 2017, Covington Independent Public Schools agreed to a settlement with the U.S. Department of Justice and a new set of guidelines for disciplining children with disabilities.Later that year, a federal judge found that it was unconstitutional for school resource officers to handcuff the children.According to the ACLU, “both children had repeated nightmares, started bed-wetting, and would not let their mothers out of their sight,” after the handcuffings.WCPO televisions station in Cincinnati reached out to the Kenton County Sheriff’s Office for comment but has not heard back. 1860
