SAN DIEGO (KGTV) -- From across the country to here in San Diego, there is no denying racial tensions between law enforcement and some communities. Locally, San Diego County has seen protests over officer-involved shootings and deaths of people in police custody. The 2016 shooting of Ugandan immigrant Alfred Olango sparked protests throughout El Cajon. Olango’s sister called 911 to report that her brother was displaying erratic behavior. Olango pulled something out of his pocket officers believed was a gun and, according to police, he assumed “what appeared to be a shooting stance.” Officer Richard Gonsalves fired his gun at least four times, killing Olango. Earlier this year, a jury in a separate civil suit found the officer acted reasonably.In National City, the death of Earl McNeil in 2018 sparked questions from his family and protests at city council meetings. McNeil, who had mental illness, went to the National City Police station seeking help, according to his family. Police said when he went to the station, he was making paranoid, threatening and irrational statements. Police say he told them he was in possession of a controlled substance. A statement from National City police said he was transported to County Jail for processing and exhibited signs of medical distress. According to his family, he suffered brain and nerve damage that led to his placement in a coma. He was pronounced dead June 11, 2018.Bishop Cornelius Bowser is a former gang member who grew up in San Diego. “I was up to no good every day,” he said. He turned his life around and is now a local activist, vocal about what he calls inequities in policing. That includes overpolicing, with more negative than positive interactions.“What I mean by being overpoliced is that the community is saturated with law enforcement. They’re looking specifically for specific people. When a black person, just by being black and young, that makes me a criminal. That makes me a threat,” Bowser said. He feels there is a lack of community policing, which is commonly defined as the use of partnerships and problem-solving techniques to proactively address concerns. “The culture has to be changed, the way [police] come into our community—they have to build those relationships. And they have to be here long enough,” Bowser said.The District Attorney's Office analyzed officer-involved shootings over the past 25 years. White officers make up more than 70 percent of those involved in these shootings. 2494

SAN DIEGO (KGTV) - Governor Gavin Newsom is expected to sign a bill that would create a cap on annual rental increases. The bill passed both chambers of the California legislature this week. The bill would limit rent increases to 5% per year, plus the rate of inflation.It would also implement “just cause” protections, which require landlords to give specific reasons for evictions if tenants have lived in a unit for more than a year. 444

SAN DIEGO (KGTV) -- Fire crews battled a small fire that threatened structures in Del Dios Thursday afternoon. According to Cal Fire, the blaze started in the area of Del Dios Highway and Toyon Canyon Road on the west side of Lake Hodges. The fire burned roughly three acres and threatened two structures before fire crews were able to stop the forward rate of spread. SAN DIEGO (KGTV) - Following a four-month-long sting known as "Operation Red Beard," dozens of people have been arrested for selling drugs in East Village.Thirty-two arrests have been made so far. The District Attorney’s office announced the arrests were made in multiple locations within a one-mile radius. The largest bust locations were on K Street and 17th Street, each with at least nine arrests. The D.A.’s office and the San Diego Police Department joined forces in April to launch Operation Red Beard after residents complained of the among of drugs being sold in the area. Those drugs included methamphetamine, heroin, cocaine, oxycodone, and Xanax. RELATED: Victim testifies in East Village sexual assault caseIn October, a grand jury was impaneled to hear evidence and brought down 30 indictment against 41 people. Warrants were issued and 32 arrests were made. The D.A.’s office says 70 percent of offenders had prior felony records. 954

She has advanced causes of equality, justice, and empowerment on both sides of the border, serving on boards and committees in the U.S. aimed at advancing equlity and helping Mexico's legal system transition to oral advocacy.Ruth Goldschmiedova Sax: Sax is a survivor of three Nazi concentration camps and dedicated her life to speaking about her experiences and reminding everyone that hate is never the answer. Her life was chronicled in a biography by her daughter, Sandra Scheller, and won the Multicultural Motion Pictures Award for best documentary. Scheller will accept the award posthumously for her mother.Colleen O'Harra: O'Harra is the founding Executive Director of the Oceanside Women's Resource Center and has served the city for eight years as an Oceanside City Council members and two years as Deputy Mayor.Bridgit Wilson: Wilson is a veteran who has advocated for LGBT active duty and military veterans, working to repeal the "Don't Ask, Don't Tell" policy and helping craft the Obama Administration's policy allowing transgender individuals to serve openly.Dorothy Smith: Smith served on the San Diego Unified School District Board of Education and was the first African American woman elected to public office in the county.
