SAN DIEGO (CNS) - The city of San Diego announced Tuesday the completion of upgrades to 15 of the city's most accident-prone intersections. The improvements are part of the city's Vision Zero program, with a goal of eliminating fatal traffic accidents altogether by 2025 via infrastructure upgrades and traffic safety education. Circulate San Diego released a list last April of the city's 15 most dangerous intersections. Mayor Kevin Faulconer and Circulate San Diego Executive Director Colin Parent held a news conference at the last intersection to be fixed, 33rd Street and El Cajon Boulevard, to discuss the improvements, which include higher-visibility crosswalk designation and audible pedestrian signals and countdown timers. ``This is all about making it safer for everyone -- drivers, pedestrians and cyclists -- as they navigate city streets,'' Faulconer said.``Making crosswalks more visible and adding audible walk signals are just a few of the simple yet effective ways we can make our neighborhoods safer.'' Other intersections that underwent improvements include: - 10th Avenue and A Street- Fourth Avenue and B Street- Fifth Avenue and B Street- Euclid Avenue and Naranja Street- Fourth Avenue and University Avenue- Fourth Avenue and Market Street- Ash Street and Front Street- Coronado Avenue and Thermal Avenue- 33rd Street and El Cajon Boulevard- 52nd Street and University Avenue- 36th Street and El Cajon Boulevard- Sixth Avenue and Market Street- Fifth Avenue and Broadway- Sixth Avenue and Broadway- 11th Avenue and BroadwayFaulconer announced plans to fix more than 300 more accident-prone intersections during his ``State of the City'' address last month. According to Faulconer's office, Caltrans has awarded the city roughly .45 million for the improvements, which will start next year. SAN DIEGO (CNS) - San Diego State will seek to extend its recent dominance over Pac-12 opponents when it plays at Colorado Saturday after both teams' original opponents couldn't play because of COVID-19 issues.The Aztecs are 5-1 against the Pac-12 since 2016, including victories over Stanford in 2017 and Arizona State in 2018, who were both ranked in The Associated Press Top 25, and UCLA last season, San Diego State's first over the Bruins after 21 losses and a tie.The game matches the Aztecs' defense that is third among Football Bowl Subdivision teams allowing 269.4 yards per game against the Buffaloes' offense, 12th in the FBS in scoring, averaging 41.5 points.Colorado is 2-0 under first-year coach Karl Dorrell, a 1982 graduate of Helix Charter High School in La Mesa.San Diego State's scheduled game Friday at Fresno State was canceled Sunday due to COVID-19 contact tracing within the Bulldogs' program. SAN DIEGO (CNS) -- San Diego lifeguards and firefighters Sunday rescued a surfer who suffered a medical emergency while in the water in the Bird Rock area, authorities said.At 12:36 p.m., lifeguards and firefighters from the San Diego Fire- Rescue Department responded to the cliffs near Calumet Park about a surfer experiencing an unknown medical emergency, Lt. Andy Lerum of Lifeguard Services said.The man in his 60s experienced a possible heart-related ailment or seizure, but rescuers were not sure of the exact nature of his medical emergency, Lerum said.The man swam to the beach, where he collapsed and lifeguards began tending to him, the lieutenant said. He was taken by stretcher about 30 yards to the bottom of the cliff.Firefighters used the department's Rescue 44 truck, equipped with a crane, to lift the surfer from the beach to the top of the cliff, Lerum said. An ambulance then took the man to a La Jolla hospital for evaluation. He was reportedly in stable condition. 995

  

SAN DIEGO (CNS) - Parks in Vista will be closed starting Monday in an attempt to limit the spread of coronavirus by encouraging social distancing.The North County city announced the decision on Sunday and had 10 confirmed cases of COVID-19 as of Saturday.The closures include all parks, trails, public restrooms, the South Buena Vista off-leash dog area, athletic fields, basketball courts, pickleball courts, playgrounds, skate parks and tennis courts.Carlsbad, Del Mar, Encinitas, San Diego, Solana Beach, Imperial Beach and the Port of San Diego closed all beaches, trails and parks in their respective cities early last week.San Diego County health officials reported Sunday that five food handlers have tested positive for COVID-19 -- four restaurant employees and a grocery store employee.County Supervisor Nathan Fletcher announced during Sunday's briefing on the coronavirus pandemic that no patients had died in the last 24 hours, leaving the death toll in San Diego County at seven.The county also announced 31 positive COVID-19 cases Sunday, bringing the total number of cases to 519.The highest group of cases, 130, ranged in age from 30-39 and the second highest, 107, in the 20-29 age range.Of the 519 total cases, 219 were female and 298 were male, with 106 people hospitalized and 47 in intensive care, officials said.The grocery store employee who tested positive is from an Albertson's store in Escondido, Fletcher said, adding that the store did the right thing by closing, alerting county environmental health officials, following sanitation protocols, then re-opening to customers."If you have a sick worker, they must stay home," Fletcher said, urging employers to call 858-505-6814 to report any sick workers.Dr. Eric McDonald, the county's medical director of epidemiology, said co-workers of the Albertson's employee who display any symptoms of the coronavirus infection will be sent home, but there are no tests pending in this case.Health officials also stressed that there is no evidence of COVID-19 association with food. They cited the U.S. Centers for Disease Control and Prevention guidelines.Fletcher said that the county is increasing inspections of the many food facilities in the region.Ralphs grocery stores in the county will expand services hours starting Monday. It will be open from 6 a.m. to 7:30 a.m. for senior shoppers age 60 and above, and from 7:30 a.m. to 10 p.m. for the general public.Meanwhile, a Celebrity cruise ship will dock in San Diego Monday."The health of the ship is excellent right now," McDonald said Sunday. County health officials are in continuous contact with the ship's crew for any sign of symptoms, he said.McDonald said 17 cruise passengers are from San Diego County and they will go straight home after disembarking from the ship and will self-quarantine for 14 days. About 1,500 other passengers are from outside the county and they will travel home and self-quarantine after disembarking.Fletcher said a positive meeting was held recently with all hospital CEOs in San Diego where they discussed obtaining more personal protective equipment, the sharing of testing equipment among hospitals and increasing hospital bed capacity.McDonald explained that the number of test results reported may decrease because the labs send those reports to the county electronically and the system is down on the weekends."So, we expect the test result numbers to go down," McDonald said.The doctor also said the risk of contracting the coronavirus disease can increase from vaping and smoking."Any lung disease or condition would put you at risk," McDonald said. "We don't have specific cases so far, but our strong recommendation is to use this opportunity to quit."Fletcher also said the county is issuing a new public health order, extending indefinitely all closure orders that were set to expire March 31.The closure order applies to schools, nonessential businesses, restaurants, gyms and fitness centers, he said, and anyone 65 or older should continue to quarantine themselves at home. 4058

  

SAN DIEGO (CNS) - The San Diego County Board of Supervisors Wednesday gave final approval to a measure to reduce light pollution in two rural communities.The amendment to the county's Light Pollution Chapter ordinance covers the Julian and Borrego Springs Community Planning Areas. Both will now be considered "Zone C" to receive a Dark Sky Community designation, which limits the total amount of light per acre and has more restrictive standards for signage or nighttime sports.During their regular meeting on Oct. 28, supervisors approved the ordinance amendment on first reading, and also found it to be exempt from the state's Environmental Quality Act, as it does not affect land use or density.Taking effect in January, the ordinance will support Julian in becoming an International Dark Sky Community and update Borrego Springs' light pollution standards.According to the county, changes willinclude new lighting standards (for color type, levels and shielding) and sign illumination. The county will give existing developments 10-year grace period to come into compliance.Dark skies are important to astronomers for better viewing in rural communities, along with businesses that benefit from related tourism. San Diego County adopted a light pollution policy in 1985.Public outreach sessions found that residents in Borrego Springs and Julian were supportive of new regulations, according to the presentation to the board.Ordinance enforcement will cost an estimated ,000 in fiscal year 2021-22.The cost for residential property owners to upgrade their lighting ranges between and 0, while a retail store owner might pay between 0 and ,600, according to the county. 1697
