SAN DIEGO (KGTV) -- Parts of Balboa Park reopened Friday after the COVID-19 pandemic forced closures in March.Park officials said the following areas would reopen: Central Mesa (El Prado, Plaza de Panama, Cabrillo Bridge, Pan American Plaza), all parking lots, Prado Restaurant, Tea Pavilion, and Visitors Center.Tim Lu and his daughter Matilda have been looking forward to a bike ride at the park for a long time.They live nearby and drove by regularly ever since the park closed. Week after week, all they saw were empty streets and sidewalks.When they got the news that parts of Balboa Park were going to reopen, Lu wanted to make sure they were there for the first day. And he wasn’t alone, as others showed up equally as happy to see the park reopen.Sarah Beckman, director of the Balboa Park Conservancy, said, “This is part of people’s daily routines. This is a neighborhood park. It’s also a global destination but our friends have been missing this for a long time now.”While at the park or the trails, San Diego County and city health orders are still in effect. They have signs posted around the property to remind you. You have to wear a mask, practice social distancing, and if you are sick stay home.A way of life, Lu says he doesn’t mind.“Things haven’t changed. We don’t have a vaccine. A cure. So even though things are opening up we want to keep our progress going and keep things open and not have to shut down again,” said Lu.As for museums, they will reopen on their own schedules. SAN DIEGO (KGTV) - Quiet neighborhood walks have turned disturbing for a growing number of women in Rancho Bernardo.Along Paseo Lucido, feet from a park, Lauren was walking her dog one early evening two weeks ago. She walked past the passenger side of an older, white, 2-door Toyota."The front windows were down and the seat was back ... looked over inside the car and saw he was exposing himself and touching himself," said Lauren.'He' was a large man in his 30s with short dark hair."He smiled when he saw me looking. I immediately looked away. Just very anxious and scared," said Lauren.Lauren took off for a neighbor's house. When she returned minutes later, the car was gone. About a week later - around 6:30 a.m. last Thursday - Robbie was blocks away on Avenida Venusto when a similar car, driven by a man with a similar description, pulled ahead of her and parked in a red zone."Kind of slouched back. He has his pants down, and he's actively touching himself," said Robbie.And again, the stranger met a woman's glance before driving off."And he looked up at me with a big smile on his face," said Robbie. These women aren't alone, as Lauren found out when she posted her incident on the Nextdoor app for her area."There are at least seven other women who have encountered this person in the last few months," said Lauren.In many cases, the women report the car pulling ahead and stopping. "I think he's targeting women who are walking by themselves or slowly walking their dogs by themselves," said Lauren.In one of the other reports, a woman says the man was driving a gray Honda. SAN DIEGO (KGTV) - Multiple former students of San Diego's Christian Youth Theater, known as CYT, are coming forward with stories of sexual assault, abuse and misconduct.On the phone Tuesday, the president of CYT confirmed that one of her own close family members claims that he was even abused when he was in CYT many years ago.On its Facebook page, the El Cajon-based theater group has acknowledged recent accusations of sex abuse from former students.Part of its statement reads, “We are deeply saddened to learn about statements that have recently been made on social media involving former CYT students, and we want you to know that we take these allegations very seriously…We have been working tirelessly on these issues with the authorities, outside consultants, staff, and the Board of Directors since they were brought to our attention…"San Diego attorney Jessica Pride said Tuesday that she's representing a former student who claims she was sexually abused starting in 2006. “The first time she was 13 and it continued until she was 15-years-old,” said Pride.The after-school theater arts training program was founded 40 years ago and is for students ranging from 4-years-old to 18-years-old. On its website, CYT writes that its grown to be the largest youth theater program in the nation with branches across the country, training thousands of students a year.Tuesday, CYT President Janie Russell Cox would not confirm the number of alleged victims or whether the accusations of abuse were between just students or students and teachers, but said claims have come from alumni- not current students.Cox confirmed that her close family member publicly posted on social media his own account of abuse from many years ago. She said she's heartbroken and wants to be transparent and will provide an on-camera interview in the upcoming days.Pride said dozens of other former students are now contacting the firm. “The phone has been ringing off the hook with survivors who are calling and want to tell their story and want to make sure that CYT changes,” she added.San Diego Police told ABC10 News Tuesday that its Sex Crimes Unit is conducting an investigation in which there is an association with CYT.An advocate for several of the alleged victims is asking for any other possible victims to come forward. SAN DIEGO (KGTV) — Officials with the San Diego Padres announced Friday that pitcher Luis Perdomo received a a five-game suspension for his role in Wednesday’s bench-clearing brawl during a game against the Colorado Rockies.The scrum began in the bottom of the third inning when Padres starting pitcher Luis Perdomo threw a 96-mph pitch that nearly hit Rockies third baseman Nolan Arenado in the back.Arenado threw down his helmet and bat and charged Perdomo, who countered by throwing his glove at the batter. As Perdomo backed up to avoid an Arenado punch, players and coaches from both sides stormed the field in an attempt to break up the fight.RELATED: Base-brawl: Benches clear in Padres-Rockies game“Arenado has received a five-game suspension for charging the mound and then fighting.  Rockies outfielder Gerardo Parra has received a four-game suspension for fighting during the incident,” the team said in a statement. "Padres pitcher Buddy Baumann has received a one-game suspension for fighting during the incident.  Perdomo, Arenado, Parra and Baumann all received undisclosed fines in addition to their suspensions.,” Padres team officials said.Padres catcher A.J. Ellis, infielder Freddy Galvis and Rockies pitcher German Márquez were also fined for their actions during the altercation.The brawl likely stems from Tuesday night when Padres outfielder Manuel Margot was hit in the ribs in the 9th inning. SAN DIEGO (KGTV) — On Friday, there was confusion and frustration with Poway Unified School District's reopening plans this fall from parents like Mark Meadows. “I think they should make their decisions based on the facts. Not based on something that they made up or something that they misinterpreted,” Meadows said.In a letter sent out earlier this week, PUSD reported, in part, that it planned for the possibility to resume classes in-person after the county was off the state's monitoring list for 14 consecutive days. The letter reads, "However, the new metrics announced to San Diego County superintendents [Tuesday], require our county to be off the monitoring list for two 14-day cycles (a total of 28 consecutive days)."That 28-day part is incorrect, county officials said Friday.PUSD reported to parents that the district would continue with virtual learning through December.On Thursday night, Superintendent Dr. Marian Kim-Phelps told ABC10 News, “The reason why we chose going to December was that after talking to our district administrators and staff, we wanted some continuity of learning for our children to ensure that so that we could finish whatever option we started with like finish a whole entire quarter or trimester.”“[If this goes through December] it would require us a lot of schedule shifting and possibly paying for some type of tutor or nanny to watch our child while they're at their virtual class during the day,” added Meadows.Dr. Kim-Phelps said she sent the letter after getting new guidelines during a tele-briefing on Tuesday with the county but the county confirmed Friday that PUSD's information is incorrect.Friday afternoon, PUSD reported that was no misunderstanding on its part and directed ABC10 News to a county slide that reads, in part, that on Day 28, schools can reopen for in-person instruction.PUSD added on Friday, “There's no change in our plans." 1909
