OCEANSIDE, Calif. (KGTV) - Oceanside could be getting a new active sports complex, complete with a man-made wave pool, perfect for surfing competitions, according to Mayor Peter Weiss. The idea is in it's beginning stages, no formal paperwork has been submitted to the city clerk. 10News spoke with her Wednesday and she said the developer, Zephyer Partners, has been talking with council members.Neighbors have already been hearing construction equipment hacking away at the remains of the drive-in that operated before the swap meet took over."When I was driving by and I saw you standing here I thought I need to find out because she probably knows more than I do," Neighbor Liz Lewellen said.She said the neighborhood has been wondering what could happen to the lot. Mayor Weiss told 10News the developer gave him this pitch, "n active sports complex, there would be a BMX track, a climbing wall, things like that, it would also have a hotel and then sports oriented retail." He also described a wave pool that mimics the Kelly Slater Surf Ranch in Fresno. The facility is state-of-the-art and perfect for competitions.The idea sparking interest in the community. Lewellen was shocked and excited when she heard."I love the idea that it's commercial coming in because this area desperately needs more restaurants more things," Lewellen said. "So that's really exciting, I know that we have the skate park up the street and that's been a god send for the kids and the active people in the neighborhood."Thursday Zephyr Partners will host a community workshop at Saint Mary Star of the Sea School from 6-8 p.m."It's something unique, I think I'd like to actually see the plans what they're proposing," Weiss said.When asked if Lewellen would try out the wave pool, "I've always wanted to learn how to surf," she said laughing, "so maybe, we'll see, if it's the perfect wave, maybe someone can train me how to perfectly get up on the board."Lewellen had one concern though, wondering how traffic would affect her drive to and from home.Zephyr Partners did not respond to 10News's request for comment. On October 11, people around the world recognize International Day of the Girl. The Girl Scouts of America are celebrating with this year's National Gold Award Girl Scouts. These ten girls are making big waves across the country."For my Gold Award, I developed an oral healthcare model with three foundational pillars; education, prevention and treatment targeting oral healthcare inequalities in low income communities in Georgia and the Bhalswa Slums District in India," said Siya K., one of the ten girls awarded the prestigious National Gold Award from the Girl Scouts of America. She's educated 5,000 families across five states on dental health and distributed 130,000 dental supplies in Georgia and India. She was motivated to research preventative measures for oral cancer after she lost her grandmother to the disease several years ago."My health model has been embraced by dental offices, state dental associations, national mobile programs and schools in two countries. And to kind of further the reach of Help a Child Smile, I created a non-profit called Mila Foundation to kind of support the oral healthcare services provided by Help a Child Smile," said Siya K.This year's National Gold Award Girl Scouts have done everything from create theater access for children with disabilities to engineer an insulin calculator app. Julia T. lobbied for menstrual equity in her home state of Colorado."Definitely, it began within my own high school where I saw a lot of girls struggling to handle their menstrual cycles with dignity and efficiency in the learning environment. Because of varying incomes in our school and also the lack of accessibility, it made it so that girls had a hard time being able to talk about such private matters with their teachers. So, they would have to leave school and miss class," said Julia T.Julia was working with her local legislator to expand access to menstrual products in schools. The bill went to the House Committee for Education before the pandemic. She hopes to bring it back before legislators in the future. "What I love about the Gold Award is it's really a culmination of the Girl Scout experience, because at every level girls are taught to take agency and action on issues they care about. With the Gold Award, it's the highest award you can earn in Girl Scouts," said Kelly Parisi, the VP of Executive and Brand Communications at the Girl Scouts of the USA. Parisi says Gold Award Girl Scouts are tasked with developing long standing change for an issue they care about.Each council across the country submits three of their most exceptional Gold Award Girl Scouts and a panel chooses the top ten. "We are so proud of these ten National Gold Award Girl Scouts but we are equally as proud of thousands of girls across the country who earned their Gold Award and are looking to take action on issues in their community they care about," said Parisi.Julia and Siya hope their achievements inspire other girls across the country to work hard and recognize the impact they can have on the world. "The biggest thing I would say is dream big. Don't think that your issue is too big to solve. Just focus on taking small steps at a time. ONTARIO, Calif. (KGTV) -- Two children were found dead in a home in Ontario, California Tuesday night, according to police. Police say the responded to the 500 block of East Tam O’Shanter Street around 5 p.m. Tuesday. The Ontario Police Department said in a series of tweets that officers discovered two children dead in the home. One adult was taken to the hospital. Police say the cause of death is unclear at this time and the investigation is ongoing. According to police, the incident is being investigated as suspicious. Ontario Police are working a suspicious death at a residence in the 500 block of East Tam O Shanter St. One adult has been transported to the hospital for treatment. Officer Aja Ellis has patrolled the streets of Illinois for nine years. From Chicago to the suburbs, she decided to settle in a community called Harvey, just south of the city.With every call, she has one mission. "There’s not a lot of trust," said Officer Ellis. "My goal was to try to change the perception."It’s a challenge across the country, but in the city of Harvey, especially, trust between an officer and the community they serve is hard to build."A couple years ago, the department was raided by the FBI. The department was raided by the state police. There’s a history here that we can’t ignore, and we want to show them we aren’t the same old Harvey," said Police Chief Robert M. Collins, Jr. of the City of Harvey Police Department.With the department’s new direction, comes new technology. It's an effort, "to weed the bad ones out so that we’re able to have a police department full of officers that are here willing to come to work for the citizens," said Officer Ellis.The department now has an early-intervention system for officer behavior run by Chicago company Benchmark Analytics. "We’re going to be able to help police departments understand that pattern of behavior and intervene long before you have very problematic incidents," said the company's CEO Ron Huberman, a former officer himself.The program collects all kinds of data on officers. It tracks things like arrests, traffic stops, citizen complaints and training. It also goes beyond those data points; the app also tracks officer overtime, vacation time, officer awards and positive comments, and promotions, in an effort to not only flag the negative, but to track potential for recognition as well.Once this information is compiled, it flags officers who may be at-risk for more serious misconduct in the future."This system will identify if this officer needs to be re-trained, if there needs to be discipline, and unfortunately if that officer needs to be terminated," said Chief Collins.Officer Ellis sees this intervention not only as a chance to change the culture for police, she believes it will help in the community too. "Sometimes, you may get that coworker that you don’t want to work with because maybe their attitude or maybe how they handle things, and you’ll get to a scene and they just blow it up, and I think to look at it from that aspect, it gives us better coworkers," Officer Ellis said.She is hoping community trust will be the biggest gain. "Once they see one bad officer, it's war from there. But if they’re seeing that something’s being done about this bad officer they’ve been complaining about, they’ll say, 'Maybe we can trust them a little bit more,'" said Officer Ellis.The Harvey Police Department has only had the technology for a couple of months, so they have not collected enough data yet to see how their officers are doing. But a police department in North Carolina created their own similar early intervention system several years ago, and the chief there said it's been a big help for officer morale and mental health."A lot of times, they may be going through something others don’t see, but through our early intervention system, we might identify characteristics that allow them to open up to speak about things that are bothering them or they’re going through," said Johnny Jennings, chief of the Charlotte-Mecklenberg Police Department.But experts warn, with all the improvements technology like this can bring, comes limitations."The supervisors—they have to be inclined to use the information because they can ignore it on the system just like if it’s sitting in the drawer," said John Rappaport, a University of Chicago professor of law. "It relies on the people to use the technology correctly and honestly and to want to move the department in the right direction."For Officer Ellis, she knows in the end, it will take more than just the data to reform a department."I think it’s going to take a good while, but I'm willing to stand in the fight to see the change," she said. Real change that may come more quickly with a little help."If that technology helps out in a positive way, we have a duty to use that to make ourselves better to better serve the community," said Chief Collins. 4232

OCEANSIDE, Calif. (KGTV) - Dozens of people packed a room at Surfside Tap Room Thursday night for a well-known patron believed to have been killed in his home.John Roth, 77, was a regular at the bar. More than 50 people came to celebrate his life and drink a final toast.“He served in Vietnam, he was a topographer,” one of his friends, Tom Andrews said. “He crawled through rice paddies to make sure the maps had the right elevations.”“We had some intense conversations, but we would always end up laughing,” he added.Roth’s wife came home and found him dead Tuesday. Police say he suffered trauma to his upper body.
