BEIJING, May 17 (Xinhua) -- The Chinese government is pushing for the restructuring of major state-run news portals - including cctv.com and xinhuanet.com - to allow them to "establish a modern enterprise system," launch initial public offerings (IPO) and abandon the "iron rice bowl" concept.Ten major news portals are involved in a pilot restructuring project: the websites of state broadcasters China Central Television, Xinhua News Agency, People's Daily, Beijing's qianlong.com, Tianjin's enorth.com.cn, Shandong's dzwww.com, Shanghai's eastday.com and Zhejiang's zjol.com.cn among others.The websites are currently affiliated to news organizations run by central and local governments.According to a symposium on the restructuring work Monday in Changsha, capital of central China's Hunan Province, the restructuring plans for people.com.cn and xinhuanet.com have been approved.The pilot project, initiated last October, covers shareholding reform, establishment of a modern enterprise system and IPOs to "strengthen the competitiveness" of the news portals.According to the symposium, the website operators have actively engaged in the development of search engines, cell phone news services, cell phone TV services, Internet TV, e-commerce, online cartoon games and other new media areas, which have strengthened their capacities.The operating income of people.com.cn and xinhuanet.com have witnessed "big growth," the symposium said.Domestic commercial news portals like sina.com.cn and sohu.com are listed overseas.The step is part of Chinese government's efforts to reform China's cultural industry in a bid to promote Chinese media and cultural enterprises' global influence and boost the nation's soft power.

BEIJING, May 24 (Xinhua) -- China and the United States should keep up communication and consultation on issues concerning each other's major interests such as the Iran nuclear issue and the Korean nuclear issue.Ma Zhaoxu, spokesman of the Chinese delegation attending the strategic track of the on-going second round of China-U.S. Strategic and Economic Dialogues (S&ED), made the remarks at a press briefing after the first meeting of the strategic track on Monday."The two countries should also enhance consultation and cooperation on counter-terrorism, non-proliferation and the fight against cross-border crimes," Ma said.On Monday afternoon, officials from China and the United States held two rounds of meetings, during the second half of which they discussed how to strengthen cooperation on major international and regional issues, and cooperation on international system reform and Asia-Pacific regional cooperation mechanism building."The S&ED, as an important platform, provides the two sides a good channel to discuss and consider cooperation in this regard," Ma said.Ma told the press the other four suggestions China proposed for further enhancing bilateral cooperation, including:-- To give full respect and consideration to each other's major interests and concerns while carrying out cooperation;-- To follow the globally-recognized rules guiding international relations, and peacefully resolve regional hot issues through dialogue and negotiation;-- To deal with disputes with an objective and calm attitude, and not to let the overall situation of China-U.S. cooperation deteriorate due to temporary difficulties;-- To expand cooperation, especially communication and consultation in such areas as climate change and energy security, so as to benefit the two countries and the world as a whole.He said mutual understanding and trust between the two countries had increased after the past rounds of strategic dialogues. BEIJING, March 25 (Xinhua) -- Local authorities in southwest China are moving to clamp down on food price hikes as the worst drought in decades shows no sign of easing.Authorities in Guiyang, capital of the poverty-stricken mountainous Guizhou province, have indicated they would step up price monitoring and crack down on price gouging.Vegetable vendors will be fined up to 100,000 yuan (14,650 U.S. dollars) if they are found involved in jacking up vegetable prices. The maximum fine for businesses is 1 million yuan.In Kunming, capital of the hardest-hit Yunnan province, the local government is monitoring food prices and supply on a daily basis. Local price control and industry and commerce authorities have launched campaigns to crack down on food hoarding and price gouging.Local governments in their neighboring regions have taken similar measures to prevent huge rises in prices of grain, edible oil, and vegetables.The dry weather has been ravaging southwest China for months, affecting 61.3 million residents and 5 million hectares of crops in Guizhou, Yunnan, Sichuan, Chongqing, and Guangxi.The worsening drought has damaged wide swathes of vegetables and sparked sharp price hikes. Many vegetable prices have more than doubled.Hou Junfa, a purchasing manager in a hotel in Nanning, capital of Guangxi, said vegetable prices continued to surge even after the Chinese Lunar New Year when prices usually fall.Wang Wenying, a wholesaler in Nanning, said that prices of onion and potato continued to rise because of output declines in Yunnan, a main vegetable producing region.The price hikes have resulted in increases in household expending.A local resident in Nanning, surnamed Yang, said he spent five yuan more on vegetables than a month ago.Some residents choose to buy cheaper vegetables to cut household expending.Amid other efforts to curb huge price rises, the local governments have also started importing vegetables from non-drought-stricken regions to increase supply.Authorities in Kunming earlier in the week bought 250 tonnes of wax gourd, pumpkin, and eggplant from other regions to ease supply shortage in local markets.Prices of grain, including the staple food rice, has recorded relatively moderate gains of about 10 percent.Some sellers, taking advantage of the lingering drought, have started increasing their rice prices in some cities.The drought has caused speculation of further inflation rises as it has damaged hundreds of millions hectares of crops and disrupted spring planting as well.But prices are expected to stabilize as grain is being sent to the drought-stricken regions.
