BRASILIA, April 14 (Xinhua) -- Chinese President Hu Jintao arrived in Brasilia on Wednesday for a summit of Brazil, Russia, India and China slated for Thursday and Friday, and a state visit to the Latin American state.At the summit of the four countries -- collectively known under their acronym BRIC, the leaders will discuss the global economy and financial situation, reform of the international financial system, climate change and cooperation among the four countries, Chinese diplomats said.President Hu has chosen Latin America as the destination of his first overseas trip so far this year. HARARE, May 31 (Xinhua) – The Communist Party of China (CPC) and Zimbabwean President Robert Mugabe's Zanu-PF on Monday signed a Memorandum of Understanding (MOU) to promote political exchanges and cooperation between the two parties.This was disclosed by Wang Gang, vice chairman of the Chinese People's Political Consultative Conference National Committee and member of the CPC Central Committee Political Bureau, who is leading a high-powered delegation to Zimbabwe.Speaking during a meeting with Zimbabwean Vice President Joice Mujuru and senior Zanu-PF officials on Monday, Wang said the agreement will enable the two parties to consolidate relations and work together in exploring new ways to enhance ties."Guided by this memorandum of understanding for the next five years, our party-to-party relations will have a more in-depth development," Wang said, adding the MOU will see the two parties increasing high level exchange visits and sharing experiences."We very much cherish the friendship between Zimbabwe and China. We view Zimbabwe as a reliable friend and good partner," he said.Wang added China will continue to render assistance to Zimbabwe to help it develop its economy.Wang also called on Western nations to lift sanctions on Zimbabwe to expedite economic recovery in the country.Mujuru paid tribute to China for its economic and political support to Zimbabwe over the years."We know it has not been easy for China to stand by us over difficult times but as Zimbabwe we are grateful for the support," she said.She said Zanu-PF was interested in further developing its relations with CPC, especially in the area of youth and women training and political exchange programs.Wang and his delegation will be in Zimbabwe for three days.

BEIJING, April 29 (Xinhua) -- China's parliament on Thursday adopted a revision to the Law on Guarding State Secrets which narrowed the definition of "state secrets," in an effort to boost transparency.The amended law was approved by lawmakers at the end of the four-day bimonthly session of the National People's Congress (NPC) Standing Committee, or the top legislature, after three reviews, the first of which began last June.State secrets have a clearer definition in the amended law. They are defined as information concerning state security and interests and, if leaked, would damage state security and interests in the areas of politics, economy and national defense, among others.It also raises the level of government departments that can classify information a state secret.The National Administration for the Protection of State Secrets and local bureaus above the county level are responsible for national and local classification, respectively.Prof. Wang Xixin at Peking University Law School said the number of state secrets will decline as fewer levels of government departments have the power to classify information as a state secret."It will help boost government transparency," Wang said.Local officials often use the excuse "state secrets" to avoid answering inquiries from the public properly.After the amended law takes effect in October, governments under the county level will have to respond to public questioning with more openness and without the power to classify information as a state secret, Wang said.According to the amended law, there will be more complicated but standardized procedures to classify information a state secret which will eliminate "random classification."The amended law also grants more responsibility to classification departments and units, which will be penalized if they do not properly classify information.It also defines secrecy levels and authority limits, and clarifies time limits for differing levels of confidentiality and conditions for declassification.It says the time limit for keeping top-level secrets should be no more than 30 years; no more than 20 years for low-level state secrets; and at most 10 years for ordinary state secrets.Wang said reducing the number of state secrets will improve state secrets protection, as "the protection work would be difficult if there are many state secrets, and more manpower and resources would be used.""The more state secrets, the 'number' the public will be," he said.He said the revision to the law also enhances China's image on the international stage, as the country should narrow the gamut of state secret as it conducts increased international exchange.The call to amend the state secrets law strengthened when the State Council issued a regulation on government transparency in May 2008 which said "a broad definition for state secrets" is not in line with the public's right to know.INTERNET LEAKSThe rapid development of the Internet poses great challenges to the protection of state secrets, with Internet leaks of confidential information frequently occurring, observers say.The amended law requires Internet operators and other public information network service providers to cooperate with public and state security departments and prosecutors in probes of state secret leaks.Prof. Wang said, "Such stipulations are necessary," as fast information transmission can easily cause leaks of state secrets and many countries have similar requirements on network operators."If a sensitive photo is put online, people see it and they may obtain state secrets from it. That's very simple. But people cannot judge whether it is a state secret or not. They may take for granted the information has already been released by the government," he said."Information transmissions must be immediately stopped if they are found to contain state secrets, and once a leak has been discovered, records should be kept and it must be reported to the public security and state security departments in charge of confidentiality."The information relating to state secrets should be removed according to orders of relative departments," the amendment says.Wang said efforts must be made to ensure such clauses are not abused by authorities to invade citizens' privacy.He added more specific measures should be enacted to implement the rules."It should be carried out without harming the openness of the Internet," he said.

  

BOAO, Hainan, April 9 (Xinhua) -- Singapore Senior Minister Goh Chok Tong said Friday that he expects China, and similarly for most part of Asia recovering from the economic downturn, to maintain good growth this year."The economic recovery has started. That's a good news for Asia," Goh, also former Prime Minister of Singapore, said in an exclusive interview with Xinhua in Boao, a coastal resort in south China's Hainan Province.Goh is here for the annual meeting of Boao Forum for Asia (BFA), a pan-Asian platform of dialogue for key issues affecting Asia and the world, which will officially open Saturday. He was elected a member of the BFA's board of directors Thursday."The worst is behind us," he said, adding that China's recovery has a solid foundation and is on a good growth path."We've paid attention to economic fundamentals. If the economic fundamentals are right, we can let the storm pass by," Goh said. "That's what Singapore and China did."He said some damages in the global financial crisis were not very severe, "so once the storm passes, we grow again."Singapore also saw a very good growth in the first quarter of this year and "the growth exceeded out expectation," he said.Goh emphasized the importance of free trade. As a member of the Association of Southeast Asian Nations (ASEAN), the Free Trade Agreement (FTA) between Singapore and China took effect this year."The free trade is important for all countries and global economic recovery," he said.Goh said the most important lesson drawn from the international financial crisis is that the government must have "good surveillance system over the financial industry" so as to make sure that banks do not take up too much risky investment, and to prevent investment from turning to bubbles in property and other sectors.He also said efforts should be made to ensure that China develops without causing too many problems in terms of climate change.Singapore has been cooperating with China to develop the Tianjin eco-city in north China for more than one year, which already attracted investors from Japan and Singapore."As China urbanizes, Singapore's experience of building a green city can be used in China for its urban solutions as the country grows," he said, adding the eco-city is a model meant to demonstrate that "economic growth can be consistent with green development."This year marks the 20th anniversary of the establishment of China-Singapore diplomatic ties."We've learned from each other. It's not one-way learning any more. We've learned from China as much as China has learned from Singapore," Goh said.

  

BEIJING, May 26 (Xinhua) -- President Hu Jintao has called for the creation of a more competitive and innovative workforce in the country, with the focus on training more top-notch specialists.At a central work conference on human resources in Beijing from Tuesday to Wednesday, President Hu Jintao said human resources were essential to the development of the Party and the state, and the quality of China's workforce was still poor compared to that of developed countries.China would enhance its workforce's strength, and the fostering of high-caliber professionals would be a priority, Hu said in a statement released after the meeting.Chinese President Hu Jintao addresses a central work conference on human resources held from May 25 to May 26 in Beijing, capital of China. Hu Jintao has called for the creation of a more competitive and innovative workforce in the country, with the focus on training more top-notch specialists.He said China would work to have a large high-quality workforce and to be a strong world power in terms of human resources by 2020.Party committees and governments at all levels must create an environment where talent can emerge and be put to use, he said.He also said innovation would be fully encouraged and supported by the government, and it was a strategic task to foster young talents.At the conference, Premier Wen Jiabao pledged more support to high-caliber creative specialists that are urgently needed in China.The government would encourage and help them and overseas Chinese students find employment or start up businesses in China, he said.Wen said China would increase its funding for the training and education of high-caliber specialists, with investments coming from the government, individuals, enterprises and social organizations.Vice President Xi Jinping said the government would promptly introduce major human resource programs to help realize the national goal.All members of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee attended the conference.
