ENCINITAS, Calif. (KGTV) - Construction is underway on bike and pedestrian improvement projects in North San Diego County.Paths will be built beneath the Interstate 5 overpasses at Santa Fe Drive and Encinitas Blvd.The work, which will cost .5 million, should be finished in late summer 2019.During construction, drivers can expect traffic delays. There will also be periodic noise and lights.¡°Construction activities have been designed to reduce impacts to anyone using these intersections,¡± said Caltrans Project Manager Arturo Jacobo. ¡°While there will be narrowed lanes, we do not anticipate any lane closures during construction. Additionally, we are installing a temporary protected path for pedestrians and people on bikes, which now only exists along westbound Santa Fe Drive.¡±The projects are part of the North Coast Corridor Program, which will eventually add carpool lanes to I-5, double track the coastal rail corridor, provide walking and biking trails, and complete environmental restoration. 1017

ENCINITAS, Calif. (KGTV) - A North County woman says she was scammed at a gas station by a performance 'worthy of an Oscar.'"We pull in and my husbands about to pump in the gas," said Alice. An ordinary trip to fill up turned eventful last month at the Shell gas station on Santa Fe Drive. "I see a man pull up in a black SUV, brand new and shiny," said Alice. Alice says a man in his 30s got out of the GMC Yukon and approached them."He was in head-to-toe designer clothes," said Alice. In the backseat was a well-dressed woman and a little girl."He says, 'Excuse me, Sir. I'm here vacationing from Dubai with my family and my wallet was stolen,'" said Alice. The man asked for some money for gas and then took out a ring."Here, take my ring. It's worth 0. I have money and plenty of jewelry at home. I just need money for gas and food," said Alice.Alice told the man to keep the ring and then had her husband put in on a pump with their credit card."I believed their story ... I put myself in their shoes. I would be devastated, and I would want someone to help me," said Alice.Days later, she learned from her cousin in Los Angeles those strangers were scammers. "I was the 4th person she knew of personally that this happened to. I was duped," said Alice."Then this past Wednesday, Alice was back at the gas station and filling up, when she saw something familiar," said Alice.It was another new GMC Yukon. Inside was a different family. She saw them talking with a young man, before pulling out a ring. "I ran over put my hand in front of the guy and said, 'You should be ashamed of yourself. This is a scam!" said Alice. She learned the family had a similar story about vacationing from Dubai. The SUV sped off, leaving behind a woman hoping others don't fall victim."It makes me angry. It's the giving season and they take advantage of that. They're actors. They played their part perfectly. They're going to get an Oscars, and I handed them the award," said Alice.Alice believes both vehicles had out-of-state license plates. She says she contacted the sheriff's department but was told this incident would likely be defined as panhandling, which isn't a crime. 2184

(KGTV) - Police are searching for a hit-and-run driver who abandoned a vehicle after striking and killing a cyclist Saturday in Escondido.The cyclist was identified Monday as Kevin Lentz of Vista, a married father of a 1-year-old son, according to Escondido Police Lt. Scott Walters and friends of Lentz.The 36-year-old Lentz was cycling with a group on La Honda Road north of El Norte Parkway when he was hit head-on Saturday around noon, according to the Escondido Police Department.RELATED: Bicyclist killed in Escondido hit-and-run crash¡°The driver of the car was on the wrong side of the road, traveling at high speed on a blind curve when he hit Kevin head-on, killing him instantly,¡± wrote Devin Rickey on a GoFundMe page set up for Lentz¡¯ family.Officers found the dark Toyota sedan abandoned a half-mile away, in the 600 block of Aster Street. The vehicle had significant damage to the windshield and roof.Lentz was an avid cyclist who raced competitively for the TASCO MTB mountain bike team before scaling back his riding to spend more time with family, friends said. Europe is proposing a ban on single-use plastic items such as cutlery, straws?and cotton buds in a bid to clean up the oceans.The European Commission wants to ban 10 items that make up 70% of all litter in EU waters and on beaches. The list also includes plastic plates and drink stirrers.The draft rules were unveiled Monday but need the approval of all EU member states and the European Parliament. It could take three or four years for the rules to come into force.The legislation is not just about banning plastic products. It also wants to make plastic producers bear the cost of waste management and cleanup efforts, and it proposes that EU states must collect 90% of single-use plastic bottles by 2025 through new recycling programs.The European Commission estimates that these rules, once fully implemented in 2030, could cost businesses over €3 billion (.5 billion) per year. But they could also save consumers about €6.5 billion (.6 billion) per year, create 30,000 jobs, and avoid €22 billion (.6 billion) in environmental damage and cleanup costs.The Rethink Plastic Alliance -- an association of environmental organizations -- called the proposals "a leap forward in tackling plastic pollution" but criticized some perceived shortcomings.The proposals do not set targets for EU countries to reduce the use of plastic cups and food containers, it said."This could result in countries claiming they are taking the necessary steps as long as any reduction is achieved, regardless of how small," the alliance said in a statement.The proposal also faced criticism from the plastics industry.Plastics Europe, which represents manufacturers, said it supported the "overarching objective" of the proposal but said there must be more resources dedicated to "waste management" to ensure better collection of used plastic."Plastic product bans are not the solution," it said in a statement, and noted that "alternative products may not be more sustainable."On a global basis, only 14% of plastic is collected for recycling. ESCONDIDO (KGTV) - Employees of an Escondido golf course are frustrated and at their breaking point after their boss missed August 3rd's paycheck.UPDATE: Business owner paid employees missed and upcoming paycheck.Employes of the?Castle Creek Golf Course & Country Club said they heard their boss had a stroke on the first of the month and that was what caused the pay to be late. Employees were too afraid to speak on camera but said it wasn't the first time payment has been delayed.Golfers also said they've seen the course deteriorate since Osama Alkasabi took ownership in October.An employee said several people have already quit and some have their final day on the job this week.Alkasabi also owns two OAAI gas stations. Employees there vehemently defended Alkasabi but confirmed they hadn't been paid either. Employees there said Alkasabi had heart surgery."They missed only one, and that wasn't intentional," Alkasabi said over the phone. He blamed the delay on a car accident. "My car landed over the curb, and I arrived at the hospital here and had head surgery to make sure there is no bleeding, no fracture or damage," he said that happened August 1 off SR-78 near the Tri-City Medical Center in Oceanside.10News spoke with Oceanside Police and California Highway Patrol and neither have records of a crash in that area for the entire week.Alkasabi's gas stations are running out of gas. The pumps at Ninth Avenue and Centre City Parkway only had one kind of gas for sale.At the station off Midway Drive and Valley Parkway, the pumps were draped with caution tape.Alkasabi blames the prior owners."They did not renew or apply for the licensing permit from the APCD," he said.The Air Pollution Control District requires gas stations to maintain permits to operate. The permits must be renewed annually, and employees say Alkasabi has owned the stations for at least four years.Alkasabi made this promise to all his employees, "receive the check tomorrow by 1:15 p.m. for all three periods, although there is one period missing. So we're making a cushion for the next two weeks."He promised along with three paychecks, one for the missed cycle, one for this week and one in advanced, that he'll give each employee a 0 bonus.He also promised several improvements to the golf course and that gas will be available at his pumps soon. 2427
