SAN DIEGO (KGTV) — San Diego's Board of Supervisors Wednesday approved a new initiative to encourage homeowners in the county's unincorporated areas to develop "granny flats" to help ease the region's housing shortage.The initiative will waive county permit and development impact fees over the next five years for property owners who want to build granny flats or other small dwellings on lots with existing homes. SAN DIEGO (KGTV) -- Some Point Loma Nazarene University students have been told to shelter in place after a cluster of students tested positive for coronavirus.The university says it’s seen an increase of 12 cases. According to the school, 50 students were identified as close contacts.“A cluster of cases and potential exposures have been identified in the following dorm floors:Klassen Hall - 3rd North: three positive cases in isolation Hendricks Hall - 1st South: four positive cases in isolation Young Hall - 4th Floor: three positive cases in isolation Per university protocol, these positive cases are already in isolation in specific university housing outside of the potentially impacted floors,” the school said.The university says it is also monitoring two unrelated cases in Nease Hall.Read the full letter from the school below: 849

SAN DIEGO (KGTV) — Some Pacific Beach families say they no longer feel comfortable at their public library because of the homeless population."It's no longer a library it's a homeless shelter, and that's the word that's spreading."Racheal Allen spends hours each day crusading for public safety in PB. The Neighborhood Watch Block Captain is tired of seeing the same problems on repeat at the library. "Cleanliness an issue, hygiene, I would not let my kid run around barefoot here," Allen said.MAP: Track crime happening in your neighborhoodMost recently she saw the swing sets being used as a clothesline. "I've seen a lot, but when I saw that it was a slap in the face," Allen added.And another slap in the face she says, a new library policy enacted last year. "If I was to enforce I'm going to suspend a toddler who falls asleep or I’m going to going to suspend an 80-year-old man who nods off reading the newspaper.”Jones says now, staff will wake a person up but they won't be kicked out if they're not disrupting others. "It was punitive and unfair and targeting a specific population," Jones said.Jones says one reason the policy changed was after a librarian found a teenager sleeping. SAN DIEGO (KGTV) - Senior citizens in Chula Vista lit up the runway at St. Paul's Plaza, a senior living community.It was the center's first fashion show and eight residents were transformed into models. Each had makeup, hair, and wardrobe provided thanks to Macy's. “Today’s fashion show is all about friendships," said Mary Johnson with the community outreach team. "Friendships are just as important as taking good care of yourself, exercising, and good nutrition. As we get older friendships get even more important."Ladies who modeled said the day made them feel special and confident. “A lot of people when they get to be our age don’t want to do anything different. SAN DIEGO (KGTV) - San Diego Police released a photo Friday of a suspect wanted in the death of a woman in Point Loma.Joe Bennette Conway, 41, shot the unidentified woman in the parking lot of 4013 W. Point Loma Blvd. late on the night of October 9, police said.911 dispatchers received a call about the shooting. Police units found a woman with a gunshot wound to her upper body. Paramedics transported the woman to the hospital, where she died.Police identified Conway as the murder suspect and issued a warrant for his arrest. Conway is 5’7” tall and 150 pounds.
