The colors of an autumn afternoon can be serene, brilliant and breathtaking.“As the days start getting shorter and the nights get longer, that's the cue that the trees get to change the foliage,” said climate scientist Astrid Caldas.That foliage requires a delicate dance of temperature and moisture to produce fall colors. It’s a dance potentially now in jeopardy due to climate change.“Because these things -- temperature and precipitation, rainfall -- are being affected, changed by climate, then the fall foliage can really get affected,” said Caldas, who is a senior climate scientist at the Union of Concerned Scientists, a nonprofit science organization.She said long-term shifting temperature trends and more rain will be disruptive to fall foliage in certain parts of the country.“We are seeing extreme precipitation increase, particularly in the Northeast and the Midwest,” Caldas said.That precipitation was evident in Minnesota, where people found themselves caught off-guard this year by an unusually early snowfall."I had to completely disassemble my fall leaf clean-up box and make sure my plow is still working,” said Greg Futchi, who is a landscape contractor. “We usually get all the leaves down before we see some snow, but not this year."All of that added moisture can lead to a shorter fall foliage season, Caldas said. Yet, repeated and ongoing droughts, like those seen in the western U.S., also bring their own set of problems to autumn leaves.“When it’s very dry, the colors get a little more muted also,” Caldas said. “So, drought can really kind of change completely the setup.”Scientists add that climate change isn’t just going to affect the ways leaves change their colors during the fall. It’s also going to potentially affect where those trees grow in the first place.“When the conditions start changing --like it's starting to get warmer further and further north--well, that's also a possibility that species are going to start migrating farther north,” Caldas said. “So, as different trees start moving to different areas, then the colors may change because the color depends on the tree.”That may mean having to travel farther north to see stunning red maples. It is a change that will be hard to stop unless action is taken on a global scale.“In the long run, if the countries and the whole world is not committed to really reducing emissions and changing to renewables and making that complete change, then it's going to be very hard for us not to see very drastic changes, because small changes are already happening,” Caldas said.Those changes are now encroaching on a time-honored spectacle, courtesy of Mother Nature. 2667

The cost of sending a letter might be going up next year.On Friday, the United States Postal Service issued a press release stating that they had filed notice with the Postal Regulatory Commission (PRC) about its plan to increase prices.The new proposal would raise the price of first-class mail by 1.8% and 1.5% for other categories, the agency said.The additional ounce price for a single-piece letter would increase to 20 cents, the price for a metered mail 1-ounce would increase to 51 cents, and the cost of sending a postcard would increase to 36 cents.Items that will remain unchanged are the single-piece 1-ounce flat prices, which will stay , and the forever stamp will stay at 55 cents.The Postal Service Board of Directors believes the price increase will provide revenue for the agency and keep them competitive.The price increase will take effect on Jan. 24 after a review by the PRC. 907

The family of a Pennsylvania woman who died in jail in 2015 from heroin withdrawal symptoms was awarded .75 million in a wrongful death suit settlement this week, CBS News reported. Victoria "Tori" Herr, then 18, died on April 5, 2015, nine days after being arrested after police found drugs in the woman's apartment. Herr told police that she had consumed 10 bags of heroin a day. During her first four days in custody, Herr reportedly suffered from bouts of vomiting and diarrhea. She was treated with water and Ensure, but was unable to keep her fluids down. The result of those symptoms led her to cardiac arrest and to lose consciousness, CBS News reported. Herr's lawyers claimed that the Lebanon County Correctional Facility did not meet her basic medical needs, and then lied. "Anyone who looked at her would have known that she was very sick and that she needed attention," Herr's family lawyer Jonathan Feinberg told CBS. "There was a complete disregard for her needs, which can only be tied back to the fact that she was addicted to drugs."As part of the multi-million-dollar settlement, the jail's warden, nurses and other employees agree that there was no wrongdoing. To read CBS News' full report, click here.  1284

The county of San Diego is preparing to ask the state for nearly million to repave stretches of hundreds of roads it maintains.The Board of Supervisors could vote Wednesday to seek revenue from the recent gas-tax hike to repair the roads. The roads are in all ends of the county, from Bonita to Alpine to Vista. You can see a list of the roads here (it starts on page 3)."The proposed projects will improve the overall condition of the roads and will protect roads from deterioration and costly future repairs," a county staff report said. Gov. Jerry Brown signed the billion gas tax hike into law last year. Californians already pay a series of gas taxes ranking among the highest in the nation. The tax hike raised the per-gallon tax by 12 cents last November, with future increases planned. The bill, SB1, also added a 0 fee to the annual registration for electric vehicles, starting with model year 2020."People can't afford it. I'm retired but if you're working and have to commute, I don't think people realize how much of a dent that's going to make," said Vicky Bamburger, a Bonita resident who is supporting an effort to repeal the tax that appears to be headed to this November's ballot.But those who support the increase say fixing the roads will save California drivers from expensive car repairs due to problems like potholes, and save taxpayers from larger repairs later."A small improvement now - if you have a road that needs to be covered - that's going to be so much more cost effective, cost saving in the long run," said Catherine Hill, of the League of California Cities.Local governments have until May 1 to submit their gas-tax revenue road repair requests to the state.
